The urbanism certificate is the administrative act with an individual character through which the local public administration authority informs the holder of a real right over the property about the necessary conditions for carrying out an investment objective, namely the applicable conditions for the construction, demolition, modification of an ongoing construction or the regularization of a construction.

In order to issue the urbanism certificate for construction/demolition for buildings and arrangements, the applicant shall attach to the application the following:

a) For new constructions and arrangement works, as well as for horizontal extensions of existing buildings:

- the up-to-date land register excerpt with the property registered in the cadastral and real estate publicity records,

- the proposed site plan with the footprint of the building sections to be demolished, built or extended, as the case may be.

- a brief description of the proposed investment in order to identify how it fits into the approved urban planning documentation and the approvals and agreements necessary for construction;

b) For other interventions to existing buildings, the following are also accepted:

- up-to-date land register excerpt

- area location plan with the exact location of the property, issued, upon request, by the cadastre and real estate publicity office, in the case of property not registered in the cadastral and real estate publicity records;

c) Brief description of the proposed investment in order to identify how it fits into the approved urban planning documentation and the approvals and agreements necessary for construction;

d) Payment can also be made on https://www.e-primariaclujnapoca.ro/taxe. The department handling the application is Urbanism Directorate, Urbanism Service.
