Teaching and research titles in higher education in Romania*

Teaching and research titles

Employment in a teaching or research position within higher education institutions is made on a fixed-term or permanent basis. Employment on a permanent basis for any teaching or research position is possible only through a public competition, organized by the higher education institution, after obtaining the doctoral title. See also HG_457_2011(annex 8).

Only persons who meet the minimum and mandatory standards for enrollment in the competition for teaching and research positions in higher education, approved by Order no. 6560/2012 regarding the approval of the minimum necessary and mandatory standards for conferring teaching titles in higher education and research and development professional degrees, with subsequent amendments and completions (annex 9), may apply for teaching and research positions in higher education.

The following teaching and research positions are found in higher education institutions:

- teaching positions:

a) university assistant;

b) university lecturer/head of works;

c) university associate professor;

d) university professor.

- research positions:

a) research assistant;

b) scientific researcher;

c) scientific researcher grade III;

d) scientific researcher grade II;

e) scientific researcher grade I.

The equivalence of research positions with teaching positions is as follows:

a) scientific researcher is equivalent to university assistant, for persons holding a doctoral degree;

b) scientific researcher grade III is equivalent to university lecturer/head of works;

c) scientific researcher grade II is equivalent to university associate professor;

d) scientific researcher grade I is equivalent to university professor.

The general list of teaching and auxiliary research positions in higher education is approved by Joint Order (MENCS/MMFPSPV) no. 6419/2858/2011 (annex 10).

The National Assessment of 8th Grade Students*

The National Evaluation for eighth grade students represents the method of external summative assessment of the skills acquired during lower secondary education.

The exam takes place annually, in a single session. Both candidates from public education and those from private education have the right to take the National Evaluation without any fee.

The average obtained in the National Evaluation VIII is a decisive criterion for admission to high school education.

The coordination at national level for the planning, organization, and conduct of the National Evaluation VIII, as well as the valorization of its results, is ensured by the Ministry of Education through the National Center for Evaluation and Examination (CNEE).

The development of specific evaluation procedures is carried out by the CNEE, following consultation with the specialized departments of the ministry.

The coordination at county level/in the municipality of Bucharest of the organization of the National Evaluation VIII, as well as the valorization of its results, is ensured by the school inspectorate.

The School After School Program*

The "School after School" Program (ȘDȘ) is a complementary program to the mandatory school curriculum, offering opportunities for formal and non-formal learning, for consolidating skills, remedial learning, and acceleration of learning through educational, recreational, and leisure activities, and is addressed both to students in primary education and those in secondary education.

The SDS program can take place before or after the mandatory school schedule (depending on the timetable of each level of study), at the school, if it has the necessary material and human resources to organize this program.

In primary education, the SDS program includes activities with specialized support (supervision and guidance in doing homework, remediation for students with cognitive and emotional difficulties, language disorders through remedial activities, counseling, speech therapy, activities to encourage independent reading, etc.), workshops/thematic activities, and other recreational activities.

Each school, depending on the target group, creates modules of activity packages by combining the activities mentioned above.

In secondary education, the SDS program includes the package of activities for learning acceleration and performance (preparation for participation in competitions and school olympiads, sports competitions, artistic competitions by subject, participation/organization of festivals, exhibitions, creation of school publications, participation in European cooperation activities), the support activities package (providing psycho-pedagogical assistance for recovery of learning gaps, support activities for homework, remedial activities, psychological counseling) and the life preparation package (organizing personal development activities, activities aimed at developing an active attitude and student involvement, healthy lifestyle, career education, etc.).

The program can be organized modularly, in time units established by the school unit according to the target group and identified needs, by combining packages of activities oriented towards the development of transferable skills.

The program is run in student groups (maximum 12 students), formed according to the identified options and needs. The activities are designed, organized, and conducted by teachers from primary and secondary education, counselors, support teachers, librarians, speech therapists, laboratory assistants, pedagogues, coaches, school mediators, volunteers from the school, from institutions, and authorized partner organizations.

