In accordance with OG 82/2000, with subsequent amendments and completions, and OMTCT 2131/2005 with subsequent amendments and completions, RAR issues the technical operating authorization for economic operators carrying out dismantling activities of road vehicles withdrawn from use, based on a technical capability audit conducted at each of the applicant's work points.

This procedure describes the manner in which RAR processes the files submitted by legal entities for authorization, until the moment of establishing, by mutual agreement with the applicant, the date of the audit.

In accordance with HG899/2003, with subsequent amendments and additions, and OMTI 3850/2024, with subsequent amendments and additions, RAR issues the technical operating authorization for economic operators carrying out activities of installation, repair, or inspection of tachographs used in road transport or speed limiters fitted to vehicles, based on a technical capability audit conducted at each of the applicant's workshops. This procedure describes the requirements considered for the registration of applicants in the certification/recertification program for ITP inspectors organized by RAR, a program that is completed with a theoretical and a practical examination at the RAR headquarters and with the issuance of the certification/recertification certificate valid for 2 years.

According to OG 82/2000, amended and approved by Law 222/2003, with subsequent amendments and completions, and to OMTCT 2.131/2005, with subsequent amendments and completions, RAR certifies/recertifies the professional capacity of the manager(s) of the workshop in the field of repair and/or functional adjustment of road vehicles, of workshops for dismantling end-of-life vehicles, as well as in the field of replacing chassis and/or bodies of road vehicles, with the exception of workshops engaged in the replacement of operating materials, in the replacement and repair of tires and inner tubes, in wheel balancing, in the replacement of exhaust gas systems - mufflers without catalytic systems.

This procedure describes how RAR issues the Professional Competence Certificate, valid for 3 years.

In accordance with OG 82/2000, amended and approved by Law 222/2003, with subsequent amendments and completions, and with OMTCT 2.131/2005, with subsequent amendments and completions, RAR certifies/recertifies the professional competence of the workshop manager(s) in the field of repair and/or functional adjustment of road vehicles, of workshops for dismantling end-of-life vehicles as well as in the field of replacement of chassis and/or bodies of road vehicles, except for workshops that carry out activities of replacing operating materials, replacing and repairing tires and inner tubes, wheel balancing, replacing the engine exhaust gas system – exhaust mufflers without catalytic systems.

This procedure describes the requirements considered for registering applicants in the professional competence certification program organized by RAR, a program which ends with a theoretical examination and the issuance of the certificate of certification valid for 3 years.

In accordance with OG 80/2000, with subsequent amendments and completions, and OMTCT 2135/2005, RAR issues the operating authorization for economic operators, other than producers, who partition and package certified or RAR-approved operating materials.
