Issuance of the certificate for requesting the amounts remaining uncollected by the deceased person with disabilities*

The social benefits remaining uncollected by the deceased person with a disability, representing the allowance and/or the complementary personal budget for the month in which the death occurred, and, as the case may be, the social benefits due and unpaid up to the time of death shall be paid to the surviving spouse, children, parents or, in their absence, to other heirs, under common law conditions at their request. The amounts provided above may be requested at the territorial agency for payments and social inspection by the heir within the general limitation period, based on the document certifying the status of heir, as well as, in case there are several heirs, a declaration on one's own responsibility that the other heirs do not request these amounts.

The change of payment method for the social benefit provided as guaranteed minimum income (social assistance) can be requested at the Harghita County Agency for Payments and Social Inspection by the holder, based on the document attesting their identity.
The change of payment method refers to the manner of receiving the social benefit, namely through a bank account or postal order.

The holder of the right to child-raising allowance may request the issuance of a certificate indicating the period and amount of the allowance. This certificate is requested for the purpose of calculating unemployment benefits, medical leave, or for accessing bank loans, as the case may be.

Change of legal representative for receiving the state allowance for children.*

The state allowance for children is paid to one of the parents based on their agreement or, in case of disagreement, based on the decision of the guardianship authority or the court decision, to the parent who has been entrusted with the upbringing and education of the child.
The change of legal representative for receiving the state allowance is made through a standard application addressed to Harghita County Agency for Payments and Social Inspection, accompanied by supporting documents as the case may be:
- in case of the beneficiary's death - the death certificate presented by the other parent, marriage certificate;
- in case of divorce - the court decision by which the court entrusts the minor/minors to the applicant;
- in case of placement - a copy of the placement order issued by the General Directorate of Social Assistance and Child Protection, or the court decision establishing placement or guardianship to the applicant;
- in case of adoption - the decision entrusting the child for adoption.

Social benefits in the form of state child allowance, due and unclaimed, can be requested at the Harghita County Agency for Payments and Social Inspection by the legal representative or beneficiary (the child), within the general statute of limitations, based on the document that proves their identity.

Cessation of the insertion incentive when the holder no longer generates income*

The right to the insertion incentive ceases on the day following the one on which the beneficiary no longer earns taxable income and the child has reached the age of 2 years, or 3 years in the case of a child with a disability. The right to the insertion incentive also ceases when the holder of the right benefits from maternity leave and maternal risk leave, these being non-taxable incomes according to Law 227/2015 regarding the fiscal code.

Suspension of the child-raising allowance in case the holder resumes professional activity*

The right to the child-raising allowance until the child reaches the age of 2, or 3 years in the case of a child with a disability, is suspended starting the day after the beneficiary obtains taxable income and the child has not reached the age of 2, or 3 years in the case of a child with a disability.
The child-raising allowance is suspended when the benefit holder resumes their professional activity.

It is not suspended if the entitled person is in one or more of the following situations:
- receives various amounts based on the law, the collective labor agreement, or the individual employment contract, granted during the child-raising leave, other than those resulting from the actual performance of an activity during the child-raising leave period;
- receives allowances as a local or county councilor, regardless of their amount;
- obtains, during a calendar year, taxable income by actually performing an activity during the leave, whose level does not exceed 5 times the minimum amount of the allowance, respectively 6250 lei (1250 lei * 5).

By July 31st, the town halls have the obligation to submit the Situation regarding the beneficiaries and the amount of aid for electricity, the Summary including the beneficiaries of the aid for heating the home with electricity and its actual amount, to the Harghita County Agency for Payments and Social Inspection.

Procedure for changing the payment method for the state child allowance*

The change of the payment method for the social benefit in the form of a state allowance for children can be requested at the Harghita County Agency for Payments and Social Inspection by the legal representative or the beneficiary (the child), based on the document attesting their identity.
The change of the payment method refers to the way the social benefit is received, either through a bank account or by postal mandate.
If the option is to receive payment into a bank account, the standard application must be accompanied by a bank statement that includes the name of the legal representative, or as the case may be, the beneficiary (the child), the IBAN code, the bank and the branch where the account is opened, or, as the case may be, other documents issued by the banking unit containing this information.