Enrollment in pre-university education for non-EU (extracommunity) students*

1. Enrollment in Pre-university Education

1.1. Admission Conditions

1.1.1. Students from non-EU countries may be enrolled in Romania's pre-university education if one of the parents, guardians, or legal supporters meets one of the following conditions:

is repatriated;
has, through marriage, residency in Romania;
is the holder of a residence permit in Romania;
carries out, in accordance with legal provisions, activities on the territory of Romania;
is studying in accredited public/private higher education or post-graduate institutions in Romania.

1.2. Application File

1.2.1. The student's file is forwarded to the Ministry of Education – General Directorate of International Relations and European Affairs (DGRIAE), by the County/Municipal School Inspectorate where the chosen educational institution operates, and contains the following documents:

Copies of the identity documents of the student and the parents/guardian/legal supporter (student's birth certificate, student’s passport, parents' passport, student’s residence permit, parents' residence permit, if available);
Certified copy and legalized translation of the student's birth certificate;
Copy of the court decision on the custody of the minor child, if applicable;
Copies and legalized translations of school records;
Application for enrollment, approved by the management of the educational unit where the enrollment will take place.

1.3. Enrollment for Studies

1.3.1. Enrollment is carried out by approval issued by the Ministry of Education – DGRIAE, based on the study documents in the personal file, without difference exams.

1.3.2. Enrollment of students from non-EU countries, based on periods of studies carried out abroad, proven by school records, can also be carried out during the school year, in accordance with the provisions of the Regulation on the organization and functioning of pre-university educational institutions, approved by the Minister of National Education Order No. 5115/2014

1.3.3. At the request of the parents/guardian, the student may also be enrolled in a class below the level of studies shown by the documents.

1.4. Tuition Fees

1.4.1. In compulsory education, foreign students benefit from schooling under the same conditions as Romanian citizens.

1.4.2. In upper secondary high school education, students from non-EU countries pay tuition fees, in accordance with the provisions of Law No. 1/2011.

1.4.3. In pre-university education of all levels, foreign citizens who have obtained a form of protection in Romania may be enrolled under the same conditions as Romanian citizens. The class in which students from this category who lack study documents may be enrolled will be established following an evaluation by the educational institution designated by the County/Municipal School Inspectorate.

2. Taking the Baccalaureate Exam by Citizens from Non-EU Countries Who Have Completed High School Studies in Another Educational System and Do Not Hold a Baccalaureate Diploma or Its Equivalent

2.1. Citizens from non-EU countries who have completed high school studies in another educational system and do not hold a baccalaureate diploma or its equivalent may, upon request, take the national baccalaureate examination, according to the profile of the completed pre-university studies, in an examination center designated by the County/Bucharest Municipality Baccalaureate Commission.

2.2. Taking the national baccalaureate examination by citizens from non-EU countries who have completed high school studies in another educational system and do not hold a baccalaureate diploma or its equivalent is conditional upon payment of the tuition fee, according to the provisions of Law No. 1/2011.

The Second Chance Program*

The "Second Chance" program is aimed at adolescents, young people, and adults from various social backgrounds and different ages, who have not attended or have not completed primary and lower secondary education. The program offers these categories of people the possibility to continue and complete compulsory education without having to interrupt their possible professional or family activities in which they are engaged.

The program is structured on two levels: Second Chance – primary education and Second Chance – lower secondary education – the latter also having a vocational training component.

There is no upper age limit for those who wish to enroll in this program. The condition is that they must have exceeded by at least 4 years the age corresponding to the class and are in the following situations:

For the program Second Chance – primary education:

  • they have not participated at all in formal – school – education;
  • they were enrolled but dropped out of primary education – regardless of the time and reasons for dropping out;
  • they have not graduated, by the age of 14, from primary education.

For the program Second Chance – lower secondary education:

  • they have graduated from compulsory primary education (including in the Second Chance system) but did not continue their education further

or:

  • they have graduated part of the classes corresponding to lower secondary education (V, VI or VII), but dropped out during this education cycle – regardless of the time and reasons for dropping out.

