Any person who owns a building located in Romania owes annual tax for that building except in cases where the legislation provides otherwise. Granting emergency aid*
Emergency assistance can be granted to families and single persons who have their domicile or residence in the Slava Cercheza commune, whose net monthly income is lower than the expenses necessary to overcome the situation for which the aid is requested and who are in one or more of the following socio-economic vulnerability situations that may lead to the risk of social exclusion: have serious health problems certified by medical documents; have been evicted/are at imminent risk of eviction; a person from the family receiving social aid has died or from a low-income family that has not received funeral aid from another institution; have children attending school, adult pupils or students, for the purpose of: paying school fees and/or other expenses related to attending an educational institution, purchasing supplies and/or clothing for them or paying expenses related to participation in a certain competition or at the award ceremony of a prize won; live in conditions unfit for a decent life, in houses degraded due to extreme poverty and need support to improve living conditions, for repairing homes and connecting to water and electricity networks or are homeless persons; are in situations of necessity as a result of destruction of immovable and movable property caused by fires or floods.
Emergency assistance cannot be granted to single persons/families who own one or more of the following assets: buildings or other living spaces outside the home of residence and household annexes; land adjoining the home and the related yard and other intravilan land exceeding 1,000 sqm; car/cars and/or motorcycle/motorcycles less than 10 years old except for those adapted for people with disabilities or intended for their transportation or for dependent persons as well as for the use of people living in hard-to-access areas; more than one car/motorcycle older than 10 years; vehicles: vans, trucks of any kind with or without trailers, caravans, buses, minibuses; bank deposits exceeding 3,000 lei (a statement on own responsibility will be given referring to the provisions of art. 326 of the Penal Code regarding false statements).

Granting the monthly allowance to the person with severe disability*
Persons classified as having a severe disability with a personal assistant are entitled to have a personal assistant hired and paid by the local public authorities or to receive a monthly allowance if they give up hiring a personal assistant; the allowance is equivalent to the net salary of a beginner social worker with secondary education from budgetary units, other than those with beds.
The social benefits and vulnerable persons service has the obligation to take the necessary measures to ensure the granting of the allowance equivalent to the net salary of a beginner social worker with secondary education from budgetary units, other than those with beds, to all persons in need, classified as having a severe disability with a personal assistant, without any discrimination.
To benefit from the monthly allowance, the applicant must have domicile or residence on the territory of the commune Slava Cercheza.

Granting of child-raising allowance*

Persons classified with severe disability with a personal assistant are entitled to have the employment of a personal assistant ensured by the local public authorities, in order to facilitate equal opportunities, ensure an autonomous life, and promote social inclusion. The social benefits and vulnerable persons service has the obligation to take the necessary measures to ensure the employment of personal assistants for all persons in need, classified with severe disability with a personal assistant, without any discrimination. The same service also monitors the activity of personal assistants.

The fiscal attestation certificate is issued by the Taxes and Fees Department of the Slava Cercheza City Hall at the request of taxpayers, based on an application for issuing the fiscal certificate. In the case of transferring ownership of buildings, land, and transportation means, the fiscal certificate must attest to the payment of all tax obligations owed to the local public administration authority in whose jurisdiction the property to be transferred is fiscally registered. Declaration of vehicles for natural person/legal entity*
Any person who owns a means of transport that must be registered/recorded in Romania owes an annual tax for the means of transport, except in cases where the legislation provides otherwise. The tax on the means of transport is owed for the entire fiscal year by the person who holds the ownership right over a means of transport registered or recorded in Romania as of December 31 of the previous fiscal year. In the case of acquiring a means of transport, the owner is required to submit a declaration to the local tax authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as applicable, within 30 days from the date of acquisition and owes the tax on means of transport starting from January 1 of the year following the registration or recording of the means of transport. If the means of transport is acquired in a state other than Romania, the owner is required to submit a declaration to the local tax authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as applicable, and owes the tax on means of transport starting from January 1 of the year following its registration or recording in Romania. In the case of deregistration of a means of transport, the owner is required to submit a declaration to the tax authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as applicable, within 30 days from the date of deregistration and ceases to owe the tax starting from January 1 of the following year.
