The urban planning certificate is the individual administrative act by which the local public administration authority informs the holder of a real right over the property of the necessary conditions for achieving an investment objective, namely the conditions applicable to building, demolishing, modifying a construction in progress, or regularizing a construction.

For the issuance of the urban planning certificate for construction/demolition for buildings and arrangements, the applicant

shall attach the following documents to the issuance request:

a) For new constructions and arrangements, as well as for horizontal extensions of existing constructions:

- the updated land registry excerpt with the property registered in the records of cadastre and real estate advertising,

- the proposed site plan with the footprint of the building bodies to be demolished, built or extended, as applicable.

- a brief description of the proposed investment for the purpose of identifying how it fits into the approved urbanism documentation and the permits and agreements necessary for building;

b) For other interventions on existing constructions, it is also accepted:

- updated land registry excerpt

- zoning plan with the exact location of the property, issued, upon request, by the cadastre and real estate advertising office, in the case of property not registered in the records of cadastre and real estate advertising;

c) A brief description of the proposed investment for the purpose of identifying how it fits into the approved urbanism documentation and the permits and agreements necessary for building;

d) Payment can also be made on https://www.e-primariaclujnapoca.ro/taxe. The structure responsible for the request is the Urbanism Department, Urbanism Service.
