According to Law 278/2015, the Order of General Nurses, Midwives, and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualifications of general nurse, midwife, and nurse, in other EU Member States.

The activities of certification of Romanian qualification titles of general nurse, midwife, and nurse, in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, as amended and supplemented. As appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the mentioned Romanian titles, accompanied by the corresponding documents, are submitted through PCUe to the county branch/ of the Municipality of Bucharest of OAMGMAMR, of which the applicant is a member. If the applicant has NOT acquired the status of a member of OAMGMAMR, the application is submitted online through PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

In case the applicant does not attach all the requested documents or it is found that the file is incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is obliged to complete the file with all requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the level of the specialized structure of National OAMGMAMR, and within 90 days from the registration of the complete electronic file, they will be sent online to applicants through PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
