State allowance for children*
The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18 and are attending high school or vocational education courses, organized according to the law, until their completion, except for those who are repeating the school year, except for those who repeat for health reasons, proven with a medical certificate.
The state allowance for children is also granted to the children of foreign citizens and stateless persons residing, under the law, in Romania, if they live together with their parents.
This right can be requested by either of the child's biological parents, as well as by the person who has adopted a child, provided they meet the eligibility criteria.

Granting leave and monthly allowance for child-rearing*
The allowance for raising children up to the age of 2, respectively 3 years in the case of a child with a disability, is a form of support to which are entitled persons who, in the last 24 months prior to the child's birth, have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to the provisions of Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions - income subject to tax, or have been in one or more of the situations called assimilated periods. Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

Granting social aid*
Social assistance is granted monthly, supplementing the net monthly incomes of the family or single person, to ensure the guaranteed minimum income. The payment of social assistance is provided by the Gorj County Agency for Payments and Social Inspection, from the budget of the Ministry of Labor and Social Justice.
For the amounts granted as social assistance, one of the adult members of the family who is fit to work must perform monthly actions or works of local interest for all family members, without exceeding the normal working regime; failure to fulfill this obligation leads to the suspension of social assistance, and if this obligation is not fulfilled within 3 months from the suspension, the payment of social assistance ceases.

Granting allowance for family support*
The family support allowance was established as a form of support for families/single persons with low income who are raising and caring for children up to 18 years old, if they earn net monthly income per family member of up to 530 lei.
Families who have school-age children in their care benefit from the allowance if the children attend, without interruption, the courses of an educational institution organized according to the law, except for those who interrupt them for medical reasons, and do not have unexcused absences during a semester that would cause their conduct grade to fall below 8. If one of the children, for reasons other than medical ones, does not attend without interruption the courses of an educational institution organized according to the law, he or she is taken into account when determining the family's average net monthly income, but is excluded from the number of children considered for the right to the allowance, and the allowance will be granted according to the number of children meeting the conditions provided by law.

Granting the monthly allowance to persons with severe disabilities*
Persons classified with a severe disability who have a personal assistant are entitled to have the employment of a personal assistant paid by the local public authorities or to receive a monthly allowance if they give up the employment of a personal assistant. In order to benefit from the monthly allowance, the applicant must have domicile or residence within the city of Targu Carbunesti.

Granting of educational incentive in the form of social vouchers for kindergarten*
Following the entry into force of Law no. 248/2015 regarding the stimulation of participation in preschool education for children from disadvantaged families, the educational incentive is established, in the form of social vouchers worth 50 lei per month.
The educational incentive in the form of social vouchers for kindergarten is granted to children from disadvantaged families, if they cumulatively meet the following criteria:
a. the child is enrolled in a preschool education unit;
b. the monthly income per family member is up to twice the minimum guaranteed income level for a single person, provided by Law 416/2001 regarding guaranteed minimum income, as subsequently amended and supplemented, namely 284 lei/person.

Granting insertion incentive*
PEligible persons (who, for 12 months during the 2 years prior to the child's birth, earned income from salaries, income from independent activities, income from agricultural activities, or were in one or more of the situations called assimilated periods) who, during the period in which they are entitled to parental leave, earn taxable income, are entitled to an insertion incentive amounting to 50% of the minimum monthly parental allowance.
For persons who earn taxable income at least 60 days before the child turns 2 years old, or 3 years old in the case of a child with disabilities, the insertion incentive is granted until the child turns 3 years old, or 4 years old in the case of a child with disabilities.
Any of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.
