Granting aid for heating the home and supplement for energy*

It is granted to fully or partially cover the expenses related to heating the home during the cold season.

Types of aid:
- aid for heating the home with thermal energy;
- aid for heating the home with natural gas;
- aid for heating the home with electricity;
- aid for heating the home with solid or petroleum fuels.

Beneficiaries:
Families and single persons who meet the following conditions:

- effectively live at the address for which they request this aid, are registered in the property record book and are taken into account in determining the home maintenance expenses;

- have incomes of up to 1386 lei/family member in the case of a family, or 2053 lei in the case of a single person;
- do not own goods included in the List of goods that lead to the exclusion from granting the minimum inclusion income;
- have the status of aid holder, a status found in the following situations:
  • homeowner;
  • legal successor of the homeowner:
  • person who has transferred the home based on a sale-purchase contract with maintenance clauses or the right of habitation;
  • holder of a rental, commodatum, or concession contract;
  • another adult family member authorized by the homeowner or by the holder of the rental contract;
  • legal representative of the single person who does not have legal capacity (persons under interdiction, etc.)

Granting the right
The home heating aid is granted based on an application-declaration on own responsibility, accompanied by supporting documents regarding the family composition, the incomes earned in the month prior to submitting the application by its members, and the owned goods, including in other administrative-territorial units. When determining the net monthly income of the family or, as the case may be, of the single person, all incomes are taken into account, including those from state social insurance rights, unemployment insurance, permanent allowances and aids, regardless of the budget they are paid from, legal maintenance obligations, and other legal claims, except for the amounts provided in art.10 para.2 of Law 196/2016 regarding minimum inclusion income.

Required documents:
- copies of identity documents for all family members;
- copy of documents attesting the status of heating aid holder (property deed, rental contract, legal power of attorney, etc.);
- copies of vehicle registration certificates for owned cars (where applicable);
- supporting documents regarding the incomes earned in the month prior to submitting the application (salary certificate mentioning YES/NO meal vouchers, vacation vouchers, pension slips, unemployment slips, etc.); for persons who do not have incomes or whose amounts cannot be proved otherwise, a notarized statement must be submitted for this purpose;
- certificate issued by the owners'/tenants' association regarding the number and names of people who actually live at the address for which heating aid is requested (for applicants who are submitting the application individually);
- copy of the latest natural gas/electricity bill (for persons requesting heating aid/supplement for gas or electricity).

The submission of application-declarations is done only once at the beginning of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electricity, solid or petroleum fuels). If families and single persons meet the conditions for granting home heating aid during the cold season, the entitlement is granted starting with the month in which the application is submitted, if it is submitted by the 20th of the month. Single persons and families who own goods included in the list that lead to the exclusion from granting the heating aid, as provided in Annex no.4 to Government Decision 1154/2022, DO NOT benefit from home heating aid and energy supplement.

Issuance of social inquiry for admission to public residential center*

Attention for the beneficiaries:
According to the legislation in force, the admission of persons with disabilities or elderly persons in public residential centers or medico-social assistance facilities is done only if their assistance, care, recovery, or protection cannot be provided at home or within day centers organized in the community.
To facilitate access to such a center, the Social Assistance Directorate Rm. Vâlcea, through its specialized service, ensures the realization of the social investigation - grid type (a working tool in the form of a standard form, provided by the specific legislation, structured on a medical component and a social component), a mandatory piece in the file to be submitted to the institution under which the care center operates.
Documents required for completing the social investigation – grid type
■ Certificate of classification in degree of disability, endorsed by DGASPC (if applicable);
■ Civil status documents (identity bulletin/identity card, birth certificate, marriage certificate or spouse’s death certificate, as appropriate) for the person with disabilities or the elderly person;
Civil status documents (identity bulletin/identity card, birth certificate, marriage certificate or spouse’s death certificate, as appropriate) for the legal representative (if applicable);
Documents proving income for the person with disabilities and the legal representative (if applicable);
Medical evaluation grid, filled out by the family doctor or attending specialist (form provided through the DAS inspector handling the case);
Court Decision/Decree for guardianship/tutelage establishment (in the case of persons with mental health issues);
Other documents proving socio-medical need,
Standard application for issuing the social investigation, written by the person with disabilities / the elderly person;
Standard application for issuing the social investigation, written by the legal representative (if applicable);
ü If the person is admitted to a public sector home and receives a companion allowance, this financial right ceases. The concerned person, their relative or legal representative has the obligation to notify the DAS specialized department, to avoid the subsequent recovery of amounts unduly received.

