Automatic recognition of teaching positions in higher education obtained at accredited higher education institutions abroad*
Through this procedure, only within the University Politehnica of Bucharest, the teaching positions in university education obtained in accredited institutions abroad by Romanian citizens, citizens of the member states of the European Union, from the Swiss Confederation, and from third countries, are automatically recognized for:
a. accredited university education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
b. prestigious universities from other states listed in the List of Prestigious Universities from Other States, approved by order of the Minister of National Education no. 5462/2018, and periodically updated;
c. other accredited university education institutions abroad, other than those mentioned, only based on a mutual recognition agreement concluded at intergovernmental or inter-university level.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved, vacant or temporarily vacant teaching positions are to be filled with priority by the tenured teaching staff of the institution or by associated teaching staff.
The occupation of a teaching position in the Romanian university education system is carried out according to the legal norms in force.

Recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*
Through this procedure, only within the Polytechnic University of Bucharest, the doctorate diploma and the title of doctor in sciences or in a professional field obtained abroad are recognized.
The procedure applies to Romanian citizens, citizens from member states of the European Union, the European Economic Area, the Swiss Confederation, and from third countries, who have obtained the title of doctor from accredited institutions of higher education or research and development from EU member states, the European Economic Area, the Swiss Confederation, from prestigious universities in other states listed in the List of prestigious universities from other states, approved by Order of the Minister of National Education no. 5462/2018, or covered by an international mutual recognition agreement, concluded at intergovernmental or inter-university level.
The procedure applies only for enrollment in postgraduate study programs, for obtaining habilitation, for occupying an academic position or for occupying a research position within the “Vasile Alecsandri” University of Bacău.
Only in the case of temporary practice, the provisions of Law no. 200/2004 and art. 296 from LEN no. 1/2011 apply directly. Reserved, vacant or temporarily vacant academic positions are filled with priority by tenured academic staff of the institution or by associated academic staff.
The exercise of the rights conferred by the status of doctoral supervisor and holding an academic position in the Romanian education system are carried out according to the legal regulations in force.

Required documents

Authentication of study documents subject to recognition
- Doctoral diplomas obtained in Italy, Greece, Spain, Portugal and Cyprus will be endorsed with the Hague Convention Apostille, other EU member states being exempt;
- Diplomas issued in countries outside the EU that are signatories of the convention, will be endorsed with the Hague Convention Apostille;
- Diplomas issued in countries outside the EU, non-signatories of the Hague Convention, will be superlegalized by the competent authorities from the country issuing the diploma. Superlegalization is applied by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs of Romania;
- Diplomas issued in countries outside the EU, where there are no Romanian diplomatic missions or they have no diplomatic missions in Romania, will bear the visa of the Ministry of Education and that of the Ministry of Foreign Affairs of the issuing country;
- Exemption from apostille or superlegalization is permitted under the law, an international treaty to which Romania is a party, or on the basis of reciprocity.
Document evaluation
After checking the documents in the file, CSUD forwards the file, for resolution, to the doctoral school corresponding to the field of the PhD.
The doctoral school, through the doctoral school's council, decides to form a committee of 3 academic staff, doctoral supervisors in the field of the PhD thesis, who analyze, within 10 days, the request for recognition and, finally, enter a resolution for recognition or non-recognition of the doctoral diploma and title.
The resolution is transmitted by the doctoral school to CSUD which, after endorsement, forwards it for approval to the Board of Administration of UPB, after which the Rector’s Decision is issued, which is communicated by CSUD to the applicant.
The issuance of the Recognition Decision is done:
- Decision at the Registry, at the university headquarters, during university working hours;
- by mail, to the declared address;
- through the Single Electronic Contact Point (PCUe).
Issuance of a duplicate
- No duplicate is issued, only a copy, the document being applicable only within the Polytechnic University of Bucharest.
Appeal procedure
- Appeals, in case of non-recognition, are submitted within 15 calendar days from notification, by an application submitted at the University's Registry or sent to cabinet.rector@upb.ro. Appeals are resolved within 10 calendar days of registration. Following the appeal, the decision may be challenged in the competent courts of law.

