Methodology regarding the recognition at the "1 December 1918" University of Alba Iulia of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*
II.2.Procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad.
(1) The recognition file is evaluated by the Council of Doctoral University Studies (CSUD) of IOSUD-UAB.
(2) The period for resolution by CSUD of the files is 30 working days from the date of registration of the complete file.
(3) In case CSUD finds that the file does not include the documents provided at II.1, para. (1), it notifies the applicant. The file must be completed within no more than 45 days from the date of receipt of the notification, otherwise, CSUD files the file, and resumption of the procedure will be based on the submission of a new file.
(4) Based on the decision issued by CSUD, the Rector of UAB issues the Recognition or Non-recognition Decision of the doctoral diploma. The decision is communicated to the applicant by post, to the correspondence address indicated in the recognition application, through the Single Electronic Contact Point (PCUe) with qualified electronic signature.
(5) The decision of the evaluation committee may be appealed within 10 working days from its communication to the applicant. The appeal is submitted following the same procedure as in II.1(3) and is resolved by the Appeals Resolution Committee. This is composed of 3 persons appointed by the Director of CSUD of UAB, members of the doctoral schools of IOSUD-UAB, other than those who formed the Evaluation Committee. The report of the Appeals Resolution Committee is prepared within 5 days from the date of appointment of the committee.
f) After the expiration of the appeal period, the Decision and the report of the evaluation committee or, as the case may be, the Report and the decision of the Appeals Resolution Committee, are forwarded to the Rector who issues the Recognition/Non-recognition Decision of the status of doctoral supervisor/habilitation.
g) The Rector’s Decision is communicated to the applicant within 5 days from the date of its issuance:
- at the university headquarters, during the working hours of the university;
- by post, to the declared address;
- electronically at the address indicated in the recognition application submitted in the file;
- through the Single Electronic Contact Point (PCUe), with qualified electronic signature.
h) Against the Rector's decision of non-recognition, the applicant may appeal to the competent court within 30 days from the date of being informed.
Means of appeal:
The appeal is submitted to the “1 December 1918” University of Alba Iulia,
- at the university headquarters, during the working hours of the university;
- by post, to the declared address;
- electronically at the address indicated in the recognition application submitted in the file;
- through the Single Electronic Contact Point (PCUe), with qualified electronic signature.

*Methodology for the recognition of the status of doctoral supervisor at the “1 Decembrie 1918” University of Alba Iulia obtained in accredited higher education institutions abroad*
The status of doctoral supervisor or habilitation obtained in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other states listed in the List of prestigious universities from other states (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and periodically updated, is automatically recognized by higher education institutions, respectively by doctoral studies organizing institutions in Romania;
The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third states;
THE FILE, PROCEDURE AND ISSUANCE OF THE RECOGNITION DECISION
The file includes the following documents:
a) the application for recognition of the status of doctoral supervisor or habilitation, drafted according to the template in Annex 1 and signed by the applicant;
b) identification document (copy with the applicant's handwritten mention regarding conformity with the original) and proof of name change compared to the name on the study documents - copy and legalized translation (if applicable);
c) PhD diploma, if the study document is obtained in Romania or at one of the accredited higher education institutions mentioned at point I.1 (in copy and legalized translation), or the recognition certificate issued by CNRED for the PhD diploma, if the study document is obtained at other accredited higher education institutions abroad (legalized copy of the certificate, accompanied by a copy of the PhD diploma);
d) diploma/certificate attesting the status of doctoral supervisor or habilitation, issued by the institutions mentioned at point I.1, in which the field of doctoral studies in which the applicant obtained the doctoral supervision or habilitation must be clearly specified (in copy and legalized translation);
e) curriculum vitae;
f) list of works and scientific contributions, assumed by the applicant's signature;
g) receipt of payment of the processing fee for the recognition file of the status of doctoral supervisor or habilitation;
h) for states that are signatories of the Hague Apostille Convention, the study documents submitted for recognition must be endorsed with the Hague Apostille by the competent authorities of the issuing countries; for states that are not signatories of the Hague Apostille Convention, the study documents will be superlegalized or accompanied by a Certificate of Authenticity issued by the competent authorities from the country of origin.
(3) The documents provided in paragraph (2) are submitted in a simple copy accompanied by the original (for verification of conformity with the original) or in a legalized copy.
(4) The file for recognition of the status of doctoral supervisor or habilitation obtained abroad can be submitted:
- in person, at the General Secretariat of UAB, in Alba Iulia, str. Gabriel Bethlen no. 5;
- online, at doctorat@uab.ro;
- through the Single Electronic Contact Point (PCUe);
- via postal/courier services to the address: “1 Decembrie 1918” University of Alba Iulia, Romania, str. Gabriel Bethlen no. 5, postal code 510009.
In case of transmission through PCUe, the document from letter d) will be issued by the institution where the applicant obtained the status of doctoral supervisor or habilitation with a qualified electronic signature.
.Procedure regarding the recognition of the status of doctoral supervisor or habilitation
The committee that evaluates the recognition file and pronounces the decision regarding the recognition request, hereinafter referred to as the Evaluation Committee, comprises 3 members: the Director of the doctoral school from the field for which the recognition is requested (or, as the case may be, a member of the CSUD) and two members of the respective doctoral school. To the composition of the Evaluation Committee, a substitute member from the doctoral school in the field for which the recognition is requested and a technical secretary are also added. The Evaluation Committee is appointed by Decision of the Director of CSUD (Annex 2).
For the evaluation of the recognition file for the status of doctoral supervisor or habilitation, the committee proceeds as follows:
a) checks the status of the higher education institution that issued the documents submitted for recognition and the doctoral university program in which the applicant requests the recognition of the status of doctoral supervisor or habilitation. In case of doubts regarding the authenticity and legality of the documents submitted in the file, these are sent to CNRED electronically for verification, with the CNRED's ascertainment being mandatory;
b) rejects the file if the issuing institution of the document attesting the status of doctoral supervisor or habilitation does not meet the requirements mentioned in I(1) and (2) of this methodology, or if the field of doctoral studies in which the status of doctoral supervisor or habilitation was obtained does not correspond to the doctoral field in which the respective Doctoral School operates;
c) the evaluation committee will prepare a Report containing the solution regarding the recognition request (Annex 3) within 30 days from the file submission (except when the documents require additional verification at the competent institutions). The decision of the evaluation committee is adopted by the majority vote of the committee members and is transmitted to the university management.
d) The decision issued by UAB can be contested within 10 working days from its communication to the applicant. The appeal is submitted to the Technical Secretariat of the Evaluation Committee and is resolved by the Appeal Resolution Committee. This committee consists of 3 persons appointed by the Director of CSUD of UAB, members of the doctoral schools in IOSUD-UAB, others than those who constituted the Evaluation Committee. The Report of the Appeal Resolution Committee is drafted within 5 days from the committee's appointment and is final.
e) The recognition decision or non-recognition of the status of doctoral supervisor/habilitation is issued by the Rector of "1 Decembrie 1918" University of Alba Iulia, according to legal norms. The decision is communicated to the applicant: at the university headquarters, during the university's working hours, by mail, to the stated address, electronically to the address indicated in the recognition application filed in the file, through the Single Electronic Contact Point (PCUe), with a qualified electronic signature.