Granting social canteen*

Through the social assistance canteen, free or paid meals are provided to the categories of beneficiaries stipulated by law.

Beneficiaries:
a) children up to 18 years of age, under the care of families whose average net monthly income per dependent person is below the net monthly income level for a single person, used to determine the inclusion aid;
b) young people attending day courses at educational institutions operating according to the law, until their completion, but not exceeding the age of 25, or 26 for those attending higher education studies lasting more than 5 years, who are in the situation provided for in letter a);
c) persons who benefit from inclusion aid or other cash benefits granted according to the law and whose income is up to the net monthly income level for a single person, used to determine the inclusion aid;
d) pensioners;
e) persons who have reached retirement age, who are in one of the following situations: socially isolated, have no legal supporters, have no income;
f) invalids and chronically ill people;
g) any person who, temporarily, does not realize any income (granted for a period of no more than 90 days per year).
Meals at the social assistance canteen are provided free of charge for persons who have no income or whose income is below the net monthly income level for a single person, used to determine the inclusion aid.
Persons entitled to benefit from the services of the social assistance canteen, and who have incomes above the net monthly income level for a single person, used to determine the inclusion aid, may benefit from the services of the social assistance canteen, with the payment of a contribution of 30% of the income per person, without exceeding the cost of the meals served, calculated over the same period.

Granting the right
Meals at the social assistance canteen are granted on the basis of an application-statement on one's own responsibility, accompanied by supporting documents regarding the family composition, the income earned in the month prior to the submission of the application by its members, and the assets held, including in other administrative-territorial units.

Leave and monthly allowance for child raising*

Legislation:
  • GEO 111/2010 – regarding parental leave and the monthly allowance for raising children, with subsequent amendments and additions
  • GD 52/2011 for approving the methodological norms for the application of the provisions of Government Emergency Ordinance no. 111/2010 regarding parental leave and the monthly allowance for raising children
  • Regulation (EC) No. 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems
  • Regulation (EC) No. 987/2009 of the European Parliament and of the Council of 16 September 2009 establishing the procedure for implementing Regulation (EC) No. 883/2004 on the coordination of social security systems

Procedure Description
Each month, parents with domicile/residence in Rm. Vâlcea municipality may request the Authority for Child Protection and Family Service the acquisition of the following rights:
  • parental leave for raising the child up to 2 years old, or up to 3 years old for a child with disabilities and the corresponding allowance (ICC);
  • insertion incentive (S);
  • leave for caring for a child with disabilities up to the age of 7 years and the corresponding allowance;
  • monthly support for the parent with severe or accentuated disabilities who cares for a child with/without disabilities up to the age of 7 years inclusive (SL);
  • monthly support for the healthy parent who does not have contribution period, but who cares for a child with disabilities up to age 7 (SL);
  • allowance for the parent who has in care a child with severe or accentuated disability, up to the child’s 18th birthday, and who has a reduced work schedule of 4 hours;

To obtain parental leave for raising the child up to 2 years old, or up to 3 years for a child with disabilities and the corresponding allowance, as well as to obtain the insertion incentive or leave for raising a child with disabilities up to the age of 7, applicants must prove that in 12 of the 24 months prior to the child’s birth, or the last 12 months prior to requesting the right (for leave to care for a child with disabilities aged between 3 and 7 years), they have earned professional income subject to income tax.

