URBANISM - REQUEST for extension of the validity of the urbanism certificate*
According to art. 40, para.1 of Order 839/2009, the extension of the validity period of the urbanism certificate can only be made by the issuer, at the request of the holder submitted at least 15 days before its expiration, for a maximum period of 12 months, after which a new urbanism certificate must be issued.

URBANISM - REQUEST for the issuance of agreement/authorization of road administrator*
Road administrator permit/authorization is required if the proposed work is carried out on public domain (street, sidewalk, green space, park, pedestrian alley, green spaces, etc.) and is submitted on the platform start.ps4.ro.

URBANISM - Notification of start/completion of the execution of works*
The notification of the start/completion of the execution of works must be submitted to the competent public administration authority (Sector 4 City Hall Bucharest) that issued the building/demolition permit and the State Construction Inspectorate (ISC) in whose area the objective is located.
The notification must be submitted at least 10 days before the start/completion of the works and at Sector 4 City Hall the applicant can submit the request by creating an account on the start.ps4.ro platform.

Parking - Request for residential parking space*
The assignment of parking spaces in the parking lots within Sector 4 of Bucharest Municipality will be carried out by the Urban Mobility Directorate Sector 4 based on requests submitted exclusively electronically through the online platform available on the website of the Urban Mobility Directorate Sector 4 (www.mobilitateurbana4.ro, section "Parking space request").
The residential parking lot serves both individuals and legal entities who have their residence/headquarters/office in buildings located within Sector 4 of Bucharest Municipality.
The levels of the residential parking space fee are established by H.C.G.M.B. No. 108 of 27.04.2023 (Annex 2, point 3.22) and are as follows:
- ZONE A 683 lei/year/vehicle;
- ZONE B 569 lei/year/vehicle;
- ZONE C 455 lei/year/vehicle;
- ZONE D 341 lei/year/vehicle.
The fee can be paid in cash or by card at SelfPay payment stations, via Westaco, through the Sector 4 City Hall mobile application or online at https://www.mobilitateurbana4.ro/plati-online/.
Persons with disabilities will have priority in the allocation of a parking space and are exempt from paying the fee.

URBANISM - REQUEST FOR ISSUANCE OF URBANISM CERTIFICATE*
The procedure for obtaining the urban planning certificate is intended for individuals or legal entities interested in receiving from the competent public administration authority information regarding a property, land and/or constructions, for the purposes defined in art. 6 of the law.
For the issuance of the urban planning certificate, the applicant will create an account on the start.ps4.ro platform, where the application for the issuance of the urban planning certificate will be submitted online. The application will include the identification data of the applicant, the purpose and the identification data of the property (address, cadastral number, area) for which the urban planning certificate is requested.

URBANISM - REQUEST for the issuance of the construction/demolition permit*
The execution of construction works is only permitted based on a building permit, as regulated by Law no. 50/1991 regarding the authorization of construction works execution, republished with subsequent amendments and additions.
The building/demolition permit is the act that grants citizens the right to build, as well as to strengthen/repair/demolish an already existing construction. This act is issued by the City Hall of Sector 4 Bucharest, through the General Directorate of Urbanism and Spatial Planning, based on a file that includes a series of approvals, agreements, technical project, is valid for at most 12 months from the date of issuance and can be extended by another 24 months.
According to the normative act, the building permit is issued at the request of the holder of a real right (ownership, use, usufruct, superficies, servitude etc.) on a real estate (land and/or constructions), with the observance of the provisions of spatial planning and urbanism documentation.
Law no. 50/1991 also stipulates a series of cases in which a building permit is not required according to art. 11.
For issuance of the building/demolition permit, the applicant will create an account on the platform start.ps4.ro where they will submit a request for the issuance of the building/demolition permit.
The value of the fee for issuing the building/demolition permit is set by the Fiscal Code, at art. 267 and by a resolution of the General Council of the Municipality of Bucharest (HCGMB) and is calculated as follows:
- Individuals – developed area (built area) x zone coefficient (A, B, C, D resulting from CU) x 1.129/m2
- Legal entities – the estimate calculated by the beneficiary is taken into account:
· for collective housing – estimate*0.5%
· for other purposes – estimate*1.0%
The fee payment can be made by bank transfer to account RO70TREZ70421160203XXXXX TREASURY SECTOR 4, SECTOR 4 OF THE BUCHAREST MUNICIPALITY, CUI 4316422, at SelfPay terminals or online when submitting the request.
Failure to start the works or failure to complete them within the established deadlines leads to the loss of the permit's validity, making it necessary to issue a new building/demolition permit. If the characteristics do not change compared to the initial permit, a new building permit may be issued without being necessary to obtain a new urban certificate.
Information regarding THEME MODIFICATION and SITE ORDER
By theme modification, according to the definition in annex no. 2 Law 50/1991 - any change initiated by the investor/owner regarding characteristic functions and/or functional capacities, approved technical-economic indicators, spatial and/or location solutions, and other such requirements, which were the basis for the preparation of the technical documentation - D.T. that formed the basis for issuance of the building permit.
According to the provisions of art. 7, paragraph 15 of Law 50/1991, if during the execution of works and only during the period of validity of the building permit theme modifications arise concerning the authorized construction works, which lead to the need for their modification, the holder is obliged to request a new building permit, according to the provisions of this law.
To obtain a new building permit, according to the provisions, the applicant will submit new technical documentation - D.T. prepared in accordance with the occurred theme modifications, and the competent local public administration authority will decide, as the case may be:
a) the issuance of the new building permit, if the works corresponding to the theme modifications fall within the limits of the administrative act of the competent environmental protection authority, as well as the approvals and agreements obtained for the initial building permit;
b) the resumption of the authorization procedure under the conditions of this law, if the works corresponding to the theme modifications exceed the limits of the administrative act of the competent environmental protection authority, as well as the approvals and agreements obtained for the initial building permit.
The verification of compliance of works corresponding to the theme modifications within the limits of approvals and agreements obtained for the initial building permit is carried out by the specialty structures of the competent public administration authority, as well as by certified project inspectors under the law, for each essential quality requirement in constructions, with the participation of representatives of the approving institutions.
The verification of compliance of works corresponding to theme modifications within the limits of the administrative act of the competent environmental protection authority is carried out by this authority according to the provisions of the legislation regarding the assessment of the impact of certain public and private projects on the environment.
For transport infrastructure projects of national interest, the verification of compliance of works corresponding to design theme modifications within the limits of approvals and agreements obtained for the initial building permit is carried out by the Ministry of Transport, as well as by certified project inspectors under the law, for each essential quality requirement in constructions, with the participation of representatives of approving institutions affected by the modifications. The convening of representatives of approving institutions is done by the Ministry of Transport. The meeting minutes together with all documents required by law form the basis for the issuance of the building permit.
According to the methodological norms for the implementation of Law no. 50/1991 regarding the authorization of construction works execution from 12.10.2009, based on the site order given by the designer of the works and checked by a certified project inspector under the law, as well as with the written consent of the beneficiary/investor/administrator/project manager, as applicable, local modifications of the technical solutions from the authorized technical documentation - D.T. can be admitted without issuing a new building permit, if:

