Issuing authorizations for the activities of harvesting, capturing and/or purchasing and/or commercialization, on the national territory or for export, of mineral flowers, plant fossils and vertebrate and invertebrate animal fossils, as well as plants*
the applicants - the administrators of hunting funds submit to APM Satu Mare the authorization request, according to the model provided in annex no. 3 to Order 410/2008; Registration of authorization requests from legal entities; allocation to the CFM service of the requests with the related documentation at the registry and delivery to the CFM service, Biodiversity domain; analysis of the content of the technical documentation related to each request; If the documentation is complete, the procedure is carried out for the issuance of the regulatory act, if the file is incomplete, a notification is drawn up regarding the need to complete the authorization application file. The notification is formulated by the counselor responsible for the file and is sent for signature to the Head of the CFM service, respectively to the Executive Director, and will be registered and sent to the holder. Following the Notification, the holder will submit to the secretariat the requested completions, which are recorded in the APM Satu Mare register and the documents circuit is resumed. The data and the documents provided in Ord.410/2008, which must form the technical documentation accompanying the applicant's request, are checked; drafting of the authorization in 2 copies and issuance of the authorization according to the model provided in annex no. 4 to Order 410/2008, having the exit number corresponding to the registration number of the request, but with the authorization issuance date and archive number from the CFM - Biodiversity Authorization Register. The holder will pick up 1 copy of the Authorization (based on signature), and 1 copy of it remains for archiving within the CFM service - Biodiversity domain.
Approval of the transport of hazardous waste generated in quantities greater than 1 ton/year*
The generator/holder of the waste may submit a request for OBTAINING THE TRANSPORT APPROVAL (Annex 1 of HG 1061/2008) based on the following documents: 1. the application for the approval of the transport of hazardous waste generated in larger quantities 2. the forms for the approval of the transport of hazardous waste - Annex 1 (6 original copies) 3. proof of payment for the approval procedure for internal transport of hazardous waste. - Supplements are requested if necessary - the approval of the transport forms-issuance of Annex 1 forms in the 6 original copies
Procedure for issuing the environmental permit*
Authorization of the activities included in Annex no.1 of OMMAP no. 1798/2007 for the approval of the procedure for issuing the environmental permit, with subsequent amendments and completions, by issuing the administrative act that establishes the conditions and/or operating parameters of an existing activity or a new activity with possible significant environmental impact, mandatory at commissioning.
Procedure for issuing the environmental permit*
The issuance of the administrative act confirming the integration of environmental protection aspects into the plan or program subject to adoption, according to the provisions of Government Decision no. 1076/2004 regarding the establishment of the procedure for conducting environmental assessment for plans and programs
Release of permit for the application of sludge in agriculture according to the model provided in Annex 1*
The economic operator may submit a request to obtain the PERMIT FOR APPLYING SLUDGE IN AGRICULTURE, at least one month before the spreading period, submission of documentation, proof of payment, analysis of the proposed documentation, field inspection, clarification request, issuance/rejection of the permit for applying sludge from wastewater treatment in agriculture
Procedure for issuing the integrated environmental permit*
The authorization of activities covered by Law no.278/2013 on industrial emissions, amended and supplemented by GEO no.101/2017, based on the Order of the MAPAM Minister no. 818/2003 for the approval of the procedure for issuing the integrated environmental permit, by issuing the administrative act that sets the conditions and/or operating parameters for an existing or new activity with a possible significant impact on the environment, mandatory at commissioning. The purpose is the integrated prevention and control of pollution resulting from industrial activities, establishing the conditions for preventing or, if not possible, reducing emissions into air, water, and soil, as well as for preventing waste generation, so as to achieve a high level of environmental protection, considered as a whole.
Determining air quality through automatic air quality monitoring stations - Standard operating procedure for equipment within the National Air Quality Monitoring Network (RNMCA)*
1. For air quality monitoring, within RNMCA, equipment is used that operates based on the principles set out in Annex no. 7 of Law no. 104/2011. The air quality monitoring equipment will be installed in stations made up of enclosed spaces, protected against bad weather and unauthorized access. The placement of the monitoring stations is done according to the provisions of Annex no. 6 of Law 104/2011, based on air quality studies and, in particular, depending on the dispersion of pollutants in the area of interest.
2. Air sample collection is performed by aspiration, continuously, with systems equipped with devices for rigorous control of the flow rate of aspirated air. 3. The determination of atmospheric pollutant concentrations is carried out by interpolating the electronic signal of the detector on a calibration curve of signal-concentration.

Procedure for regulating the special regime regarding the management and control of polychlorinated biphenyls and other similar compounds*
Economic operators draw up and submit both the decontamination/elimination plans (documentation) and proof of the decontamination/elimination operation for all equipment and materials containing designated compounds in quantities greater than the minimum amounts, by December 31 of each year, proof of payment for the analysis of the proposed documentation, field verification, request for additions, approval of the PCB/PCT elimination plan-Annex 7
Procedure for determining environmental noise according to SR EN ISO/IEC 17025/2005 General requirements for the competence of testing and calibration laboratories*
The principle of the method consists in determining the equivalent continuous A-weighted sound pressure level (LAeqT) using a class 1 integrating-averaging sound level meter. The determination of LAeqT can be performed:
- by continuous measurement over the time interval T;
- by measuring the equivalent continuous A-weighted sound pressure levels over subintervals within T where the noise is stationary, LAeqT being obtained by calculation based on the results of these measurements;
- by measuring the acoustic exposure levels of individual events occurring during the time interval T, LAeqT being obtained by calculation based on the results of these measurements;
- by combining the methods presented above.
Measurements are performed in the field, and determinations can be completed with calculation steps, including the use of validated specific software. Sampling may be performed continuously over the time period of interest or sampling methods may be used. The laboratory, in addition to LAeqT, may also measure and report other acoustic indicators considered useful for the characterization of noise pollution (LAFmax, LAF90T, etc.).