The Second Chance program is a flexible program, so as to motivate learners and determine them to complete it, to offer more autonomy to schools regarding its implementation, but also the necessary support to all those involved, through training programs for teaching staff and educational materials for learners and teachers. Through the program, innovative elements were introduced in the educational process, such as: modular curriculum and a credit system for basic education, evaluation, certification, and recognition of competences previously acquired by learners, ensuring an individualized training program.

Enrollment in the Second Chance program can be done every year in two sessions: October and February.

Students enrolled in the program can have very different levels and expectations. The new program provides a transparent offer of modules that students can follow in order to form competences, as a result of participating in cooperative learning activities, in real contexts and with tasks and topics responding to their interests and needs.

Learning will take place in small groups (8-15 students in each class). Courses can be conducted according to several timetable options (during the week in the afternoon or evening, on Saturdays or during school vacations, etc.) depending on the possibilities of the learners and teachers. Hours for individual consultations are planned at the students’ disposal.

The program has a flexible duration. The average schooling period (2 years for primary education, 4 years for lower secondary education) can be reduced for each student in part, depending on proven competences, both in the field of basic education and in the field of vocational training.

Graduates have the right to continue their studies, according to the law, as follows:

Graduates of the Second Chance Program - primary education can continue studies in lower secondary education;

Graduates of the Second Chance Program - lower secondary education can continue their studies in upper secondary education (the upper cycle of high school) or can complete practical training stages, after which they have the possibility to also obtain a Level 3 vocational qualification certificate.

For the young people in the program, the graduation certificate will not only represent a personal achievement, but the chance for another tomorrow.

Special education*

Special and integrated special education is an integral part of the Romanian national education system and offers all children/pupils/young people educational programs adapted to their degree of deficiency and development needs.

It is organized at all levels of pre-university education, according to the type and degree of disability, as follows: mental, hearing, visual, locomotor, associated. 

Inclusive education was adopted in Romania as early as the 1990s by respecting diversity, initiating and practically carrying out access and participation in education and social life for all categories of children. Today, about half of students with disabilities are educated in mainstream education.

The legislation in the field of special education was designed to respond to a wide and very varied spectrum of special situations. Taking this reality into account, special, integrated special and inclusive education was organized at all levels of pre-university education, according to the type and degree of disability.

Special education units for students with sensory impairments apply the curriculum of mainstream schools. These units retain only the structure and organizational form according to the special education system, and in content, school training and specialization, are similar to mainstream schools. Special technology high schools, high school classes and special post-secondary classes are organized after the model of mainstream schools (content, profiles, specializations, outcomes, objectives and/or competencies). What remains specific to these units are the strategies, modalities and teaching/learning methods.

Upon graduation, students from these special education units take national exams (tests, baccalaureate or graduation examination) just like all graduates from mainstream education. Facilities and adaptations are stipulated for them in the methodologies for organizing and conducting the exams.

For each student with severe, profound or associated impairments, a personalized intervention plan is developed with specific objectives according to their needs and the possibilities for psycho-individual development.

Students with special educational needs benefit from adaptations to examination procedures even in the case of current evaluations.

Procedure regarding the organization and conduct of the language proficiency test for admission to the 5th grade with an intensive program in teaching a modern language of international circulation*

This procedure regulates the way of organizing and conducting the language proficiency test for admission to the 5th grade with an intensive program of teaching a modern international language, at the level of state or private pre-university education units in Romania, based on the provisions of Art. 6 (2) and (3) of the Framework Regulation on the organization and functioning of classes with teaching of a modern language in intensive or bilingual regime in pre-university education units, approved by OMEN no. 4797/31.08.2017.

The procedures and calendar regarding enrollment/re-enrollment in preschool education in the year 2018*

The Ministry of National Education informs that, for the inclusion in preschool education of children aged between 3 and 6 years, the following stages will take place successively at the level of each educational unit:

  • re-enrollment of children who attend kindergarten in this school year and wish to attend it also in the 2018-2019 school year – will begin on May 7;
  • enrollment of new children will take place starting May 21.

