The complex assessment service for adults with disabilities is established under Article 88 of Law 448/2006 on the protection and promotion of the rights of persons with disabilities, republished and updated, and performs the following duties according to Article 50 of Government Decision no. 268/2007 on the methodological norms for the application of Law no. 448/2006 and in accordance with ORDER no. 2.298/2012 regarding the approval of the framework procedure for the assessment of adults for classification in degree and type of disability.

The need for social assistance appeared simultaneously with the emergence of society. In any society, regardless of its economic and political structure, there are always people who, due to their natural condition, independent of their own reasons, cannot, by their own efforts, obtain the source of their subsistence means.

Among these people are, first and foremost, children and the elderly. In addition, any person who has lost the ability to work temporarily or permanently due to a health disorder may join the ranks of people with disabilities. With the development of society and the complication of social ties, the number of reasons for a person's need to benefit from social assistance increases even more, especially those determined by the nature of the economic relations prevailing in society, generating unemployment, inflation, poverty.

Social security, as a certain form of supporting people's lives, has specific historical types, as it takes place within a certain socio-economic formation.

The procedure aims to regulate the granting of certain social protection measures for the population, represented by monthly aid to cover parts of the expenses related to home heating during the cold season, as well as the method of billing and payment for thermal energy.

Preparation of files for child-raising allowance, insertion incentive, monthly allowance for the care of a child aged between 3-7 years (child with disability), monthly allowance for reduced working hours, monthly support for the care of a child 0-3 years, monthly support for the care of a child 3-7 years, supplement to the child's allowance. Transmission to the Harghita County Agency for Payments and Social Inspection, based on the list, of the prepared files.

Any parent (or legal representative) of a child with a medical condition about which the specialist doctor who has the child in their care says it may qualify as a disability can address the Complex Evaluation Service for Children with Disabilities for the purpose of obtaining the Certificate of Classification of the Child within a Degree of Disability.

All children up to the age of 18 benefit from the state allowance for children. The state allowance for children is also granted to young people who have reached the age of 18 and are attending high school or vocational education, organized under the law, until they finish their studies.

The granting of family support allowance aims to supplement the family's income in order to ensure better conditions for the upbringing, care and education of children, as well as to encourage school-age children from low-income families to attend educational courses organized according to the law.