a) the function noted in the initial permit does not change;
b) observance of the provisions of approvals/agreements/viewpoint of the competent environmental protection authority, as well as its administrative act as applicable, annexed to the initial permit, is ensured;
c) observance of the provisions of the Civil Code;
d) the location conditions (height regime, POT, CUT, alignment, minimum distances to property limits, or the aspect of the construction) do not change;
e) the strength and stability of neighboring buildings are not endangered;
f) observance of the provisions of technical regulations in the field of fire safety is ensured;
g) energy efficiency is ensured.
They fall under the provisions and works that become necessary in special cases determined by taking into account unpredictable situations at the design stage (as a result of uncoverings, foundation surveys etc.), which are carried out on existing constructions, including historical monuments (with approval of the competent bodies of the Ministry of Culture and Religious Affairs).
In the situations mentioned above, responsibility for the technical correctness of the modifying solution belongs to the designer, jointly with the project inspector(s), and the permit holder is obliged to submit (in copy) to the permit issuer the specified documentation and/or documents, as evidence.

Parking - Request for a public parking space*
The allocation of subscription-based parking spaces in public parking lots within Sector 4 of Bucharest Municipality will be made by the Sector 4 Urban Mobility Directorate based on requests sent exclusively electronically via the online platform available on the Sector 4 Urban Mobility Directorate website (www.mobilitateurbana4.ro, section "Request a parking spot").
Public parking lots serve both individuals and legal entities who have their domicile/residence/headquarters/work point in buildings located within Sector 4 of Bucharest Municipality.
The subscription rates for ground or constructed public parking spaces are established by HCL S4 no. 205 of 30.12.2021 (Art. 34) and are as follows:
a) for individuals:
The subscription is paid in full (annually) at the time of concluding/extending the subscription-based usage contract and is in the amount of:
– 60 (sixty) lei/month (VAT included), in the time slot 00.00-24.00 based on subscription with reservation of a specific spot, without the use of a blocker system;
– 70 (seventy) lei/month (VAT included), in the time slot 00.00-24.00 based on subscription with reservation of a specific spot, with the use of a blocker system for the respective parking spot, installed exclusively by the Administrator, at his own expense;
b) for legal entities:
The subscription is paid in full (annually) at the time of concluding/extending the subscription-based usage contract and is in the amount of:
– 100 (one hundred) lei/month (VAT included), in the time slot 00.00-24.00 based on subscription with reservation of a specific spot, without the use of a blocker system;
– 110 (one hundred ten) lei/month (VAT included), in the time slot 00.00-24.00 based on subscription with reservation of a specific spot, with the use of a blocker system for the respective parking spot, installed exclusively by the Administrator, at his own expense;
– 120 (one hundred twenty) lei/month (VAT included), in the time slot 00.00-24.00 based on subscription with reservation of a specific spot, in parking lots equipped with a barrier.
The subscription rate for public parking spaces arranged on the public road is established by HCL S4 no. 205 of 20.12.2022 (Art. 37).
The monthly subscription is 60 (sixty) lei/month (VAT included), non-fractionable and allows the use of a parking spot without reservation or naming. The subscription is valid from Monday to Sunday in the interval 8.00 – 18.00, only during the month in which it was purchased.

In the event that residency parking spot requests for persons with disabilities submitted under the Methodology for the allocation and use of residency parking spots within Sector 4 of Bucharest Municipality cannot identify available residency parking spots, the Sector 4 Urban Mobility Directorate may proceed to allocate a spot in the public parking lots.
In the situations provided for in paragraph (1), the Sector 4 Urban Mobility Directorate will initiate the process of vacating an existing spot with an active contract.
