Request for certificate issuance requested by former employees of the Bistrița-Năsăud County Council within 3 years from the termination of the service relationship/individual employment contract*
This procedure regulates the way in which online requests are transmitted by persons whose mandate/service relationship/individual labor contract/management contract with the local public authority - Bistrița-Năsăud County Council ended 3 years ago, for the purpose of issuing the requested certificates attesting a right or a fact, namely the period of activity carried out within the authority, the duration of the activity, work seniority, seniority in the speciality of studies, professional grade seniority, and monthly salary.
Clarifications
According to art. 7 para.(6) of Government Decision no. 905/2017 regarding the general register of employees, the processing term is:
"(6) At the written request of the employee or a former employee, employers are obliged to issue him/her an extract from the register, dated and certified as true, or a certificate attesting the activity performed by him/her, the duration of the activity, salary, work seniority and specialization seniority, as resulting from the register and the personal file, within a maximum term of 15 days from the date of the request."
The same processing term will also apply for persons who have been appointed to public positions during their service relationship within the Bistrița-Năsăud County Council, based on the provisions of art. 367 of Government Emergency Ordinance no. 57/2019 regarding the Administrative Code, with subsequent amendments and completions.
Type of electronic signature
Qualified electronic signature means an advanced electronic signature that is created by a qualified electronic signature creation device and is based on a qualified certificate for electronic signatures according to the definitions provided in art. 3 of EU Regulation no. 910/2014 of the European Parliament and Council of 23 July 2014 regarding electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC. The type of electronic signature applicable by natural or legal persons for requests transmitted online through the PCUe platform is the qualified electronic signature. If the applicant does not hold a qualified electronic signature, the request must be sent in original by post or submitted directly at the Bistrița-Năsăud County Council registry office.

Request for issuance of certificate from the Bistrița-Năsăud County Council archive*
This procedure regulates the method of submitting online requests for the issuance of certificates from the archive of the Bistrița-Năsăud County Council, according to the provisions of art. 29 of the National Archives Law no. 16/1996, republished, art. 44 of the Instructions regarding archive activity at document creators and holders, approved by the leadership of the National Archives by Order of the Day no. 217/1996 and art. 3 of Government Ordinance no. 33/2002 regarding the regulation of the issuance of certificates and attestations by the central and local public authorities.
Notes
The resolution deadline according to Art. 8 para (1) of Government Ordinance no. 27/2002 regarding the regulation of the petition resolution activity, with subsequent amendments and completions, is: "Authorities and public institutions notified have the obligation to communicate to the petitioner, within 30 days from the date of registration of the petition, the response, regardless of whether the solution is favorable or unfavorable."

Request for public interest information according to the provisions of Law no.544/2001 regarding free access to public interest information*
This procedure regulates the way of submitting online requests for public interest information, according to the provisions of Law no. 544/2001 regarding free access to public interest information, within the Bistrița-Năsăud County Council.
Specifications:
The deadlines for resolution according to Law no. 544/2001 regarding free access to public interest information are found in ART. 7:
"(1) The authorities and public institutions are obliged to respond in writing to requests for public interest information within 10 days or, as the case may be, in no more than 30 days from the registration of the request, depending on the difficulty, complexity, volume of documentary work and the urgency of the request. If the time needed to identify and provide the requested information exceeds 10 days, the response will be communicated to the applicant within a maximum of 30 days, provided the applicant is informed in writing about this fact within 10 days.
(2) The refusal to communicate the requested information must be justified and communicated within 5 days from the receipt of the petitions.
The costs related to the copying services of the requested documents (if copies are requested in written format) can be made: in cash, through bank settlement, via bank cards and through other payment systems, according to the legal provisions in force. The copying fee established according to the Decision of the Bistrița-Năsăud County Council no. 148 dated 19.12.2019 regarding rates for identification and release of copies of documents created and managed by the Bistrița-Năsăud County Council, for the year 2020, is as follows:

- Simple copy of the documents created and managed by the institution:
A4 format - 1 leu/page;
A3 format - 2 lei/page;
- Certified copies with the inscription after the documents created and managed by the institution, on which the “certified true copy” stamp was applied
A4 format - 2 lei/page;
A3 format - 3 lei/page;
The rates for photocopying other documents requiring larger sizes will take as a basis the A4 format, based on which the multiplied surface of the A4 format will be calculated and collected.