To obtain ICC/S/SL the parent submits the following documents:

  • standard application Annex 1;
  • copy of parents’ ID card.


For foreign or stateless citizens, the documents showing the identity, domicile or residence of themselves and their children on Romanian territory, as well as the legal status of the children, are those issued by the authorities from their country of origin, translated and confirmed by the Romanian authorities, and/or, where applicable, those issued by the Romanian authorities

  • copy of the child’s birth certificate / other children;
In case the birth certificate of the child for whom the right is requested has not been issued, the application will be accompanied by the copy of the birth record or, for those born abroad, the foreign birth certificate / birth extract translated into Romanian. The copy of the child’s birth certificate will be submitted later, within 30 days from its issuance, but no later than 6 months from the birth of the child or 12 months from the registration of the birth at the competent Romanian authorities.
  • other documents, as applicable, showing the legal status of the child:

- court judgment / divorce agreement establishing the child’s domicile;

- court judgment for entrusting for adoption;

- court judgment for approval of adoption;

- court judgment or, as appropriate, the decision of the commission for child protection for special protection measure of placement;

- order of the general director/executive director of the general directorate for social assistance and child protection or, as appropriate, court judgment for the special protection measure of placement in an emergency regime;

- death certificate of one of the parents;

- other documents, at the request of DAS

- copy of marriage certificate, judgment/agreement of divorce (if applicable)

- copy of disability certificate for the child/parent (if applicable)

- certificate proving that the applicant has earned professional income subject to income tax in 12 out of the 24 months preceding the child’s birth, as follows:

- standard certificate issued by employer Annex 2 for those who have an employment contract

- certificate from AJOFM for those who have benefited from unemployment allowance

Or, as applicable:

- ANAF certificate regarding the income obtained (even if activity was carried out at a loss) for those who have independent activities (II, PFA, IF, administrator/associate of a commercial company, individual medical practice), as well as for those who carried out their activity based on service contracts, mandate, collaboration, civil conventions

- tax declaration / single declaration submitted by those with income from independent activities

- copy of service contract, mandate, collaboration, civil conventions

- producer certificate (including as a producer or family member of the producer the applicant)

- certificate showing withheld tax on income earned for those who had income based on service contracts, mandate, collaboration, civil conventions

- standard certificate Annex 3 showing the person earns income (only for obtaining the incentive)

- certificate issued by the maternity allowance payer showing the last day of maternity (employer or, as applicable, AJOFM, Health Insurance House)

- copy of the application to the employer requesting to enter parental leave

- copy of the decision to suspend activity in order to grant parental leave (tax declaration from AJFP in case of independent activities)

- copy of the employment contract (for the situation where the allowance is requested for the parent who has in care a child with severe or accentuated disability, up to the child’s 18th birthday, and has a reduced work schedule of 4 hours)

- copy of the employment contract, as well as its translation, for applicants who have earned professional income abroad (EU countries, Switzerland, Norway, Iceland, Liechtenstein), along with 3 translated “salary slips”

- proof of income earned abroad (EU countries, Switzerland, Norway, Iceland, Liechtenstein), if these were represented by periods of unemployment or medical leave

- standard declaration on own responsibility by the applicant showing that the minor is not placed in foster care Annex 4

- bank account statement


In the case where the child’s parents are not married, the official who received the file also conducts a social investigation according to the form
To obtain the monthly support, a similar file is submitted as for obtaining ICC, with documents adapted for each particular situation (without income certificate, but with a copy of the disability certificate for parent/child, as applicable).

