Granting the right to leave and monthly allowance for child raising*

BENEFICIARIES:

  • Persons who, in the last 2 years prior to the child's birth, have obtained for at least 12 months income from salaries and salary-like income, income from independent activities, income from intellectual property rights, income from agricultural, forestry, and fishery activities, subject to income tax according to the provisions of Law no. 227/2015 on the Fiscal Code, as subsequently amended and supplemented, hereinafter referred to as taxable income, benefit from childcare leave for children up to 2 years old, or 3 years old in the case of a disabled child, as well as a monthly allowance;
  • Persons who have benefited from unemployment benefits, established according to the law, or have accumulated periods of contribution to the public pension system, under the conditions provided by special normative acts regulating collective dismissals;
  • Persons who have been registered with the County Employment Agency Giurgiu for the purpose of granting unemployment benefits;
  • Persons who have benefited from health insurance leave and allowances as provided by GEO no. 158/2005 regarding health insurance leaves and allowances, approved with amendments and supplements by Law no. 399/2006, with subsequent amendments and supplements;
  • Persons who have benefited from medical leave and allowances for disease prevention and recovery of work capacity, exclusively for situations resulting from work accidents or occupational diseases under Law no. 346/2002 on insurance for work accidents and occupational diseases, republished;
  • Persons who have benefited from invalidity pension, under the conditions of the law;
  • Persons who are in a period of temporary interruption of activity, at the initiative of the employer, without termination of the employment relationship, for economic, technological, structural or similar reasons;
  • Persons who have benefited from childcare leave and the monthly childcare allowance;
  • Persons who have benefited from leave and monthly allowance for raising or, as appropriate, for caring for a disabled child;
  • Persons who have benefited from unpaid leave for childcare;
  • Persons who are in the period of 3 months from the termination of a fixed-term employment contract and the start of another fixed-term employment contract;
  • Persons who accompanied their spouse sent on a permanent mission abroad;
  • Persons who have performed or are performing voluntary military service, have been called up, mobilized or in captivity;
  • Persons who attend, without interruption, day courses of pre-university education, including those under the “Second Chance” program or, as appropriate, university education at bachelor or master level, as well as post-university education at master level, organized according to the law, in the country or abroad, in a field recognized by the Ministry of Education, Research, Youth and Sports, except for cases of interruption of studies for medical reasons
  • Persons who have the status of PhD students, under the conditions provided by the National Education Law no. 1/2011, as subsequently amended and supplemented;
  • Persons who are in the period between completing a form of pre-university education and starting, in the same calendar year, another form of pre-university education, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period between graduating from day courses of pre-university education, organized according to the law, and starting university education, day courses, in the same calendar year;
  • Persons who are in the period between completing a form of university education, day courses, with or without a bachelor's or diploma exam, and starting, in the same calendar year, another form of university education, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period between completing a form of university education at the level of bachelor's or master's studies, as well as post-university education at master level, day courses, and starting, in the same calendar year, another form of university education at the level of bachelor's or master's studies, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period between completing a form of post-university education, day courses, and starting, in the same calendar year, another form of post-university education, day courses, organized according to the law, attended without interruption;
  • Persons who are in the period of 60 days from the completion of compulsory education or, as appropriate, from graduation of day courses of pre-university, university at bachelor or master level, and post-university at master level education, organized according to the law, with or without a graduation exam, for employment or, as appropriate, for entering unemployment, calculated from the 1st of the month following the completion of studies;
  • Persons who have benefited from unpaid leave to participate in training and professional development courses at the initiative of the employer or with his consent, organized under the conditions of the law;
  • Persons who are in the period between graduating from day courses of superior medical education, organized according to the law, with a bachelor's exam organized in the first session and starting the first residency after graduation;

Granting the state allowance for children*

BENEFICIARIES:

– children up to 18 years old;

– young people who have turned 18 years old, who are attending high school or vocational education courses, organized according to the law, until their completion, as well as young people with disabilities who are attending a form of pre-university education provided by law, but no later than reaching the age of 26;

– children of foreign citizens and stateless persons residing, according to the law, in Romania, if they live together with their parents.

Establishing the right to home heating assistance*

The heating aid for the home is granted for a single system used for heating the home, during the cold season, declared by the single person, or a family member who has full exercise capacity of civil rights, who becomes the holder of the aid.

Depending on the heating system used in the home, the categories of heating aid are:

  a) aid for home heating with thermal energy in a centralized system, hereinafter referred to as thermal energy aid;

  b) aid for natural gas;

  c) aid for electricity;

  d) aid for solid and/or petroleum fuels.

The heating aid is granted only to families and/or single persons who do not benefit from other forms of support for home heating provided under employment contracts or under the specific legislation of economic branches.

The heating aid is granted only for a single dwelling, namely for the domicile or, as the case may be, the residence.

If two or more families or single persons live in the same housing space, the heating aid is granted in the name of the holder of the individual contract/convention concluded with the supplier.

Hiring of personal assistants for people with severe disabilities*

According to the provisions of art. 42, paragraph (4) of Law no. 448/2006 – regarding the protection and promotion of the rights of persons with disabilities, with subsequent amendments and completions, "the parents or, as the case may be, the legal representatives of the child with severe disabilities, the person or family who has taken in a child with severe disabilities, adults with severe disabilities or their legal representatives, except for those with severe visual disabilities, can choose between a personal assistant and receiving a monthly allowance."

