The procedure regulates all operations that lead to the issuance of the urban planning certificate, which aims to prepare the documentation for the authorization of construction works, for awarding public works design projects through tender at the feasibility study stage, for court applications and notarial operations regarding real estate transactions, the establishment of an easement of passage in relation to the applicant's (beneficiary/investor) request and in accordance with the provisions of Order no. 839 of Oct. 12, 2009 for the approval of the Methodological Norms for the application of Law no. 50/1991 on the authorization of construction works, updated to date.
In case the issuance of the urban planning certificate is requested for cadastral operations, please attach the site plan in STEREO 70 coordinates (for merging/splitting operations). The formats accepted by the Sibiu City Hall are .dxf, .dwg or .shp.
After registering the application for the issuance of the urban planning certificate, you will receive an email with the amounts due that can be paid on the Sibiu City Hall Portal - https://e-administratie.sibiu.ro/cmsSE/ (by authentication) or on the www.ghiseul.ro Portal (by authentication or without authentication). After making the payment, please send proof of payment.