Granting vignette - people with disabilities*

ü May benefit from free rovinieta:

a) the person with disabilities, owner of a car

b) the companion/single parent of the person with disabilities, owner of a car

c) the personal assistant of the person with severe disability (child or adult), owner of a car

ü Deadline for submitting the documentation:

- the 5th day of the month in which the validity of the rovinieta already held by the beneficiary expires

- the 5th day of the month prior to issuing the rovinieta (for persons who do not hold a rovinieta)

Parking card issuance - people with disabilities*

Attention for applicants for the parking card-certificate
  • The issuance of the card-certificate is regulated by Law 448/2006 (art.65) regarding the protection and promotion of the rights of persons with disabilities, and its characteristics and card model are established by Government Decision 268/2007 for the approval of the Methodological Norms for the application of Law 448/2006, respectively Order 163/2023 on the implementation of the unique format of the card-certificate.
  • Beneficiaries: persons with disabilities who have domicile/residence in Rm. Vâlcea.
  • Necessary documents to obtain the card:
  1. disability degree certificate
  2. identity document of the person with disability (child/adult)
  3. identity document of legal representative – parent/guardian/curator (as applicable)
  4. recent ID-type photograph for the person with disability
  5. old card-certificate (as applicable)
  6. standard application form for the parking card
  • The validity of the card - is equivalent to that of the disability degree certificate inscribed on the back (12 months, 24 months, permanent, and in the case of children with very severe conditions, until the age of 18) and ceases in the following situations - death of the person with disability, expiry of the validity of the certificate (in these circumstances there is an obligation to return the card-certificate).

** for parking spots arranged and marked with the international sign of the person with disability, located on public domains, cards held by citizens from other localities or countries from the European area are also valid;

  • Rules for using the card:

- must be displayed in a visible spot, on the dashboard of the car;

- must be used only for appropriately signaled parking spaces, in public parking lots and near public utility buildings;

Local transport free of charge*

Attention to persons with disabilities, beneficiaries of free local transport:

üCan benefit from free public transport within the municipality:

  • holders of certificates for severe and accentuated disability
  • companions of persons with severe disabilities, in their presence
  • companions of children with accentuated disabilities, in their presence
  • companions of adults with accentuated hearing and mental disabilities, in their presence, based on the social investigation carried out by the social worker from the specialized department of the city hall in whose territorial jurisdiction the person with a disability has their domicile or residence
  • personal assistants of persons with severe disabilities
  • professional personal assistants of persons with severe or accentuated disabilities


üRequired documents for granting free public transport:

  1. Identity document – person with disability / personal assistant of the person with disability / legal representative of the person with disability (where applicable);
  2. Valid certificate for disability rating;
  3. Urban transport pass for public surface transport issued by DGASPC, with the patient's ID-type photo attached


To note:

  • In the month in which the validity of the certificate for disability rating expires, its holder will no longer appear in the nominal table forwarded to the local transport operator SC ETA SA. Upon presentation of the new certificate, the applicant will also bring the new local transport pass issued by DGASPC, and will receive a certificate based on which their subscription will be issued.
  • The same procedure will be followed in the case of expiry of the beneficiary's identity document for free local transport.
  • The local transport pass issued by DGASPC, can be used throughout the entire territory of the country.

Awards for nonagenarian and centenarian individuals*

Attention to the beneficiaries of the two social programs addressed to long-lived seniors promoted by the City Hall of Rm. Vâlcea:

ü Social vouchers in the amount of 500 lei are granted once to citizens of the city who are in the 90-94 age group;

ü Social vouchers in the amount of 700 lei are granted once to citizens of the city who are in the 95-99 age group;

ü Award in the amount of 1,000 lei is granted to citizens of the city who have reached the age of 100;

Requests are submitted to the relevant department within the Social Assistance Directorate Rm.Vâlcea, during the anniversary month:

· Standard application

· Identity document of the celebrated senior

· Identity document of the relative/legal representative

· Court ruling/Order appointing guardian/trustee/Notarial power of attorney

· Pension slip of the senior (if applicable)

Awarding of social voucher beneficiaries is carried out quarterly!

Centenarians are awarded on their anniversary date!

