Granting aid for heating the home and supplement for energy*
- homeowner;
- legal successor of the homeowner:
- person who has transferred the home based on a sale-purchase contract with maintenance clauses or the right of habitation;
- holder of a rental, commodatum, or concession contract;
- another adult family member authorized by the homeowner or by the holder of the rental contract;
- legal representative of the single person who does not have legal capacity (persons under interdiction, etc.)
- copies of identity documents for all family members;
- supporting documents regarding the incomes earned in the month prior to submitting the application (salary certificate mentioning YES/NO meal vouchers, vacation vouchers, pension slips, unemployment slips, etc.); for persons who do not have incomes or whose amounts cannot be proved otherwise, a notarized statement must be submitted for this purpose;
- copy of the latest natural gas/electricity bill (for persons requesting heating aid/supplement for gas or electricity).

Granting the right
Meals at the social assistance canteen are granted on the basis of an application-statement on one's own responsibility, accompanied by supporting documents regarding the family composition, the income earned in the month prior to the submission of the application by its members, and the assets held, including in other administrative-territorial units.
Leave and monthly allowance for child raising*
- GEO 111/2010 – regarding parental leave and the monthly allowance for raising children, with subsequent amendments and additions

- leave for caring for a child with disabilities up to the age of 7 years and the corresponding allowance;
- monthly support for the parent with severe or accentuated disabilities who cares for a child with/without disabilities up to the age of 7 years inclusive (SL);
- monthly support for the healthy parent who does not have contribution period, but who cares for a child with disabilities up to age 7 (SL);
- allowance for the parent who has in care a child with severe or accentuated disability, up to the child’s 18th birthday, and who has a reduced work schedule of 4 hours;
To obtain parental leave for raising the child up to 2 years old, or up to 3 years for a child with disabilities and the corresponding allowance, as well as to obtain the insertion incentive or leave for raising a child with disabilities up to the age of 7, applicants must prove that in 12 of the 24 months prior to the child’s birth, or the last 12 months prior to requesting the right (for leave to care for a child with disabilities aged between 3 and 7 years), they have earned professional income subject to income tax.
To obtain ICC/S/SL the parent submits the following documents:
- standard application Annex 1;
- copy of parents’ ID card.
For foreign or stateless citizens, the documents showing the identity, domicile or residence of themselves and their children on Romanian territory, as well as the legal status of the children, are those issued by the authorities from their country of origin, translated and confirmed by the Romanian authorities, and/or, where applicable, those issued by the Romanian authorities
- copy of the child’s birth certificate / other children;
- other documents, as applicable, showing the legal status of the child:
- court judgment / divorce agreement establishing the child’s domicile;
- court judgment for entrusting for adoption;
- court judgment for approval of adoption;
- court judgment or, as appropriate, the decision of the commission for child protection for special protection measure of placement;
- order of the general director/executive director of the general directorate for social assistance and child protection or, as appropriate, court judgment for the special protection measure of placement in an emergency regime;
- death certificate of one of the parents;
- other documents, at the request of DAS
- copy of marriage certificate, judgment/agreement of divorce (if applicable)
- copy of disability certificate for the child/parent (if applicable)
- certificate proving that the applicant has earned professional income subject to income tax in 12 out of the 24 months preceding the child’s birth, as follows:
- standard certificate issued by employer Annex 2 for those who have an employment contract
- certificate from AJOFM for those who have benefited from unemployment allowance
Or, as applicable:
- ANAF certificate regarding the income obtained (even if activity was carried out at a loss) for those who have independent activities (II, PFA, IF, administrator/associate of a commercial company, individual medical practice), as well as for those who carried out their activity based on service contracts, mandate, collaboration, civil conventions
- tax declaration / single declaration submitted by those with income from independent activities
- copy of service contract, mandate, collaboration, civil conventions
- producer certificate (including as a producer or family member of the producer the applicant)
- certificate showing withheld tax on income earned for those who had income based on service contracts, mandate, collaboration, civil conventions
- standard certificate Annex 3 showing the person earns income (only for obtaining the incentive)
- certificate issued by the maternity allowance payer showing the last day of maternity (employer or, as applicable, AJOFM, Health Insurance House)
- copy of the application to the employer requesting to enter parental leave
- copy of the decision to suspend activity in order to grant parental leave (tax declaration from AJFP in case of independent activities)
- copy of the employment contract (for the situation where the allowance is requested for the parent who has in care a child with severe or accentuated disability, up to the child’s 18th birthday, and has a reduced work schedule of 4 hours)
- copy of the employment contract, as well as its translation, for applicants who have earned professional income abroad (EU countries, Switzerland, Norway, Iceland, Liechtenstein), along with 3 translated “salary slips”
- proof of income earned abroad (EU countries, Switzerland, Norway, Iceland, Liechtenstein), if these were represented by periods of unemployment or medical leave
- standard declaration on own responsibility by the applicant showing that the minor is not placed in foster care Annex 4

