Urbanism - Request for Extension of Urbanism Certificate*
For the extension of the validity of the urbanism certificate, a standard application form (according to Form - model F.7 - APPLICATION for the extension of the validity of the urbanism certificate) must be filled in and submitted to the issuing authority, accompanied by the issued urbanism certificate in original. Issuance of operating permit for carrying out public catering activities and recreational and entertainment activities.*
The operating permit issued under the conditions of this procedure allows merchants, natural or legal persons authorized according to the law, to carry out public catering activities and recreational and entertainment activities. These activities are carried out with reference to the public catering activities and recreational and entertainment activities provided in the annex to Government Ordinance no. 99/2000 regarding the marketing of products and market services, republished, as well as in other relevant regulatory acts.
In order to obtain the operating permit, the merchant will address the City Hall of Cluj-Napoca by submitting an application Form C - STANDARD APPLICATION for issuing the operating permit, in which both the merchant's identification elements: merchant name, registered office, company identification number (CUI), registration number at the Trade Register Office, representative, as well as the address of the working point for which the operating permit is requested, the activities to be carried out at this working point, and the proposed operating hours will be entered.
This standard application is accompanied by documentation that includes documents established in correlation with the activity/activities to be carried out at the work point, in compliance with the applicable legislative provisions. The structure that deals with the application is the Municipality's Patrimony and Property Registration Directorate, Trade Authorization Service.

Issuance of operating permit for carrying out car maintenance and repair activities*
The operating permit issued under the conditions of this procedure allows traders, natural or legal persons authorized according to the law, to carry out car maintenance and repair activities. These activities refer to car maintenance and repair activities provided for in the annex to Government Ordinance no. 99/2000 on the marketing of goods and market services, republished, as well as other relevant regulatory acts.
In order to obtain the operating permit, the trader shall address the City Hall of Cluj-Napoca by submitting an application - Form D - STANDARD APPLICATION for the issuance of the operating permit, in which both the identification elements of the trader shall be entered: trader's name, registered office, tax identification code, registration number at the Trade Register Office, representative, as well as the address of the working point for which the operating permit is requested, the activities to be carried out at that location, the proposed operating schedule.
This standard application is accompanied by documentation including documents established in relation to the activity/activities to be carried out at the working point, in compliance with the applicable legislative provisions. Notice DALI/SF phase for the architectural lighting solution for monument buildings/ buildings located in the protection area of monuments.*
According to HCL 416/2019 regarding the approval of the General Plan for Architectural Lighting of heritage value objectives located in the municipality of Cluj-Napoca, in the protection area of historical monuments, the architectural lighting system must comply with a series of technical and light quality requirements. The permit must be requested for construction/modernization works of buildings in the protection area, respectively for the rehabilitation of buildings or historical monument objectives, if the rehabilitation/modernization/construction project also proposes the installation of an architectural lighting system. An architectural lighting system means any lighting system that contributes to the enhancement/highlighting at night of an objective, regardless of its purpose.

The applicant for the urbanism certificate is the natural or legal person interested in receiving from the competent public administration authority information regarding a property, land and/or constructions for the purposes defined in art. 6 of the law. In order to issue the urbanism certificate, the applicant will address the Cluj-Napoca City Hall by submitting an application according to the F1 form - APPLICATION for issuing the urbanism certificate, in which both the identification elements of the property for which the urbanism certificate is requested: locality, cadastral number and land register number, where applicable, unless the law provides otherwise, as well as the elements that define the purpose of the request will be entered. Green spaces - Request for issuance of principle approval*
The applicant for the PRINCIPLE APPROVAL issuance is the individual or legal entity interested in receiving from the Green Spaces Service the principle approval requested in the urban planning certificate, which is intended to be submitted in the file for the purpose of issuing the construction authorization.
**For the issuance of the PRINCIPLE APPROVAL, the applicant will address the Municipality of Cluj-Napoca by submitting a request (IT IS NOT A STANDARD FORM) to the Green Spaces Service. The request must obligatorily include:* beneficiary's name/surname, *street/no./apartment of the property for which the approval is requested, *name/surname/company name (designer), correspondence address, phone number, purpose for which the approval is requested.

Issuing the street trading land subscription concerning the land related to the urban furniture intended for displaying food products such as fruits and vegetables placed on the public or private domain of Cluj-Napoca municipality*
This subscription allows merchants, natural or legal persons (authorized to carry out activities for the sale of food products such as fruits and vegetables) to carry out the activity of displaying products on the urban furniture intended for this purpose, placed both on public and private property of the municipality of Cluj-Napoca.
In order to obtain a street trade land subscription that covers the land belonging to the urban furniture intended for displaying food products such as fruits and vegetables, the merchant shall address the City Hall of Cluj-Napoca by submitting a standard application. This is to be registered at least 30 days before the activity starts. The standard application will include the identification details of the merchant: merchant name, registered office, fiscal code, registration number at the Trade Register Office, representative, as well as the address of the workplace in front of which it is desired to install the street furniture. This standard application is accompanied by documentation that includes the documents established by the regulatory acts of the local authority.
The structure in charge of the application is the Directorate of Municipal Patrimony and Property Records, Trade Authorization Service. The subscription is valid for one year. Its extension is to be done at the written request of the merchant submitted at least 30 days prior to the expiration of the subscription. All documents required for the initial issuance of the subscription must be attached to the extension request.

The operating permit issued under the conditions of this procedure allows traders, individuals or legal entities authorized according to the law, to carry out retail/trade activities, cash and carry, ambulant type, and service providing activities (other than public catering, recreational and entertainment activities, as well as vehicle maintenance and repair).

This is registered at least 30 days before starting the activity.