The schedule for re-enrollments and enrollments will be established by the administration of the educational unit and will be posted, in a visible place, in each kindergarten, for the information of parents and interested public, including on its website (if available), and eventually on the websites of school inspectorates.

The filling of available places, after the completion of the re-enrollment process, will generally be done in descending order of age groups, as follows: large group (5-year-olds), middle group (4-year-olds), and small group (3-year-olds). Based on Government Decision no. 1.252/2012 and within the limit of available places, children aged between 2 and 3 years can also be enrolled in the small group.

In the event that, in an educational unit, the number of enrollment requests is greater than the number of available places, general selection criteria and specific selection criteria will be applied, successively.

The general selection criteria are as follows:

  • the existence of a document proving that a child is an orphan of both parents (the situation of a child coming from a children's home/foster care center/foster family is considered equivalent to that of a child orphaned by both parents);
  • the existence of a document proving that the child is orphaned by one parent;
  • the existence of a brother/sister enrolled in the respective educational unit;
  • the existence of a medical certificate attesting the child's disability degree.

The specific selection criteria (elaborated by each preschool educational unit, approved by its Board of Administration, and endorsed by the County School Inspectorate/the Bucharest Municipality Inspectorate by May 18) cannot be discriminatory and cannot include pre-enrollment lists. Also, the specific selection criteria will be applied only after exhausting the general criteria.

To ensure the transparency of the re-enrollment/enrollment process, the management of preschool educational units will visibly display, for all those interested, the following information:

  • the institution's capacity (the number of children it was designed for);
  • the number of places approved through the schooling plan for the 2018-2019 school year (by age groups: small, middle, large);
  • the general and specific criteria for children's enrollment;
  • the number of children re-enrolled/enrolled daily (during the set period) out of the total available.

We mention that private preschool educational units are also obliged to display in a visible place information regarding their status, specifically whether they are authorized to operate provisionally or are accredited by the Romanian Agency for Quality Assurance in Pre-University Education (ARACIP).

The National Baccalaureate Exam*

The 2018 National Baccalaureate Exam is conducted in accordance with the provisions of the Methodology for the organization and conduct of the Baccalaureate exam - 2011 (approved by the order of the Minister of Education, Research, Youth and Sports no. 4.799/2010 regarding the organization and conduct of the Baccalaureate exam - 2011, as subsequently amended), and the provisions of the attached ministerial order.

Admission 2018-2019 for Romanians everywhere: pre-university and higher education*

I. PRE-UNIVERSITY EDUCATION:

The methodology for schooling Romanians from everywhere in the public pre-university education system in Romania in tuition-free study places but with a scholarship, and respectively tuition-free study places but without a scholarship, starting with the 2017-2018 school year

Both the enrollment form and the offer of places in pre-university education will also be published on the School Inspectorate's website.

II. HIGHER EDUCATION:​

1. In the 2018-2019 academic year, public higher education institutions in Romania organize the admission contest for Romanians from everywhere, including citizens of the Republic of Moldova, for undergraduate/master’s/PhD studies, based on university autonomy, similar to the previous year, according to the provisions of the methodology for schooling in higher education;

2. Candidates will be able to opt for any field of study and any public higher education institution in Romania or, in the case of candidates from the Republic of Moldova, within the extensions opened by Romanian universities in Chișinău, Cahul and Bălți;

3. For ensuring compliance with the submission deadline set by the higher education institutions, we recommend exclusively submitting application files directly to the universities, to avoid delays in their receipt/processing, in case they are sent through other channels;

4. Enrollment in accredited public and private higher education in Romania, for places with tuition fees in lei, is done on the basis of the provisions of MEN Order no. 4294/29.06.2017;

Higher education in Romania*

Higher education is organized in universities, academies of studies, institutes, schools of higher studies, hereinafter referred to as higher education institutions or universities, which have obtained provisional operation authorization or accreditation.

Higher education institutions are education-providing organizations that carry out education activities based on study programs authorized to operate provisionally/accredited according to the law, for initial and continuous training at university level, programs that operate on the principle of quality and the correlation of the educational offer with the labor market.