Granting vignette - people with disabilities*
ü May benefit from free rovinieta:
a) the person with disabilities, owner of a car
b) the companion/single parent of the person with disabilities, owner of a car
c) the personal assistant of the person with severe disability (child or adult), owner of a car
ü Deadline for submitting the documentation:
- the 5th day of the month in which the validity of the rovinieta already held by the beneficiary expires
- the 5th day of the month prior to issuing the rovinieta (for persons who do not hold a rovinieta)

*Parking card issuance - people with disabilities*
- The issuance of the card-certificate is regulated by Law 448/2006 (art.65) regarding the protection and promotion of the rights of persons with disabilities, and its characteristics and card model are established by Government Decision 268/2007 for the approval of the Methodological Norms for the application of Law 448/2006, respectively Order 163/2023 on the implementation of the unique format of the card-certificate.
- Beneficiaries: persons with disabilities who have domicile/residence in Rm. Vâlcea.
- Necessary documents to obtain the card:
- disability degree certificate
- identity document of the person with disability (child/adult)
- identity document of legal representative – parent/guardian/curator (as applicable)
- recent ID-type photograph for the person with disability
- old card-certificate (as applicable)
- standard application form for the parking card
- The validity of the card - is equivalent to that of the disability degree certificate inscribed on the back (12 months, 24 months, permanent, and in the case of children with very severe conditions, until the age of 18) and ceases in the following situations - death of the person with disability, expiry of the validity of the certificate (in these circumstances there is an obligation to return the card-certificate).
** for parking spots arranged and marked with the international sign of the person with disability, located on public domains, cards held by citizens from other localities or countries from the European area are also valid;
- Rules for using the card:
- must be displayed in a visible spot, on the dashboard of the car;
- must be used only for appropriately signaled parking spaces, in public parking lots and near public utility buildings;

*Local transport free of charge*
Attention to persons with disabilities, beneficiaries of free local transport:
üCan benefit from free public transport within the municipality:
- holders of certificates for severe and accentuated disability
- companions of persons with severe disabilities, in their presence
- companions of children with accentuated disabilities, in their presence
- companions of adults with accentuated hearing and mental disabilities, in their presence, based on the social investigation carried out by the social worker from the specialized department of the city hall in whose territorial jurisdiction the person with a disability has their domicile or residence
- personal assistants of persons with severe disabilities
- professional personal assistants of persons with severe or accentuated disabilities
üRequired documents for granting free public transport:
- Identity document – person with disability / personal assistant of the person with disability / legal representative of the person with disability (where applicable);
- Valid certificate for disability rating;
- Urban transport pass for public surface transport issued by DGASPC, with the patient's ID-type photo attached
To note:
- In the month in which the validity of the certificate for disability rating expires, its holder will no longer appear in the nominal table forwarded to the local transport operator SC ETA SA. Upon presentation of the new certificate, the applicant will also bring the new local transport pass issued by DGASPC, and will receive a certificate based on which their subscription will be issued.
- The same procedure will be followed in the case of expiry of the beneficiary's identity document for free local transport.
- The local transport pass issued by DGASPC, can be used throughout the entire territory of the country.
Awards for nonagenarian and centenarian individuals*
Attention to the beneficiaries of the two social programs addressed to long-lived seniors promoted by the City Hall of Rm. Vâlcea:
ü Social vouchers in the amount of 500 lei are granted once to citizens of the city who are in the 90-94 age group;
ü Social vouchers in the amount of 700 lei are granted once to citizens of the city who are in the 95-99 age group;
ü Award in the amount of 1,000 lei is granted to citizens of the city who have reached the age of 100;
Requests are submitted to the relevant department within the Social Assistance Directorate Rm.Vâlcea, during the anniversary month:
· Standard application
· Identity document of the celebrated senior
· Identity document of the relative/legal representative
· Court ruling/Order appointing guardian/trustee/Notarial power of attorney
· Pension slip of the senior (if applicable)
Awarding of social voucher beneficiaries is carried out quarterly!
Centenarians are awarded on their anniversary date!
*Granting kindergarten vouchers*
- Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families, amended by Law no. 49 of April 16, 2020;
- GD no. 15/2016 for the approval of the Methodological Norms for the application of the provisions of Law no. 248/2015;
Categories of beneficiaries:
1. children from families who have established the right to family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.
– granted ex officio, or as applicable, at the same time as the establishment of the right to family support allowance, or after this is granted, to the person who is also the holder of the family support allowance;
- no other documents need to be submitted.
2. children in the care of the person designated by the parent for the maintenance of the child during the parents' absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance
– granted based on an application.
Required documents:
standard application - can be picked up from the headquarters of the Social Assistance Department, str. General Magheru no. 25, 1st floor, office 11-12, or can be downloaded from the website of the City Hall of Râmnicu Vâlcea, www.primariavl.ro, section Public information - requests and forms; identity documents of the family members, in copy; civil status documents (marriage certificate/divorce decree), in copy; documents proving the income earned in the month prior to submitting the application; kindergarten certificate; guardianship court decision establishing the person designated for child care during the parents' absence;
The educational incentive is granted only for children enrolled in a preschool educational unit, according to the National Education Law no. 1/2011, with subsequent amendments and completions.
The granting of educational incentives is conditioned by the regular attendance at kindergarten of children from families benefiting from the educational incentive (the child's daily attendance at kindergarten during the monitored month, except for justified absences).
The nominal value of the educational incentive is related to the social reference indicator and starting from 01.03.2023 is 120 lei (0.2 ISR), for each child enrolled in kindergarten.
Applications for granting, accompanied by the supporting documents, are submitted to the Social Assistance Department Rm. Vâlcea, str. General Magheru no. 25, 1st floor, office 12, or sent by email to dirsociala@primariavl.ro.
The educational incentive is granted from the first month in which the legal conditions are met.

