Art. 1. This Methodology provides the methodological framework for supporting compensatory measures at the "1 Decembrie 1918" University of Alba Iulia for the purpose of recognition and equivalence of short-cycle, bachelor's, master's, or postgraduate diplomas issued by accredited higher education institutions abroad, in accordance with Art. 20 of the Methodology of the Ministry of Education for the recognition and equivalence of short-cycle, bachelor's, master's, or postgraduate diplomas issued by accredited higher education institutions abroad, approved by the Order of the Minister of Education no. 5508 of July 10, 2024, and published in the Official Gazette no. 692 of July 17, 2024.

Art. 2. Recognition and equivalence shall apply to the following categories of citizens:

a) Romanian citizens, citizens of other European Union Member States and the European Economic Area and of the Swiss Confederation, citizens of third countries who benefit from equal treatment with Romanian citizens, and persons who benefit from a form of international protection on the territory of Romania, according to the law, regarding access to education, professional training, and the labor market;

b) Citizens of third countries solely for the purpose of accessing the labor market in Romania.

Art. 3. The National Center for Recognition and Equivalence of Diplomas (C.N.R.E.D.) may equate or recognize study documents by applying compensatory measures, namely taking difference exams and/or completing internships, these being required when, after evaluating the study program undertaken abroad, substantial differences are found with respect to the Romanian higher education system, and may consist of taking difference exams and/or internships within accredited study programs in Romania.

Art. 4. The "1 Decembrie 1918" University of Alba Iulia, as an accredited higher education institution, may require compensatory measures for the recognition of short-cycle, bachelor's, master's, or postgraduate diplomas issued by accredited higher education institutions abroad for the purpose of continuing studies or accessing the labor market in Romania, for foreign citizens and persons seeking or benefiting from international protection mentioned in Art. 2 and who apply for this purpose to the "1 Decembrie 1918" University of Alba Iulia.

Art. 5. The "1 Decembrie 1918" University of Alba Iulia may arrange the organization of exam sessions for persons holding a professional qualification obtained abroad, presenting the CNRED letter for the taking of difference exams.

II. PROCEDURE FOR TAKING COMPENSATORY MEASURES

Art. 6. (1) Compensatory measures for the recognition of short-cycle, bachelor's, master's, or postgraduate diplomas issued by accredited higher education institutions abroad shall be supported at the "1 Decembrie 1918" University of Alba Iulia, as follows:

1. - difference exams are taken without the applicant being enrolled in studies, in Romanian, in physical format, following internal regulations regarding students’ academic activity. The content of the difference exams may be established with reference to fundamental and specialized subjects in the curriculum;
2. - completion of internships or other measures is done without the applicant being enrolled in studies, in accordance with internal regulations regarding academic activity. Internships and their evaluation can also be organized by the competent authorities for regulated professions.

(2) The holding of difference exams may also be organized within specific exam sessions as scheduled at Faculty level.

(3) The applicant shall submit to the UAB headquarters a file containing the following documents:

a) - written request, dated and signed by the applicant (Annex 1);

b) - identity document and proof of name change (if applicable) — copy, for Romanian/English/French/Spanish/Italian or copy and certified translation for other foreign languages;

c) - diploma — copy, for Romanian/English/French/Spanish/Italian or copy and certified translation for other foreign languages;

d) - diploma supplement/academic transcript — copy, for Romanian/English/French/Spanish/Italian or copy and certified translation for other foreign languages;

e) - the opinion issued by CNRED

Art. 7. Applications for the recognition of short-cycle, bachelor's, master's, or postgraduate diplomas issued by accredited higher education institutions abroad may be submitted at the headquarters of the "1 Decembrie 1918" University of Alba Iulia, each year, at least 40 days before the start of the academic year.

Art. 8. The approval for the holding of compensatory measures is granted by the administration of the "1 Decembrie 1918" University of Alba Iulia within 30 days from the date of registration of the application and is communicated to the applicant within 5 days from approval.

Art. 9. The organization of compensatory measures is carried out at the "1 Decembrie 1918" University of Alba Iulia by each Faculty, in accordance with the structure of the academic year, so that the applicant has the possibility to undertake the compensatory measures mentioned in Art. 6, paragraph (1) within at most 12 months of the initial decision obliging such measures. Registration for taking compensatory measures is subject to the payment of the fees provided in Art. 13 of this Methodology.

Art.10. Attendance at courses related to the subjects for which difference exams are to be taken may be arranged by mutual agreement with the holders of the respective subjects, but is not mandatory.

Art.11. Each specialty faculty within UAB establishes a specialized committee, approved by the Faculty Council, which analyzes the content of study programs completed in other countries, with a duration shorter than that provided in Romania or in the process of being completed, in order to establish the difference exams, in accordance with the curricula and ARACIS standards specific to each study program.

Art. 12. After undertaking the compensatory measures, the "1 Decembrie 1918" University of Alba Iulia sends to C.N.R.E.D. within the Ministry of Education and Research, for each applicant, a certificate containing all information certifying the completion of the compensatory measures, namely the field of university studies, the study program/specialization and the subjects passed (Annex 4).

Art. 13. (1) The "1 Decembrie 1918" University of Alba Iulia has the autonomy to establish the amount of fees for compensatory measures, in compliance with the minimum level set by legal norms. The fee charged for taking a difference exam for a subject is the one set for retaking a subject and which applies to the University's students. The fees are approved by the Board of Administration and approved annually by the University Senate. These are published on the University's website.

(2) Fees for taking compensatory measures do not apply to persons benefiting from a form of protection on the territory of Romania, according to the law.

Art 14. The record of foreign citizens applying to the "1 Decembrie 1918" University of Alba Iulia and who must undertake one of the compensatory measures provided in Art. 5 for the purpose of continuing their studies is kept with the help of a Register of applicants who are not enrolled in studies, managed by the Faculty that holds the study program targeted by the compensatory measures (Annex 2).

Art 15. (1) The results and related documents are not recorded in the Unique Register of Matriculation.

(2) The results of the compensatory measures are entered in the catalogues (Annex 3) and in the Register of applicants who are not enrolled in studies. The results of the compensatory measures are communicated to applicants no later than 48 hours from their registration.

Art 16. Applicants may contest the results obtained within 48 hours of their communication. The registration of appeals is carried out by the secretariat of the respective Faculty. The resolution of appeals is made by a specially constituted committee at the Faculty level, within 24 hours from the registration of the appeal.

Art. 17. The refusal of the "1 Decembrie 1918" University of Alba Iulia to approve the holding of compensatory measures is communicated in writing to the applicant within 30 days from the date of the application. The refusal does not constitute an obstacle to the recognition and equivalence of studies conducted abroad.

Art. 18. To the extent that this methodology does not distinguish, the corresponding provisions from the Framework Methodology issued by the Ministry of Education and the applicable specific legislation shall apply.