The national system of higher education includes all accredited higher education institutions. A higher education institution authorized to operate provisionally, according to the legal procedures in force, becomes part of the national higher education system only after accreditation. For more information, you can also access the website of the Romanian Agency for Quality Assurance in Higher Education - www.aracis.ro .

Higher education institutions can be state, private, or denominational. These institutions have legal personality, are non-profit, and are apolitical. Higher education institutions are legal entities of public law or, as the case may be, legal entities of private law and of public utility.

University autonomy is guaranteed by the Constitution. Academic freedom is guaranteed by law. Public accountability is also regulated for any higher education institution, whether state or private.

By an annual government decision, the following are validated:

  • The nomenclature of fields and specializations/university study programs per union
  • the structure of accredited or provisionally authorized state and private higher education institutions, with:
    • fields of bachelor’s university studies and specializations/accredited or provisionally authorized study programs,
    • geographical locations,
    • the number of transferable study credits for each university study program,
    • form of education and language of instruction,
    • the maximum number of students who can be enrolled

The mission of higher education is to generate and transfer knowledge to society both through initial and continuous training at the university level, for the purpose of personal development, professional insertion of the individual, and meeting the competence needs of the socio-economic environment, as well as through scientific research, development, innovation and technology transfer, through individual and collective creation, in the fields of science, engineering sciences, arts, literature, by ensuring performance and physical and sports development, as well as the capitalization and dissemination of their results. All these are carried out in compliance with the following principles:

a) the principle of university autonomy;

b) the principle of academic freedom;

c) the principle of public accountability;

d) the principle of quality assurance;

e) the principle of equity;

f) the principle of managerial and financial efficiency;

g) the principle of transparency;

h) the principle of respecting the rights and freedoms of students and academic staff;

i) the principle of independence from ideologies, religions, and political doctrines;

j) the principle of freedom of national and international mobility of students, teaching staff, and researchers;

k) the principle of consulting social partners in decision-making;

l) the principle of student-centered education.

The structure of the academic year (according to Law no. 1/2011 – art. 136)

  • The academic year generally begins on the first working day of October, includes two semesters, and ends on September 30 of the following calendar year.
  • A semester generally has a duration of 14 weeks of teaching activities followed, usually, by a minimum of 3 weeks of exams.
  • The structure of the academic year is approved by the university senate.
  • When assigning transferable study credits for a semester, a period of at least 17 weeks is considered.
  • The university senate of each higher education institution approves annually, at least 3 months before the start of the academic year, the regulations regarding the students’ academic activity, as well as the calendar of educational activities specific to the academic semesters of study.

Issuing duplicates of study documents*

In the case of erroneous completion due to the fault of the educational institution that issued the original diploma or in the case of presenting the original diploma damaged in such a way that it no longer produces the effects for which it was issued, based on a written request from the applicant, the educational institution that issued the respective document issues a duplicate, prepared on the basis of documents found in the archive of the educational institution from which the applicant's academic record results.

In the case of loss, destruction, or theft of the original diploma, the request for the issuance of the duplicate must be accompanied by the following documents, which are archived for a period of 100 years at the school inspectorate, while the certified copies "according to the original" are kept at the educational institution:

a) notarized/consular declaration, given by the holder of the document, which includes all the necessary elements for identification, the circumstances under which the original document was lost, as well as other details confirming the disappearance of the respective diploma. The following statement must be obligatorily included: "the original diploma was not left as collateral/guarantee at a state or private institution, in the country or abroad, and it was not knowingly transferred to another natural or legal person";

b) proof of publishing the loss, destruction, or theft of the diploma in the Official Gazette of Romania, Part III;

c) notarized copy of the birth/marriage certificate;

d) two color photographs, size 3 x 4 cm;

e) written approval from the board of administration of the school inspectorate for the issuance of the duplicate, following the documents submitted by the educational institution.

National School Supplies Program*

In order to stimulate school attendance, in 2002 the School Supplies Program was launched, which is addressed to students in public primary and lower secondary education, day courses. At the beginning of each school year, packages with school supplies specific to each grade are distributed.