State allowance for children*
- Law no. 61/1993 regarding the state allowance, republished;
- GD no. 577/2008 for the approval of the Methodological Norms for implementing the provisions of Law no. 61/1993 regarding the state allowance for children, as well as for regulating the methods of establishing and paying the state allowance for children;
- Regulation (EC) no. 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems;
- Regulation (EC) no. 987/2009 of the European Parliament and of the Council of 16 September 2009 laying down the procedure for implementing Regulation (EC) no. 883/2004 on the coordination of social security systems;

Minimum inclusion income*
It consists of:
a) inclusion aid;
b) aid for families with children.
Depending on the needs of the family/single person, the minimum inclusion income is accompanied by other complementary social assistance measures, granted in money and/or in kind, as follows:
c) incentives;
d) contributory facilities;
e) other complementary rights
The minimum inclusion income is comprised of the total amounts representing inclusion aid and aid for families with children, which are determined based on the adjusted net monthly incomes of the family within the following limits:
a) for inclusion aid, up to an adjusted net monthly income of 275 lei inclusive, which is taken into account when determining the family's cumulative income;
b) for inclusion aid, up to an adjusted net monthly income of 400 lei inclusive, which is taken into account when determining the income of a single person aged at least 65 years;
c) for aid for families with children, up to an adjusted net monthly income of 700 lei inclusive.
The right is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, incomes earned in the month prior to submitting the application by its members, and the assets owned, including in other administrative-territorial units.

*Granting companion allowance*
To the attention of applicants for the attendant allowance :
ü eligible for this benefit is the person (child, adult) who has obtained a certificate of classification as severe disability with personal assistant, according to Law no.448/2006, and who expresses in writing, at DGASPC Vâlcea, their option regarding the granting of the attendant allowance;
Documents required to be submitted to the Social Assistance Directorate Rm. Vâlcea:
ü the person with disability is the beneficiary of the allowance
§ certificate of classification as severe disability with personal assistant (including annexes)
§ civil status documents of the person with disability (birth certificate, identity card, marriage certificate/divorce ruling – as appropriate, spouse’s death certificate – as appropriate)
§ documents regarding the income of the person with disability (pension coupon/unemployment slip/employment certificate – as appropriate, tax certificate for persons without income)
§ contract for provision of care services for the person living in a private residential center
§ application from the holder for the granting of the allowance
ü the legal representative (parent, curator/guardian – as appropriate) is the beneficiary of the allowance
§ certificate of classification as severe disability with personal assistant (including annexes)
§ civil status documents of the person with disability (birth certificate, identity card, marriage certificate/divorce ruling – as appropriate, spouse’s death certificate – as appropriate)