According to art. 36, paragraph (1), of Law no. 448/2006 – regarding the protection and promotion of the rights of persons with disabilities republished, with subsequent amendments and completions, the conditions that a person must meet in order to be employed with an individual labor contract as a personal assistant are as follows:

– is at least 18 years old;

– has not been convicted for committing an offense that would make them incompatible with performing the occupation of personal assistant;

– has full exercise capacity;

– has an appropriate state of health, certified by the family doctor or based on a specialist medical examination;

– has graduated at least the compulsory general education courses, except for relatives and in-laws up to and including the fourth degree of the person with severe disabilities, as well as except for the husband or wife, as the case may be; in exceptional situations, at the proposal of the social worker within the local council’s own staff in whose territorial area the person who is to perform the role of personal assistant has their domicile or residence, the National Authority for Persons with Disabilities may approve exemption from the education requirement also in the case of other persons.

Establishing the right to Emergency Assistance and Funeral Aid*

For emergency aid:

– families or individuals who are in special medical situations:

  1. arising as a result of oncological conditions, which require surgical interventions and/or specialized pre/post-operative treatments and/or the purchase of medical devices whose costs are partially covered by social health insurance;
  2. as a result of acute or chronic conditions, which require surgical interventions and/or specialized pre/post-operative treatments and/or the purchase of medical devices whose costs are partially covered by social health insurance;
  3. as a result of acute or chronic conditions, which require monthly treatments, medical tests and investigations, medication, natural/homeopathic treatments, medical materials and devices, etc., which are not covered or are only partially covered by social health insurance;

– individuals or families in need due to natural disasters, fires, or other accidents leading to the destruction of immovable property (home), depending on their severity and the Official Intervention Report issued by the Inspectorate for Emergency Situations Vlașca;

– one or more members from families benefiting from minimum inclusion income, whose identified need constitutes a particular situation and requires individualized intervention;

– families or individuals who are in need as a result of unforeseen events, confirmed by a field evaluation;

For funeral aid:

In the event of the death of a person from a family benefiting from minimum inclusion income that includes the inclusion aid component.

BENEFICIARIES:

Children enrolled in a preschool educational institution who are in one of the following situations:

  • come from families that have established the right to minimum inclusion income, regardless of whether the family is receiving this right or it is suspended;
  • are in the care of a person who has been designated by the parent or guardian for the maintenance of the child during their absence, if the income per person, including the child in care, does not exceed the maximum income level for granting the minimum inclusion income;

Request for home care services*

BENEFICIARIES:

Elderly people who have reached the retirement age established by law and have their domicile/residence in the Municipality of Giurgiu, in order to prevent and overcome situations of difficulty, vulnerability, or dependence, with the aim of maintaining the autonomy of elderly individuals, such as: assistance with personal hygiene, dressing and undressing, ensuring elimination hygiene, help with meal preparation and feeding, movement inside and outside, shopping, housekeeping activities, support for paying certain bills and current obligations, accompaniment and socializing, leisure activities.

Supporting disadvantaged categories of mother-newborn couples who have newborns up to 3 months old, based on electronic social vouchers*

BENEFICIARIES:

Mothers who have given birth starting from April 12, 2024, who have a newborn up to 3 months old and who find themselves in one of the following situations:

  • benefit from the minimum inclusion income;
  • have disabilities;
  • are temporarily in critical life situations (victims of calamities, domestic violence, who are in particular situations of vulnerability or are in other risk situations, established by the social investigation carried out by D.A.S.M.G.);
  • do not possess identity documents;
  • are minors;
  • are foreign citizens or stateless persons coming from armed conflict zones.



The support consists of granting electronic vouchers worth 2,000 lei in a single installment for each newborn up to three months old.

Mothers who have given birth starting from April 12, 2024 will benefit from this support.

Free provision of powdered milk for children aged 0 – 12 months*

BENEFICIARIES:

Children aged between 0-12 months who do not benefit from breast milk and meet the following criteria:

  • mothers who have contraindications for breastfeeding due to serious illnesses: active pulmonary TB, neoplasms, cachexia, septicemia, severe mental illnesses, multiple sclerosis, renal or cardiac insufficiency, decompensated diabetes mellitus, mother infected with HIV, treatment with cytostatics, diazepines, anticoagulants, radioisotopes;
  • healthy children who show unsatisfactory growth below the lower limit of normal for their age due to the absence or quantitative insufficiency of breast milk;
  • adopted child or child in foster care;
  • child with deceased mother.

The provision of integrated medico-social and educational services appropriate to the needs of the beneficiaries, offered in the environment in which they live to solve all the problems and increase the quality of life of vulnerable groups.*

BENEFICIARIES:

Individuals and families in situations of vulnerability (economic level below the poverty threshold, unemployment, low educational level, various disabilities, chronic diseases, terminal illnesses, pregnancy, old age, under the age of 16, single-parent families, risk of social exclusion) and are assisted by the following professional categories: community health nurse and community health mediator.

Granting social vouchers in electronic form and distributing food packages*

For social vouchers on electronic support for food and hot meals:

  • families with at least 2 dependent children whose monthly income per family member is less than or equal to 675 lei;
  • single-parent families whose monthly income per family member is less than or equal to 675 lei;
  • families and single persons who have established the right to inclusion support;
  • homeless persons;

For food packages:

  • families, families with children, and single persons who have established the right to minimum inclusion income;

Establishing the right regarding the minimum inclusion income*


Single persons/families who obtain a net monthly income adjusted less than or equal to the maximum levels established by law, for the two components of the Minimum Inclusion Income: inclusion aid and aid for families with children.

The minimum inclusion income represents a unique social assistance program, created to help vulnerable persons and families overcome the financial obstacles they face and improve their lives.

Free transport only for persons who benefit from food distribution at home.