The composition of the school supplies packages granted to students is established based on the Methodology for applying the provisions of Law no. 126/2002 for the approval of the Government Emergency Ordinance no. 33/2001 regarding the granting of school supplies.

Funding request submitted by the Ministry of National Education, at the beginning of September 2017, through the Operational Program for Aid for Disadvantaged Persons (POAD) 2014-2020, was approved. The decision allows, starting with this school year, the purchase of supplies for preschoolers, as well as the supplementation with backpacks of the school supply packages granted to students in primary and lower secondary education.

The national program "High School Money"*

The Ministry of Education has been implementing for over 12 years the national social protection program "Bani de liceu" ("High School Money"), through which it provides financial support for students in high schools and schools of arts and trades.

For students who wish to obtain this financial support, we have launched the Bani de liceu portal, which, together with the discussion forum dedicated to this national program, represents an effective means of information.

The beneficiaries are students who are dependent on families whose monthly gross income per family member, earned in the three months prior to submitting the application, is a maximum of 500 lei, as well as students who benefit from a protection measure or who are under guardianship or curatorship, in case the income condition specified above is met.

The documents will be submitted as copies, provided that, when submitting the application, the applicant also presents the original documents.

IMPORTANT!

By adopting Government Decision 712/2018 (available attached), starting with the 2018-2019 school year, each beneficiary will receive monthly, throughout the duration of the courses, provided all legal conditions are met, the amount of 250 lei/month.
In addition to indexing this amount (from 180 lei/month), the maximum threshold for granting the scholarship was also increased from 150 lei to 500 lei/family member, given the need to correlate the support threshold with the current economic situation.

Admission to high school*

The admission of 8th grade graduates to state high school education for the 2018-2019 school year is carried out according to the regulatory framework approved by the Ministry of Education.

The admission of 8th grade graduates to state high school education for the 2018-2019 school year is carried out in accordance with the methodology for organizing and conducting the admission to state high school education for the 2011-2012 school year, approved by the Order of the Minister of Education, Research, Youth and Sports no. 4.802/2010 regarding the organization and conducting of the admission to state high school education for the 2011-2012 school year.

The aptitude tests organized for admission in the 2018-2019 school year to vocational high schools are carried out according to the methodology for organizing and conducting and the structure of the aptitude tests for admission to vocational high schools, provided in Annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.

Candidates who, during lower secondary education, pass international recognition exams for the certification of language skills in foreign languages may request the recognition and equivalence of the results obtained in these exams with the test for verifying knowledge of a modern language for admission to 9th grade classes with bilingual teaching programs of an internationally used modern language.

Admission to high school and vocational education*

The admission of 8th grade graduates to state high school education for the 2018-2019 school year takes place according to the regulatory framework approved by the Ministry of Education.

The admission of 8th grade graduates to state high school education for the 2018-2019 school year takes place in accordance with the methodology for organizing and conducting admission to state high schools for the 2011-2012 school year, approved by the order of the Minister of Education, Research, Youth and Sports no. 4.802/2010 regarding the organization and conduct of admission to state high schools for the 2011-2012 school year.

The aptitude tests organized for admission to vocational high schools in the 2018-2019 school year are conducted in accordance with the methodology for organizing and conducting, and the structure of the aptitude tests for admission to vocational high schools, provided in Annex no. 3 to the order of the Minister of National Education no. 4.432/2014, with subsequent amendments.

The admission of 8th grade graduates to state professional education for the 2018-2019 school year is conducted in accordance with the Methodology for organizing and conducting admission to state professional education, approved by the Order of the Minister of National Education and Scientific Research no. 5.068/2016.

The admission of 8th grade graduates to dual professional education for the 2018-2019 school year is conducted in accordance with the framework methodology for organizing and conducting admission to dual professional education for professional qualifications level 3, according to the National Qualifications Framework, approved by the order of the Minister of National Education no. 3.556/2017.

