Harghita Pharmacists' College*

The membership certificate is granted to pharmacists who, by making an express request in this regard, meet the following conditions:

- hold an official qualification in pharmacy,

- are not in any of the cases of unworthiness or incompatibility provided by law,

- are medically fit to practice as a pharmacist,

- have not interrupted the practice of the profession for more than 5 years or have obtained the bachelor's degree in the last 5 years,

- have paid the registration fee (the fee is paid into the account of the territorial college .... in the amount of 10% of the minimum wage value)

Regarding the Current Professional Certificate, we would like to make the following clarifications: In accordance with the provisions of the Pharmacy Law no. 266/2008 in its consolidated form as published in the Official Gazette no. 448/30.06.2009 part I, as well as the Application Norms published in the Official Gazette no. 538/03.07.2009 part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishment of new pharmaceutical units, as well as changes of chief pharmacist – for those who will take over the position), will address the county colleges for obtaining the Current Professional Certificate. Also, this document is necessary for pharmacists who wish to practice their profession outside the country's borders. The methodology for preparing and issuing the Current Professional Certificate was established by Decision of the National Council of C.F.R. no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007. Below we present the main provisions of Decision no. 1/2007, as follows:

- The Current Professional Certificate will be prepared by the College of Pharmacists of Romania and issued by the territorial college with which the applicant is registered; - The validity of the Current Professional Certificate is 3 months from the date of issue;

- Within a maximum of three days from receiving the request for the issuance of the Current Professional Certificate, the territorial college will send to the College of Pharmacists of Romania the standard request for the preparation and issuance of the document;

- Within a maximum of 30 days from receiving the request, C.F.R. will prepare the certificate and send it to the territorial college;

- The Current Professional Certificate will be issued by the College of Pharmacists of Romania which will prepare and send it to the territorial college;

- The territorial college will prepare a Registry record – with identification data of the Current Professional Certificates issued to pharmacists in that county – and will hand them to the applicants under signature of receipt. The issuance fee for the Current Professional Certificate, amounting to 100 lei, will be paid into the account of the territorial College (RO22 RZBR 0000 0600 1439 8871 Raiffeisen Bank).

To obtain the Current Professional Certificate, the pharmacist will submit to the territorial college a file that will include the documents attached in the "necessary documents" section.

The suspension of membership occurs when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the territorial College a request for the suspension of membership. At the time of requesting this suspension, the pharmacist must have paid the membership fee up to the end of the year and must fulfill the condition of continuous professional training with a number of 40 EFC hours for the respective period.

The pharmacist undertakes to inform the Romanian College of Pharmacists within 30 days of resuming activity.

Resumption of membership is done based on an application, which the pharmacist submits to the headquarters of the territorial College, requesting the resumption of membership starting from a certain date. In the file with the application, the pharmacist also includes the documents attached in the "required documents" section.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before the transfer note is issued, the requesting pharmacist is required to pay up to date the membership fee owed to the college they wish to leave. The transfer note will be handed, under signature, to the applicant. In the pharmacists’ record register, the college to which the pharmacist has transferred will be mentioned. If, at the level of the college from which the pharmacist is transferring, a complaint has been registered against them or a disciplinary investigation has been initiated, the complaint or the disciplinary file will be sent to the college to which the pharmacist is transferring.

If the holder loses, in any way, the Certificate of Membership of the College of Pharmacists of Romania, upon request, a duplicate will be issued. The duplicate is issued based on an application submitted to the College of Pharmacists where the pharmacist is registered as a member of the College of Pharmacists of Romania, as well as proof of publication of the loss in a national circulation newspaper. The duplicate will bear the series and number of the first certificate followed by a number to certify/indicate its duplicate status, namely the number of copies issued.
