Procedure regarding the recognition of teaching positions obtained abroad*

The procedure regarding the automatic recognition by the University of Medicine and Pharmacy of Craiova of teaching positions in higher education obtained in accredited higher education institutions abroad implements the provisions of Order MENCȘ no. 5922/2016.

General provisions
(1) Teaching positions in higher education obtained in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and prestigious universities in other states included in the List of prestigious universities in other states, approved by order of the Minister of National Education and Scientific Research and updated periodically, are automatically recognized by the University of Medicine and Pharmacy of Craiova according to legal provisions in force.
(2) Teaching positions obtained at other accredited higher education institutions than those mentioned in paragraph (1) are recognized only on the basis of an international reciprocal recognition agreement concluded at intergovernmental or inter-university level.
(3) The provisions of this regulation apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third states.
(4) The occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.
(5) The University of Medicine and Pharmacy of Craiova consults, if necessary, the National Center for Recognition and Equivalence of Diplomas (hereinafter referred to as CNRED) and the National Council for Attestation of Titles, Diplomas and University Certificates for the analysis and approval of the recognition of the teaching position obtained abroad.
(6) The recognition of the teaching position by the University of Medicine and Pharmacy of Craiova is valid and produces legal effects at the level of the University of Medicine and Pharmacy of Craiova.
(7) The recognition of the teaching position by CNRED is valid and produces legal effects throughout Romania.
(8) At the proposal of the Board of Administration, the University Senate establishes a commission that evaluates the recognition file and pronounces a solution regarding the recognition request.

Required documents
The recognition file contains the following documents:
a) recognition request;
b) identity document - copy - and proof of name change - copy and certified translation (if applicable);
c) doctoral diploma, if the study document is obtained in Romania or at one of the accredited higher education institutions, respectively the recognition certificate issued by CNRED, if the study document is obtained at other accredited higher education institutions abroad;
d) proof of teaching position, issued by the originating institutions
e) self-evaluation grid endorsed by the Scientific Commission of the University and the Academic Vice-Rectorate.
f) form for fulfilling the minimum criteria established by the Senate for the occupation of the teaching position at UMFCV
g) fee for analysis and processing of the file for obtaining recognition of the teaching position obtained abroad, in the amount established by the University Senate in accordance with the legal provisions in force.

The University of Medicine and Pharmacy of Craiova may request, if necessary, other documents, in accordance with the criteria established in its own procedures.

Application response deadline
The deadline for resolving the recognition file is 60 days from the date of submission of the application for recognition of the teaching position.

Appeals deadline
The deadline for appeals is 5 days from the date of communication of the response.

Final documents
(1) The report of the commission evaluating the recognition file, in which it pronounces a solution regarding the recognition request.
(2) The recognition or non-recognition decision is issued after the approval of the University Senate by the Rector of UMFCV.

Procedure for recognition of the title of doctor and the doctoral diploma obtained abroad*

Procedure regarding the automatic recognition by the University of Medicine and Pharmacy of Craiova of the Doctorate degree and the PhD diploma obtained in accredited foreign higher education institutions - Implements the provisions of OMECTS no. 5923/2016.

General provisions:

1) UMFCV recognizes, according to the legal regulations in force, the PhD diploma and the Doctor title in sciences or in a professional field, obtained at:

a) accredited higher education or research-development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;

b) accredited higher education or research-development institutions included in the List of prestigious universities from other states, approved by an order of the Minister of National Education and Scientific Research, updated periodically;

c) accredited higher education or research-development institutions that are subject to an international reciprocal recognition agreement, concluded at intergovernmental or interuniversity level.

2) The National Centre for Recognition and Equivalence of Diplomas, hereinafter called C.N.R.E.D., recognizes the PhD diploma and the Doctor title in sciences or in a professional field, obtained at accredited higher education or research-development institutions from abroad, other than those mentioned in para. (1).

(3) The University of Medicine and Pharmacy of Craiova may request the CNRED's opinion regarding the recognition of the Doctor title in sciences and the PhD diploma.

(4) UMFCV collaborates permanently with C.N.R.E.D. in order to recognize the diplomas mentioned in para. (1) and sends a centralized report of the recognition requests every semester to C.N.R.E.D., if necessary.