Candidates who, during middle school, pass internationally recognized exams for certifying language skills in foreign languages may request the recognition and equivalence of the results obtained in these exams with the modern language proficiency test for admission to 9th grade classes with bilingual programs for teaching a modern language of international circulation.

The national social program "Professional scholarship"*

“The Professional Scholarship” is a national social program addressed to all students attending vocational education and consists of monthly financial support.

Children of foreigners who are beneficiaries of a form of protection in Romania, or of foreigners, namely citizens of the European Union/European Economic Area and Swiss Confederation with the right of residence/settlement on the territory of Romania, who attend vocational education, are also eligible for the “Professional Scholarship”.

Students in vocational education cannot simultaneously benefit from the “Professional Scholarship” and the financial support granted to students under the national social protection program “Money for High School”.

At the level of the Ministry of Education, a national commission is established to monitor the awarding of the “Professional Scholarship”.

Social vouchers for kindergarten*

Educational incentives are granted to children from disadvantaged families if the following criteria are cumulatively met:

a) the child is enrolled in a preschool education institution, according to LEN no. 1/2011, with subsequent amendments and completions;

b) the monthly income per family member is up to twice the level of the guaranteed minimum income for a single person, as stipulated by Law no. 416/2001 regarding the guaranteed minimum income, with subsequent amendments and completions.

Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families; Government Decision No. 15/2016 for the approval of the Methodological Norms for the application of the provisions of Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families and the procedure for granting social vouchers for kindergarten.

Certification of the qualification of high school graduates, technological track*

This methodology includes rules for the organization and conduct of the certification exam for graduates of high school education, technological branch, hereinafter referred to as the certification exam, for obtaining the qualification certificate, in accordance with art. 31 para. (6) and art. 77 para. (6) and (7) of the National Education Law no. 1/2011, with subsequent amendments and additions.

Graduates of high school education, technological branch, who take and pass the certification exam obtain the qualification certificate, level 4, according to the National Qualifications Framework, and the descriptive supplement of the certificate, in Europass format.

Post-secondary education*

Post-secondary education is organized for professional qualifications established by the Ministry of National Education in accordance with the National Qualifications Register.

In post-secondary education, high school graduates with or without a baccalaureate diploma can enroll, admission being carried out in accordance with the general criteria established by the Ministry of National Education.

Post-secondary education is provided through the post-secondary school and the foremen's school. Both the post-secondary school and the foremen's school represent specialized training routes, with a duration of 1-3 years, depending on the complexity of the qualification.

Post-secondary education graduates who pass the professional qualification certification exam obtain a level 5 qualification certificate according to the National Qualifications Framework, corresponding to reference level 5 of the European Qualifications Framework (specialist technician) and the descriptive supplement of the certificate, according to Europass.

Post-secondary education is organized in post-secondary schools, within high schools with legal personality, or in colleges within accredited higher education institutions.

Education in state post-secondary education is financed through the local budgets of the administrative-territorial units, from the amounts broken down from the revenues of the state budget and from the revenues of the local budgets. Education can also be financed by applicants, individuals or legal entities, under a contract with the educational unit providing the education.

Education and vocational training credits obtained in post-secondary education may be recognized for graduates with a baccalaureate diploma by universities, based on the decisions of the university senate, as transferable study credit units for the bachelor's level.

Enrollment in primary education*

Enrollment in primary education is done based on a methodology approved by the Ministry of Education.

Thus, children who turn 6 years old by August 31, 2018, inclusive, must be enrolled in preparatory class, in accordance with the Education Law.

Parents must go to school inspectorates and educational institutions, these having the obligation to ensure information and counseling regarding enrollment.

At the headquarters of school inspectorates and educational institutions, lists with school districts must be displayed, and parents must be informed about the content of educational activities carried out in the preparatory class, the teaching approach, the organization of the school schedule, etc.

Children who turn 6 years old between September 1 - December 31, 2018, inclusive, may be enrolled if their psychosomatic development is appropriate.

All educational institutions have the obligation to provide information regarding the procedure for enrolling children in primary education, regardless of whether parents are part of the respective district or not.