Submit petition*
This procedure regulates the method for sending petitions online addressed to the Bistrița-Năsăud County Council, according to the provisions of the Government Ordinance no. 27/2002 regarding the regulation of the activity of resolving petitions, with subsequent amendments and additions.
By petition is meant the request, complaint, notification, or proposal formulated in writing or by electronic mail, which a citizen or a legally constituted organization can address to central and local public authorities and institutions, decentralized public services of the ministries and other central bodies, national companies and corporations, commercial companies of county or local interest, as well as autonomous administrations, hereinafter referred to as public authorities and institutions according to art.2 of Government Ordinance no.27/2002 regarding the regulation of the activity of resolving petitions, with subsequent amendments and additions.
Clarifications:
Resolution deadlines according to art.8 and art.9 of Government Ordinance no. 27/2002 regarding the regulation of the activity of resolving petitions, approved by Law no. 233/2002, with subsequent amendments, are:
“Art.8 (1) The public authorities and institutions notified are obliged to communicate to the petitioner, within 30 days from the date the petition is registered, the response, whether the solution is favorable or unfavorable.
(2) For resolving petitions transmitted, according to art. 6^1, from other public authorities or institutions, the 30-day deadline starts from the date of registration of the petition at the competent public authority or institution.
Art.9 In the situation where the issues raised by the petition require more thorough information and investigation, the head of the public authority or institution may extend the deadline provided in art. 8 by up to 15 days, and in the field of energy and natural gas, the deadline may be extended by up to 30 days, with prior notification of the petitioner.”

Request regarding the completion of the internship within undergraduate or master's degree study programs*
This procedure regulates the method of online submission of requests regarding the performance of internships within bachelor's or master's degree programs in accordance with Order no. 3955/2008 of the Ministry of Education, Research, and Youth regarding the approval of the General Framework for organizing internships within bachelor's and master's degree programs and of the Model Agreement regarding the performance of internships within bachelor's or master's degree programs, within the Bistrița-Năsăud County Council.

Submitting recommendations according to Law no.52/2003*
This procedure regulates the way proposals/suggestions/opinions of a recommendatory nature regarding the normative acts subject to public consultation are transmitted, by using online services within the "Single Electronic Contact Point" (PCUe) platform of the National Electronic e-Government System.
Specifications
In accordance with the provisions of art.7 para.(1) of Law no.52/2003, during the procedures for drafting normative acts, the Bistrița-Năsăud County Council has the obligation to publish an announcement regarding this action on its own website, display it at its headquarters, in a space accessible to the public, and send it to the local media, as the case may be.
When publishing the announcement, a period of at least 10 calendar days is set to receive proposals, suggestions or opinions regarding the draft normative acts subject to public consultation.
The proposal, suggestion or opinion (hereinafter referred to as recommendation) regarding the draft normative act subject to public debate is recorded in a register, mentioning the date of receipt, the person and the contact details from whom the recommendation was received.
Interested persons/organizations transmitting recommendations regarding the draft normative act subject to public debate must specify the article or articles of the draft normative act they refer to, mentioning the date of submission and the sender’s contact details.

Request for issuance of copies of documents held in the archive of the Bistrița-Năsăud County Council*
This procedure regulates the way of submitting online requests for issuance of copies of documents held in the archive of the Bistrița-Năsăud County Council, according to the provisions of art. 29 of the National Archives Law no. 16/1996, republished, and art. 44 of the Instructions regarding the archive activity at creators and holders of documents, approved by the management of the National Archives by Daily Order no. 217/1996.
Processing time according to Art. 8 para.(1) of the Government Ordinance no. 27/2002 regarding the regulation of the activity of solving petitions, with subsequent amendments and completions is: "The notified public authorities and institutions have the obligation to inform the petitioner, within 30 days from the registration date of the petition, of the answer, regardless of whether the solution is favorable or unfavorable."
Charged fees
The costs related to the copying services of the requested documents (if written copies are requested) can be paid: in cash, by bank settlement, by bank cards and by other payment systems, according to the legal provisions in force. The multiplication fee established according to the Decision of the Bistrița-Năsăud County Council no. 148 of 19.12.2019 regarding rates for identification and issuance of copies of documents created and managed by the Bistrița-Năsăud County Council, for the year 2020, is as follows:
- Simple copy of documents created and managed by the institution:
- A4 format - 1 leu/page;
- A3 format - 2 lei/page;
- Copies certified as true to the original of documents created and managed by the institution, which bear the stamp "certified as true to the original"
- A4 format - 2 lei/page;
- A3 format - 3 lei/page;
Rates for copying other documents that require larger sizes will be calculated based on the A4 format, and the multiplied area of the A4 format will be calculated and collected.

If the applicant does not have a qualified electronic signature, documents will be issued only after receiving the original request by mail or directly at the Bistrița-Năsăud County Council registry.
