Equivalence of short-cycle university studies and bachelor’s degrees, for the documents issued in other languages than Romanian, English, French, Spanish or Italian language The equivalence procedure applies exclusively to diplomas giving access to one of the regulated professions in Romania, obtained outside the community area by Romanian citizens. For sectoral professions - physician, dentist, pharmacist, general care nurse, midwife, veterinary surgeon and architect - as well as for other regulated professions and mentioned in Law no. 200/2004, as amended and supplemented, bachelor's degrees obtained in the Member States of the European Union, the European Economic Area and the Swiss Confederation shall be equated with the appropriate competent authorities. Authentication of documents of studies subject to recognition / equivalence 1. for the diplomas in the Republic of Moldova there is no need for apostille or over-legalization. The diplomas issued before 2008 (as well as the diplomas issued after 2008 which cannot be verified through the portal) will be accompanied by the Certificate of authenticity issued by the Ministry of Education of the Republic of Moldova, in the original; 2. For States which are parties to the Hague Apostille Convention, the study papers subject to equivalence / recognition must be endorsed with the Hague Apostille by the competent authorities of the issuing countries; study papers from Italy, Greece, Spain, Portugal and Cyprus will be targeted with the Hague Convention Apostille, the other EU Member States being exempted; 3. for the states that are NOT parties to the Hague Apostille Convention, the documents of study will be over-legalized or will be accompanied by the Certificate of authenticity issued by the competent authorities of the country of origin; the super-legalization is applied by the Ministry of Foreign Affairs of the issuing country, the Embassy / Consular Office of Romania in the respective country and the Ministry of Foreign Affairs of Romania or by the Ministry of Foreign Affairs of the issuing country and the Embassy / Consular Office in Romania and the Ministry of Foreign Affairs of Romania Romania; for countries where there are no diplomatic missions in Romania or which do not have diplomatic missions in Romania, the study papers will have the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country exemption from over-legalization is allowed under the law, of an international treaty to which Romania is a party or based on reciprocity. According to the provisions of art. 1 par. 1 of Order No. 3199/2012, the certificate of conformity for the professions not regulated under Romanian law is issued to the Romanian citizens, the citizens of the European Union Member States, the European Economic Area, as well as to the citizens of the Swiss Confederation who have studied in Romania and request the issuance of a certificate of conformity, for the purpose of exercising, independently or as an employee, a profession not regulated in Romania but regulated in one of the aforementioned countries; to check whether the profession is regulated, please visit http://ec.europa.eu/growth/tools-databases/regprof/index.cfm . The certificate confirms the compliance of studies graduated in Romania with the provisions of Directive 2005/36/EC on the recognition of professional qualifications. According to art.2 of Order No.3199/2012, „The certificate of conformity is issued by CNRED [...] based on a study document (diploma, certificate, certificate or attestation of competence etc.), which are issued by a school or an accredited institution of higher education within the national education system in Romania". With regard to the professions regulated by the applicable Romanian law, such a certificate may be issued by the corresponding competent authority. The authentication procedure involves verifying and certifying the authenticity and the legality of an education document and its contents. This procedure is only applicable in relation to those states which require, on the basis of reciprocity, either the Hague Apostille or superlegalization. We recommend that you contact the competent authorities of the destination country involved in the recognition of education. These institutions contact details may be found on the ENIC-NARIC websites maintained by the network of National Centres for the Recognition and Equivalence of Diplomas. The higher education documents subject to authentication are as follows: 1. Study documents issued by the accredited higher education institutions in Romania, 2. The annexes to study documents and / or the university school documents issued by the higher education institutions accredited or authorized to work provisionally in Romania, respectively: a) the diploma supplement; b) the transcript; c) the school situation; d) the analytical program; e) the certificate regarding schooling / graduation; f) the certificate attesting the enrolment; g) the certificate regarding the completion of the studies; h) the certificate of authenticity. Through the PCUe, the visa application can only be requested by the holder. For visa applications received through PCUe, the visa consists of the qualified electronic signature applied on the copy of the study certificate, the annex to the study certificate or the university school document, in PDF format. The study documents for which the visa application is requested will be scanned and saved in PDF format, one file for each document. Please scan original documents, not certified copies or translations. You must also attach files for each document type in order to submit the request. To this end, for documents that are not relevant to your request, we recommend that you attach a blank file so that you can submit the request. Accredited higher education institutions, public and private law units and institutions included, according to the legal regulations, in the national research and development system shall recognize the doctoral degree and the doctoral title in science or in a professional field obtained at accredited higher education institutions abroad for the purposes of enrolment in postgraduate study programs, obtaining a habilitation, taking up a teaching or research position within the institution, participating in programs and projects financed by European and international funds or for other purposes related to teaching and research activity within these institutions.

CNRED recognizes, for purposes other than those stipulated above, doctoral degrees obtained at accredited higher education institutions abroad.

Authentication of study documents

1. Doctoral degrees from the Republic of Moldova will be accompanied by the Certificate of authenticity issued by the National Agency for Quality Assurance in Education and Research (ANACEC), in copy, diploma will be verified through ENIC NARIC.

2. The Hague Apostille is requested for diplomas from countries which are parties to the Hague Apostille, issued by the competent authorities in the issuing countries. The Hague Apostille is requested for diplomas from Italy, Greece, Spain, Portugal and Cyprus.

The decision of the CNRED may be contested once, within 60 days of its communication, by a reasoned request submitted to the Registrar’s Office of the Ministry of Education.

The CNRED shall give a decision on the requested within 60 working days. The deadline may be extended if the evaluation is carried out by the CNATDCU or in any other justified cases, the applicant being informed thereof.
