Bacau Pharmacists’ College*

In order to proceed with the issuance of a duplicate Certificate of Membership of the Romanian College of Pharmacists, the applicant must submit the complete documentation at the headquarters of the Bucharest College of Pharmacists, in accordance with the provisions of Decision no.4/2004 of the National Council of the Romanian College of Pharmacists, the documents presented below.

The suspension of membership status occurs when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits a request at the headquarters of the territorial College, namely the Bucharest Pharmacists' College, requesting the suspension of membership status. When this suspension is requested, the pharmacist must have paid the membership fee until the end of the year and must fulfill the condition of continuous professional training by completing 40 EFC hours for the respective period.

The pharmacist is obliged to inform the Romanian Pharmacists' College within 30 days after resuming activity.

Resumption of membership is done based on an application, which the applicant, the pharmacist, submits to the headquarters of the Territorial College, namely the Bucharest College of Pharmacists, requesting the resumption of membership starting from a certain date.

The membership certificate is granted to pharmacists who, making an express request to this effect, meet the following conditions: hold an official pharmacy qualification, are not found in any of the cases of unworthiness or incompatibility provided by law, are medically fit to practice the profession of pharmacist, have not interrupted the practice of the profession for more than 5 years or have obtained their degree in the last 5 years, have paid the registration fee (the fee is paid into the account of the territorial college amounting to 208 lei for persons who registered within 1 YEAR of graduation and 235 lei for other persons).

Regarding the Current Professional Certificate, we would like to make the following clarifications:

In accordance with the provisions of Pharmacy Law no. 266/2008 in its consolidated form as published in the Official Gazette no. 448/30.06.2009 part I, as well as the Implementation Rules published in the Official Gazette no. 538/03.07.2009 part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of establishment of new pharmaceutical units, as well as changes of chief pharmacist – for those who will take over the position), shall address the county colleges in order to obtain the Current Professional Certificate.

Also, this document is required for pharmacists who wish to practice their profession outside the country.

The methodology for drafting and issuing the Current Professional Certificate was established by the Decision of the National Council of the C.F.R. no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007.

We present below the main provisions of Decision no. 1/2007 as follows:
- The Current Professional Certificate will be drafted by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issue;

- Within a maximum of three days from receiving the application for the issuance of the Current Professional Certificate, the territorial college will send the standard application to the College of Pharmacists of Romania for the drafting and issuance of the document;

- Within a maximum of 30 days from receiving the application, C.F.R. will draft the certificate and send it to the territorial college;

- The Current Professional Certificate will be issued by the College of Pharmacists of Romania who will draft it and send it to the territorial college;
- The territorial college will draft a records register – with the identification data of the Current Professional Certificates issued to pharmacists in the respective county – and will hand them over to applicants with acknowledgment of receipt.

The fee for issuing the Current Professional Certificate, in the amount of 100 lei, will be paid into the account of the territorial College.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before issuing the transfer note, the requesting pharmacist is obliged to pay up-to-date the dues owed to the college from which they wish to leave. The transfer note will be handed, under signature, to the applicant. In the pharmacists' record register (https://portal.tm-c.eu/LstFarma/ColegFarm), the college to which the pharmacist has transferred will be mentioned. If a complaint has been registered against the pharmacist at the college from which they are transferring or a disciplinary investigation has been initiated, the complaint or the disciplinary file will be transmitted to the college to which the pharmacist is transferring.
