Automatic recognition of teaching positions in higher education obtained in accredited higher education institutions abroad*
The procedure applies within the Technical University of Civil Engineering Bucharest to citizens of member states of the European Union, of the Swiss Confederation, who have obtained the status of PhD supervisor in accredited higher education institutions in member states of the European Union, in the Swiss Confederation, of the European Economic Area, in the Swiss Confederation, and prestigious universities in other countries included in the "List of prestigious universities in other countries," approved by order of the Minister of National Education and Scientific Research OMECTS no. 5825/2016 and periodically updated, for the purpose of establishment on the territory of Romania. Only in the case of temporary practice, the provisions of Law no. 200/2004 and Art. 296 of the National Education Law no. 1/2001 apply directly.
(1) Reserved or temporarily vacant teaching positions are filled with priority by tenured teaching staff of the institution or by associated teaching staff, paid hourly, according to the law.
(2) The employment of specialists with recognized scientific and professional value in the field from the country or abroad, as invited associated teaching staff, is approved by the associated teaching council, paid hourly, according to the law.
Applicants who do not fall under one of the above situations will address themselves directly to the National Center for Recognition and Equivalence of Diplomas within the Ministry of National Education and Scientific Research
Teaching positions obtained at other accredited higher education institutions than those mentioned above are recognized only based on an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.
Study documents subject to recognition are authenticated with the Hague Apostille for states that are parties to the Hague Apostille Convention, and for other states, the study documents are superlegalized or accompanied by a certificate of authenticity issued by the competent authorities from the country of origin.
Exemption from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.
The Rectorate requests from the Faculty to which the teaching position subject to recognition belongs, a committee made up of 3 specialists, having a teaching position at least equal to that of the applicant, who within 5 working days, verify and express themselves on the fulfillment of the conditions for recognition of the proven teaching position. If unclear situations are found, the committee requests additional documents from the applicant, who is obliged to submit the requested documents within a maximum of 5 working days.
Otherwise, the committee will reject the recognition request. If the conditions are found to be met, the committee of specialists will draft an Analysis Report with the proposal for recognition of the teaching position.
Following the Analysis Report, the Rector of UTCB issues the recognition decision. The certificate of recognition of the teaching position is issued by the Rectorate Secretariat within a maximum of 5 working days from notification, according to the model in this procedure.
For dossier analysis a processing fee, established annually by the University Senate in the UTCB Fee Regulation, is charged, which will also include postal fees for correspondence with the applicants.

The procedure aims to establish the way in which the Technical University of Civil Engineering Bucharest (UTCB) recognizes the doctoral title obtained in accredited higher education institutions abroad, in compliance with the principle of legality, university autonomy, transparency, responsibility, and the ethical and deontological norms in force.
The procedure applies within the Technical University of Civil Engineering Bucharest for the automatic recognition of the doctoral title obtained in accredited higher education institutions abroad.
Applicants who are eligible to submit requests for the automatic recognition of the doctoral diploma and the doctoral title in sciences or in a professional field are those who have obtained the respective diploma and title at:
- accredited higher education or research and development institutions from a member state of the European Union, the European Economic Area, and the Swiss Confederation;
- accredited higher education or research and development institutions included in the List of prestigious universities from other states, approved by order of the minister of national education and scientific research, periodically updated;
- accredited higher education or research and development institutions that are subject to an international reciprocity recognition agreement, concluded at inter-governmental or inter-university level.
All applicants who do not fall into one of the situations mentioned above will address themselves directly to the National Center for Recognition and Equivalence of Diplomas within the relevant ministry.
Applicants must have the doctoral diploma and the doctoral title in sciences in one of the doctoral fields accredited at UTCB.
The applicant's file is submitted, in the first stage by e-mail to the UTCB Rector's Office Secretariat, which checks the documents in the file before registering it.
The file is registered after verifying the documents.
The Rector's Office Secretariat checks the file for completeness and sends it for analysis to a Recognition Committee appointed by the Rector.
Within 30 working days from the file submission, the Recognition Committee appointed by the Rector will communicate to the applicant the approval or, as the case may be, the refusal for the recognition of the doctoral diploma and title in sciences, together with the reasoning of the decision.
If the application is not approved, the applicant may file an appeal within 5 working days from receiving this information. The appeal is analyzed within 5 working days by an Appeals Committee appointed by the Rector and the result will be communicated in writing to the applicant.
The following clarifications are made regarding the authentication of the doctoral diploma to be presented for recognition:
- For states that are parties to the Hague Apostille Convention, the study documents subject to equivalence/recognition must be endorsed with the Hague Apostille by the competent authorities of the issuing countries; study documents from Italy, Greece, Spain, Portugal, and Cyprus will be endorsed with the Hague Apostille, the other EU member states being excepted.
- For states that are not parties to the Hague Apostille Convention, the study documents will be superlegalized or will be accompanied by a Certificate of authenticity issued by the competent authorities of the country of origin. Superlegalization is applied either by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of that country in Romania, and the Ministry of Foreign Affairs of Romania. For countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, the study documents will have the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country.
- Exemption from superlegalization is permitted under the law, an international treaty to which Romania is a party or on the basis of reciprocity.
- Any of the legalized copies (but not the legalized translation) may be replaced by a simple copy only if the respective document is presented in the original

The procedure aims to establish the way in which the Technical University of Civil Engineering Bucharest (UTCB) recognizes the quality of doctoral supervisor obtained in accredited higher education institutions from abroad, respecting the principles of legality, university autonomy, transparency, responsibility, and the applicable ethical and deontological norms.
The exercise of the rights conferred by the quality of doctoral supervisor and holding a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.
The procedure applies within the Technical University of Civil Engineering Bucharest for the automatic recognition of the quality of doctoral supervisor obtained in accredited foreign higher education institutions, for applicants who have obtained the quality of doctoral supervisor or habilitation at:
a) accredited higher education institutions from member states of the European Union or the European Economic Area or from the Swiss Confederation;
b) prestigious universities included in the List of prestigious universities from other states, approved by order of the competent minister, periodically updated;
c) accredited higher education institutions from abroad, which are the subject of an international mutual recognition agreement, concluded at intergovernmental or interuniversity level.
All applicants who do not fall into one of the situations mentioned above will address directly the National Center for Recognition and Equivalence of Diplomas within the competent ministry.
Applicants must have the status of doctoral supervisor in one of the doctoral fields accredited at UTCB.
After receiving the favorable resolution from the CSD and the favorable opinion from the CSUD, the candidate will submit an affiliation request to the Doctoral School of UTCB, according to the provisions of the Doctoral School Regulations. The affiliation request will be endorsed by the director of the department where the applicant will be assigned. At the same time, the candidate will submit the original documents for validation of the copies, submitted in the first stage, “according to the original”.
The UTCB Senate will issue a decision regarding the affiliation request and will grant the status of member of the Doctoral School of UTCB.