Particularities
ü in the situation of reassessment of the degree of disability, the beneficiary of the monthly allowance/legal representative/caregiver is obliged to present to the Human Resources and Payroll Department within DAS Rm. Vâlcea, as soon as possible after receipt, the new certificate of classification as a person with disability, together with the Individual Program for Rehabilitation and Social Integration of Adults with Disabilities/Enabling-Rehabilitation Plan for the Child with Disabilities, regardless of the new degree of disability obtained;
ü in the case where a parent benefits from the provisions of GEO no.111/2010 regarding leave and monthly allowance for child raising, the other parent can benefit from the attendant allowance for the same child (or employment as a personal assistant), provided that the minor is classified as having a severe disability with a personal assistant.For the single parent in a similar situation, and who has in care a child with severe disability with personal assistant, upon request, they will be granted the attendant allowance;
ü in the case where the person with severe disability benefits from the attendant allowance granted under Law 448/2006, and subsequently registers for first degree invalidity pension (a situation in which they are entitled to the attendant allowance provided by Law 263/2010, as subsequently amended), the option for one of these rights shall be expressed, according to the law, by application to the County Pension Office Vâlcea (CJP).
In the case of maintaining the right to the monthly attendant allowance granted under Law 448/2006, DGASPC Vâlcea will send to DAS Rm. Vâlcea a copy of the respective application, and the beneficiary of the allowance/legal representative shall present the medical retirement decision. Any later change of this option (granting the attendant allowance under Law 448/2006 or under Law 263/2010) will be possible only after submission of a written request to one of the two responsible institutions – DGASPC Vâlcea or CJP Vâlcea, which will comply with the provisions of Ord.2272/2013;
The attendant allowance is not granted if :
üthe validity of the certificate for severe disability with personal assistant expires;
üthe degree of disability changes at periodic reassessment;
üthe residence/home of the person with disabilities changes to another locality;
üthe adult with severe disability is institutionalized in public residential centers (except respite centers), other types of public institutions of social or medico-social character, where full care is provided by public authorities for more than a month;
üthe death of the person with severe disability with personal assistant, who expressed the option for the monthly allowance, has occurred;
üa special protection measure has been established, with a professional maternal assistant/residential service, for the child classified as severe disability with personal assistant;
üthe person with disabilities is detained/arrested/definitively sentenced to a custodial sentence (during detention, arrest, imprisonment period);
ütransition is requested to the category of personal assistant beneficiary;
üthe person with severe disability has opted for the attendant allowance granted by the Pension House;
üboth allowances have been received cumulatively (as provided by art.77 of Law 263/2010, and art.43 of Law 448/2006), in which case the payment of the rights provided by Law 448/2006 is suspended until the person with severe disability makes a choice. The establishment and recovery of the debt, within the limitation period, is incumbent on the institution that granted the right for which the person has not opted.

To the attention of persons wishing to perform seasonal activities in EU countries (Germany) or to benefit from certain deductions granted by the respective state
In order to facilitate the free movement and the right to work in the community area for the citizens of the municipality who are in a situation of socio-economic vulnerability, as well as to obtain tax facilities granted by other EU member states to Romanian citizens performing remunerated activities, and their families, the Department of Social Assistance Rm. Vâlcea, through the qualified division, ensures the completion of bilingual forms requested by the respective state.
Required documents:
- Identity documents (ID card, birth certificate) for all family members;
- Marriage certificate / Divorce decree / Death certificate (as applicable);
- Supporting documents regarding the income earned by family members (for proof of maintenance - incomes must correspond to the period subject to deduction);
- Medical documents for family members (as applicable);
- Property deed for the dwelling / other evidence regarding the legal status of the dwelling;
- Certificate issued by the Local Public Administration Service, Agricultural Register and Archive;
- Certificate issued by the County Administration of Public Finances Vâlcea (for persons who do not earn income / the registered period must correspond to the one for which facilities are requested);
- Certificate of fiscal attestation for individuals regarding local taxes and fees and other revenues owed to the budget (including the taxable value in the year/years for which the deduction is requested - for proof of maintenance);
- Declaration for maintenance of minors - form provided by the DAS inspector (as applicable) - in the case of issuing the standard “Request for completion of the work contract”;
- Form E101 issued by the County Pension House / Notarial declaration of not earning income (if applicable) in the case of issuing the standard “Request for completion of the work contract”;
- Supporting documents regarding the use of financial support provided by relatives in EU countries (Germany) - in the case of issuing the standard “Proof of maintenance”;
- Standard application provided by the care of the inspector managing the case (Request for completion of work contract / Request for completion of proof of maintenance - as applicable).