(5) Recognition by UMFCV is carried out, based on its own procedure approved at the institution level, with the MEN-CNRED opinion, if necessary, for the purpose of enrollment in postgraduate programs, obtaining habilitation, occupying a teaching or research position within one of the above-mentioned institutions or units.

Required documents:

The file for the recognition of the PhD diploma obtained abroad by accredited higher education institutions or the units and institutions of public and private law included, according to the legal regulations, in the national research-development system includes:

a) recognition request;

b) identity document — copy and proof of name change — copy and certified translation (if applicable);

c) PhD diploma and its certified translation;

d) assumption of responsibility that the study document is authentic through a notarial declaration

e) certificate of authenticity of the study document from the issuing institution.

f) declaration for data processing in accordance with GDRP regulations.

g) other documents, if applicable, brought to the applicant’s attention within 10 days from the registration date of the request.

The UMFCV Senate may set the evaluation fee amount for the file at the UMFCV level.

Request resolution timeframe:

The deadline for resolving the recognition file at UMFCV level is 60 days from the submission of the complete file.

Appeals timeframe:

The applicant may submit an appeal within 5 days from the date of result communication. UMFCV establishes a committee that evaluates the recognition file and issues a decision regarding the recognition request submitted for the issuance of such a decision.

Procedure for automatic recognition of the quality of PhD supervisor obtained abroad*

The procedure regarding the automatic recognition of the status of PhD supervisor obtained previously in accredited foreign higher education institutions implements the provisions of MENCȘ Order No. 5921/2016.

Through this procedure, the status of PhD supervisor obtained at an accredited foreign higher education institution is automatically recognized within UMFCV.

The procedure applies to Romanian citizens and citizens of EU, EEA member states and the Swiss Confederation, who have obtained the status of PhD supervisor in accredited higher education institutions in EU, EEA member states and the Swiss Confederation, and in prestigious universities from other countries provided in the List of prestigious universities from other countries (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and periodically updated.

General provisions:
1. The status of PhD supervisor or habilitation obtained in accredited higher education institutions in member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities in other countries provided in the List of prestigious universities from other countries (https://www.cnred.edu.ro/en/updated-list-prestigious-foreign-universities) approved by order of the Minister of National Education and periodically updated, is automatically recognized by higher education institutions, namely the institutions organizing doctoral studies in Romania.

2. The status of PhD supervisor or habilitation obtained in other accredited foreign higher education institutions than those mentioned in point 1 is recognized only based on an international mutual recognition agreement, concluded at intergovernmental or inter-university level.

3. The provisions of this methodology apply to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation and citizens of third countries.

4. The exercise of the rights conferred by the quality of PhD supervisor and the occupation of a teaching position in the Romanian higher education system are carried out according to the legal regulations in force.

5. I.O.S.U.D. U.M.F. from Craiova may consult, if necessary, the National Center for Recognition and Equivalence of Diplomas and the National Council for Attestation of Titles, Diplomas and University Certificates.

6. The recognition of the status of PhD supervisor or habilitation by the University of Medicine and Pharmacy of Craiova is valid and produces legal effects only at the institutional level.

Required documents:
For the recognition of the status of PhD supervisor or habilitation, the applicant submits the recognition file to the I.O.S.U.D. U.M.F.Craiova secretariat.

The file includes the following documents:
a) application for recognition
b) identity document – notarized copy – and proof of name change – copy and notarized translation (if applicable); *
c) PhD diploma, if the degree was obtained in Romania or at one of the accredited higher education institutions mentioned in point 1, or the recognition certificate issued by CNRED if the degree was obtained at other accredited foreign higher education institutions; *
d) diploma/certificate proving the quality of PhD supervisor or habilitation, issued by the institutions provided in point 1 specifying the domicile; *
e) document certifying the field in which the PhD title was awarded; *
f) proof of evaluation fee payment in the amount established by the university management *

File processing time:
The resolution period for the recognition file is a maximum of 60 days from the submission date.

Deadline for appeals:
Appeals may be submitted within 15 days from the communication of the decision of recognition/non-recognition and are resolved at the level of I.O.S.U.D. U.M.F.C.V.