Automatic recognition of the status of PhD supervisor obtained in accredited higher education institutions abroad*
Through this procedure, the PhD supervisor status obtained at an accredited higher education institution abroad is automatically recognized within the Politehnica University of Bucharest.
The procedure applies to Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation, and third states, who have obtained the status of PhD supervisor in accredited higher education institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and in prestigious universities from other countries provided in the List of prestigious universities from other countries, approved by Order of the Minister of National Education no. 5462/2018.
Only in the case of temporary exercise, the provisions of Law no. 200/2004 and art. 296 of LEN no. 1/2011 apply directly. Reserved, vacant or temporarily vacant teaching positions are covered as a priority by the institution's tenured teaching staff or by associated teaching staff.
The exercise of the rights conferred by the status of PhD supervisor and holding a teaching position in the Romanian education system is carried out according to the legal norms in force.
The procedure for automatic recognition as PhD supervisor or habilitation obtained abroad applies to:
- accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation;
- prestigious universities from other countries provided in the List of prestigious universities from other countries, approved by order of the Minister of National Education and periodically updated;
- other accredited foreign higher education institutions than those mentioned above, only on the basis of an international convention of mutual recognition, concluded at intergovernmental or inter-university level;
- Romanian citizens;
- citizens from member states of the European Union, the European Economic Area, from the Swiss Confederation;
- citizens from third states.

e) Meeting the minimal national standards, according to OMECTS no. 6129/20.12.2016.
Authentication of educational documents subject to recognition
- PhD diplomas obtained in Italy, Greece, Spain, Portugal, and Cyprus must be endorsed with the Hague Convention Apostille, other EU member states being exempted;
- Diplomas issued in non-EU states, signatories of the convention, must be endorsed with the Hague Convention Apostille;
- Diplomas issued in non-EU states, non-signatories of the Hague Convention, must be super-legalized by the competent authorities of the issuing country. Super-legalization is applied by the Ministry of Foreign Affairs of the issuing country and the Embassy/Consular Office of Romania in that country, or by the Ministry of Foreign Affairs of the issuing country, its Embassy/Consular Office in Romania, and the Ministry of Foreign Affairs of Romania;
- Diplomas issued in non-EU states, where there are no Romanian diplomatic missions or they do not have diplomatic missions in Romania, will bear the stamp of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country;
- Exemption from apostille or super-legalization is permitted under the law, a treaty to which Romania is a party, or based on reciprocity.
Document evaluation
After verifying the documents in the file, CSUD forwards the file to the Senate Chancellery of UPB for checking the fulfillment of the minimal standards, and then for resolution, to the doctoral school corresponding to the doctoral field.
The doctoral school, through its council, decides the formation of a commission of 3 academic staff, PhD supervisors in the field in which the habilitation was obtained abroad, who will analyze, within 10 days, the recognition request and, finally, record a resolution of recognition or non-recognition of the habilitation diploma (habilitation certificate) obtained abroad.
The resolution is forwarded by the doctoral school to CSUD which, after endorsement, sends it for approval to the Administrative Council of UPB, after which the Rector's Decision is issued and communicated by CSUD to the applicant.
Issuance of Recognition Decision
- The recognition decision is issued at the university headquarters during the university’s working hours;
- by mail, to the declared address;
- through the electronic Single Point of Contact (PCUe).
Issuance of duplicate
- No duplicate is issued, only a copy, the document being applicable only within the Politehnica University of Bucharest.
The Procedure for Automatic Recognition of the Quality of PhD Supervisor obtained in accredited higher education institutions abroad can also be consulted and initiated through the Single Electronic Contact Point.
Legal framework
OMECȘ no. 5921/06.12.2016 for the approval of the Methodology on the automatic recognition, by higher education institutions, respectively the institutions organizing doctoral university studies in Romania, of the quality of PhD supervisor obtained in accredited higher education institutions abroad.
