The allowance for raising children up to 2 years of age, or up to 3 years in the case of a child with a disability, is a form of support to which persons who, in the last 24 months prior to the birth of the child, have earned income for 12 months from salaries, independent income, income from agricultural activities subject to income tax in accordance with the provisions of Law no. 227/2015 regarding the Fiscal Code, with subsequent amendments and completions, or have been in one or more of the situations called assimilated periods, are entitled. This right may be granted to either of the child's natural parents, as well as to the person who has adopted a child, provided that the eligibility criteria are met.

The present Government Emergency Ordinance no. 70/2011 aims to regulate the granting of certain social protection measures for the population represented by monthly aids for covering parts of the expenses related to heating the home during the cold season, as well as the method of invoicing and payment of thermal energy.

Social assistance is granted monthly, as a supplement to the family’s or single person’s monthly net income, to ensure the guaranteed minimum income.

The family support allowance is a form of assistance for families with low incomes who are raising and caring for children up to the age of 18.

The granting of the family support allowance aims to supplement the income of families in order to ensure better conditions for raising and educating children, as well as to encourage the attendance of school-age children, under the care of low-income families, at the courses of an education form organized according to the law, pursuant to art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.

The state allowance for children is granted to all children up to 18 years old, without discrimination. The state allowance for children is also granted to young people who have turned 18 years old, who are attending high school or vocational education courses, organized according to the law, until their completion, except for those who are repeating the school year, except for those who repeat for health reasons, proven with a medical certificate.

Children of foreign citizens and stateless persons who are residents, under the conditions of the law, in Romania, if they live together with their parents, also benefit from the state allowance for children.

This right can be requested by either of the child's biological parents, as well as the person who has adopted a child, provided they meet the eligibility criteria.

Eligible persons (who, for 12 months within the 2 years prior to the child's birth, earned income from salaries, income from independent activities, income from agricultural activities, or were in one or more of the situations called assimilated periods) who, during the period they are entitled to benefit from child-raising leave, obtain taxable income have the right to an insertion incentive in the amount of 50% of the minimum monthly child-raising allowance.

For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with a disability, the granting of the insertion incentive is extended until the child reaches the age of 3 years, or 4 years in the case of a child with a disability.

Either biological parent of the child, as well as the person who has adopted a child, can benefit from this entitlement, provided they meet the eligibility criteria.

Social tickets for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool education institutions and who are at risk of both abandoning and not attending preschool courses due to limited access to economic resources and education. The minimum monthly nominal value of the educational incentive, granted in the form of social tickets for kindergarten, is 50 lei/month.

The social ticket for kindergarten is granted to children from disadvantaged families, provided the following cumulative criteria are met:

- the child is enrolled in a preschool education institution, and the monthly income per family member is up to twice the level of the minimum guaranteed income for a single person, as stipulated by Law no. 416/2001 regarding the minimum guaranteed income, with subsequent amendments and additions.