FINAL PROVISIONS
(1) The recognition by UAB of the status of doctoral supervisor obtained in accredited higher education institutions abroad is valid and produces legal effects only at the level of this higher education institution.
(2) The recognition of the status of doctoral supervisor or habilitation by IOSUD-UAB does not automatically confer the right to supervise doctorates in IOSUD-UAB. The quality of doctoral supervisor within a Doctoral School functioning within UAB is obtained by following the procedures and internal regulations in force at the time of the request.
(3) This own Methodology of UAB regarding the automatic recognition of the status of doctoral supervisor obtained in accredited higher education institutions abroad at the institutional level was approved by the Senate of "1 Decembrie 1918" University of Alba Iulia in the meeting of 24.11.2021, the date on which it becomes effective.

Methodology regarding the automatic recognition, at the "1 December 1918" University of Alba Iulia, of teaching positions obtained in accredited higher education institutions abroad*
The procedure for automatic recognition of academic teaching positions obtained in accredited educational institutions abroad applies to:
a) Romanian citizens,
b) citizens from member states of the European Union, the European Economic Area, and the Swiss Confederation
c) citizens from third countries.
The procedure applies in the case of positions obtained in:
a) accredited higher education institutions in member states of the European Union, the European Economic Area, and the Swiss Confederation;
b) prestigious universities from other states provided in the List of prestigious universities from other countries, approved by order of the Minister of National Education and periodically updated;
c) other accredited higher education institutions abroad, other than those mentioned, only based on an international convention of mutual recognition concluded at intergovernmental or inter-university level;
The applicant submits a request accompanied by a recognition file for the academic position. The evaluation committee, appointed by the rector's decision, analyzes the file, prepares an evaluation report, and issues a decision on how to resolve the request, which is communicated to the applicant within 30 days from registration. By exception, this term may be extended if the committee requests additional supporting documents from the applicant or if the documents require extra verification by other competent institutions. Supplementary requested documents must be submitted by the applicant within no more than 15 working days from the date of the request.

The decision of the evaluation committee or the appeals resolution committee, as applicable, as well as the rector's decision, are issued to the applicant:
- at the university headquarters, during the university's working hours;
- by mail, to the declared address;
- electronically to the address indicated in the recognition request - through the Single Electronic Contact Point (PCUe).
The recognition by UAB of academic teaching positions obtained in accredited higher education institutions abroad is valid and produces legal effects only at the UAB level. Recognition of the teaching position by CNRED is valid and produces legal effects throughout Romania.
The recognition of academic teaching positions obtained in accredited higher education institutions abroad does not automatically confer the right to hold an academic teaching position within UAB. Obtaining an academic teaching position at UAB is achieved by following the internal procedures and regulations in force at the time of the request. Obtaining an academic teaching position in the Romanian higher education system is carried out according to the legal norms in force.
