Granting of aid for home heating*

This Government Emergency Ordinance no. 70/2011 aims to regulate the granting of certain social protection measures for the population represented by monthly aids to cover parts of the housing heating expenses during the cold season, as well as the way of invoicing and payment of thermal energy.

Granting state allowance for children*

The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18, who are attending high school or vocational education courses, organized under the conditions of the law, until their completion, except for those who are repeating the school year, with the exception of those repeating for health reasons, proven with a medical certificate.

The state allowance for children is also granted to the children of foreign citizens and stateless persons residing, under the law, in Romania, if they live together with their parents.

This right may be requested by either of the child's natural parents, as well as by the person who has adopted a child, provided that the eligibility criteria are met.

Social vouchers for stimulating the participation in preschool education of children from disadvantaged families*

Law 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families.

In order to encourage the participation in preschool education of children from disadvantaged families and to increase their access to education, the educational incentive is established, in the form of social vouchers.

Educational incentives are granted to children from families who have established the right to family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions, regardless of whether the family is receiving this right or it is suspended.

By exception, the educational incentive is also granted to children under the care of a person who has been appointed by the parent for the maintenance of the child, during the parents' absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

The granting of educational incentives is conditioned by the regular attendance at kindergarten of children from families benefiting from the educational incentive provided by this law.

The minimum nominal monthly value of the educational incentive is related to the social reference indicator and is 0.2 ISR, expressed in lei, for each child enrolled in kindergarten, beneficiary of the educational incentive.

The educational incentives granted in the form of social vouchers are used for the purchase of food products, hygiene products, clothing and/or school supplies.

Request for granting funeral aid or emergency aid*

Funeral assistanceis granted based on Law no. 416/2001 regarding the guaranteed minimum income, in the event of the death of a person from families receiving social assistance or of a single person receiving social assistance (the mayor may decide to grant assistance representing a part of the funeral expenses).

Issuance of parking permit card for persons with disabilities*

The issuance of these card-certificates is carried out based on the provisions of Law no. 448/2006 regarding the protection and promotion of the rights of persons with disabilities, with subsequent amendments and additions, and with the provisions of Government Decision no. 268/2007 for the approval of the Methodological Norms for the application of the provisions of Law no. 448/2006

Minimum inclusion income*

a) inclusion aid;

b) aid for families with children.

Depending on the needs of the family/single person, the minimum inclusion income is accompanied by other complementary social assistance measures, granted in cash and/or in kind, as follows:

c) incentives;

d) contributory facilities;

e) other complementary rights

The minimum inclusion income consists of all amounts representing inclusion aid and aid for families with children, which are established depending on the adjusted monthly net income of the family within the following limits:

a) for inclusion aid, up to an adjusted monthly net income of 366 lei inclusive, which is taken into account when establishing the family's cumulative income;

b) for inclusion aid, up to an adjusted monthly net income of 533 lei inclusive, which is taken into account when establishing the income of a single person aged at least 65 years;

c) for aid for families with children, up to an adjusted monthly net income of 930 lei inclusive.

The right is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the composition of the family, the income earned in the month prior to the submission of the application by its members, and assets owned, including in other administrative-territorial units.

File contents:

- standard application;

- copies of the identity documents of all family members: husband/wife, children, partner;

- copy of the marriage certificate (if applicable);

- copy of the divorce decision (if applicable);

- copies of documents showing guardianship/curatorship, etc. (if applicable);

- copies of family placement/ or adoption approval decisions (if applicable);

- copy of the home ownership/rental contract;

- supporting documents regarding earned income;

- income certificate issued by ANAF;

- tax certificate regarding owned assets;

- copies of documents showing classification in the category of persons with disabilities (if applicable);

- other medical documents showing incapacity for work;

- proof of school attendance for children in care.
