Bucharest College of Pharmacists*

Resumption of membership is done based on a request, which the applicant, the pharmacist, submits to the headquarters of the Territorial College, respectively the College of Pharmacists Bucharest, through which they request the resumption of membership starting from a certain date.

Regarding the Current Professional Certificate, we would like to make the following clarifications:

In accordance with the provisions of the Pharmacy Law no. 266/2008 in the consolidated form as published in the Official Gazette no. 448/30.06.2009 part I, as well as the Implementation Norms published in the Official Gazette no. 538/03.07.2009 part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishment of new pharmaceutical units, as well as changes of the chief pharmacist - for those who will take over the position), will address the county colleges for obtaining the Current Professional Certificate.

Also, this document is necessary for pharmacists who wish to practice their profession outside the country.

The methodology for issuing and releasing the Current Professional Certificate was established by Decision 1 /15 September 2023, a decision published in the Official Gazette of Romania Part I no. 966 of 25.10.2023.

Below, we present the main provisions of Decision no. 1/2023, as follows:

- The Current Professional Certificate will be issued by the College of Pharmacists of Romania and released by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issue;

- Within a maximum of three days from receiving the request to issue the Current Professional Certificate, the territorial college will send the standard application to the College of Pharmacists of Romania for the issuance and release of the document;

- Within a maximum of 10 days from receipt of the application, C.F.R. will issue the certificate and send it to the territorial college;

- The territorial college will keep a Register of records – with identification data of the Current Professional Certificates issued to pharmacists from the respective county – and will hand them over to the applicants with signature of receipt.

The fee for issuing the Current Professional Certificate, in the amount of 150 lei, is to be paid to the account of the territorial College RO45BRDE410SV26208314100.

The membership certificate is granted to pharmacists who, by making an express request in this regard, meet the following conditions: hold an official qualification in pharmacy, are not found in any cases of unworthiness or incompatibility provided by law, are medically fit to practice as a pharmacist, have not interrupted the practice of the profession for more than 5 years or have obtained their bachelor's degree in the last 5 years, the registration fee is paid into the territorial college account RO45BRDE410SV26208314100.

In order to proceed with the issuance of a duplicate Member Certificate of the College of Pharmacists of Romania, the applicant must submit the complete documentation at the headquarters of the College of Pharmacists Bucharest, in accordance with the provisions of Decision no. 4/2004 of the National Council of the College of Pharmacists of Romania, as presented in the documents below.

The transfer note is issued by the college where the pharmacist is registered, based on an application. Before the transfer note is issued, the requesting pharmacist is required to pay up to date the membership fee owed to the college from which they wish to transfer. The transfer note will be handed over, with signature, to the applicant. In the pharmacists' record register, the college to which the pharmacist has transferred will be mentioned. If a complaint has been filed or a disciplinary investigation has been initiated against the pharmacist at the college from which they are transferring, the complaint or, as the case may be, the disciplinary file will be sent to the college to which the pharmacist is transferring.

The suspension of membership is effected when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the Territorial College, namely the Bucharest College of Pharmacists, a request by which they apply for the suspension of membership. At the time of requesting this suspension, the pharmacist must have paid the membership fee until the end of the year and must meet the requirement of continuous professional development through a number of 40 EFC hours for the respective period.

The pharmacist is obliged to inform the College of Pharmacists of Romania within 30 days of resuming activity.