Granting kindergarten vouchers*

Legal framework:
- Law no. 248/2015 regarding the stimulation of participation in preschool education of children from disadvantaged families, amended by Law no. 49 of April 16, 2020;
- GD no. 15/2016 for the approval of the Methodological Norms for the application of the provisions of Law no. 248/2015;

Categories of beneficiaries:


1. children from families who have established the right to family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.
– granted ex officio, or as applicable, at the same time as the establishment of the right to family support allowance, or after this is granted, to the person who is also the holder of the family support allowance;
- no other documents need to be submitted.

2. children in the care of the person designated by the parent for the maintenance of the child during the parents' absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance
– granted based on an application.

Required documents:

standard application - can be picked up from the headquarters of the Social Assistance Department, str. General Magheru no. 25, 1st floor, office 11-12, or can be downloaded from the website of the City Hall of Râmnicu Vâlcea, www.primariavl.ro, section Public information - requests and forms; identity documents of the family members, in copy; civil status documents (marriage certificate/divorce decree), in copy; documents proving the income earned in the month prior to submitting the application; kindergarten certificate; guardianship court decision establishing the person designated for child care during the parents' absence;
The educational incentive is granted only for children enrolled in a preschool educational unit, according to the National Education Law no. 1/2011, with subsequent amendments and completions.

The granting of educational incentives is conditioned by the regular attendance at kindergarten of children from families benefiting from the educational incentive (the child's daily attendance at kindergarten during the monitored month, except for justified absences).
The nominal value of the educational incentive is related to the social reference indicator and starting from 01.03.2023 is 120 lei (0.2 ISR), for each child enrolled in kindergarten.
Applications for granting, accompanied by the supporting documents, are submitted to the Social Assistance Department Rm. Vâlcea, str. General Magheru no. 25, 1st floor, office 12, or sent by email to dirsociala@primariavl.ro.
The educational incentive is granted from the first month in which the legal conditions are met.

State allowance for children*

Legislation:

  • Law no. 61/1993 regarding the state allowance, republished;
  • GD no. 577/2008 for the approval of the Methodological Norms for implementing the provisions of Law no. 61/1993 regarding the state allowance for children, as well as for regulating the methods of establishing and paying the state allowance for children;
  • Regulation (EC) no. 883/2004 of the European Parliament and of the Council of 29 April 2004 on the coordination of social security systems;
  • Regulation (EC) no. 987/2009 of the European Parliament and of the Council of 16 September 2009 laying down the procedure for implementing Regulation (EC) no. 883/2004 on the coordination of social security systems;

Procedure description

The state allowance for children is granted to all children up to 18 years old, Romanian citizens, as well as to young people who have reached the age of 18, who attend high school or vocational education organized under the law, until its completion.

State allowance for children is also granted to children of foreign citizens, as well as to stateless persons residing in Romania, under the law, if they live with their parents.

Every month, between the 1st and 25th, parents domiciled/resident in the municipality of Rm. Vâlcea, may apply for the state allowance. The same right may also be requested by the guardian, the person who has the child in foster care or who has been entrusted with the child for adoption, or the maternal assistant.

The child's parents, together, or only the single parent (if filiation is established with only one parent/the minor's domicile is established, by court decision, with one parent/the other parent is deceased, declared missing, deprived of parental rights, placed under interdiction) submit the following documents between the 1st and 25th of the month:

1. For children born in Romania or in other states, except the European Union states:

  • standard application form Annex 1 – template form by law;
  • copy of parents' ID;
  • copy of child's birth certificate;
  • other documents, as appropriate, showing the child's legal status:
-the court decision/divorce agreement establishing the child's domicile;
-the court decision for entrustment for adoption;
-the court decision approving the adoption;
-the court decision or, as appropriate, the decision of the child protection committee for the special protection measure of foster care;
-the order of the general manager/executive director of the general directorate of social assistance and child protection or, as the case may be, the court decision for the special protection measure of foster care in emergency regime;
-the court decision establishing guardianship / delegating parental rights;
-the guardianship authority's order to establish curatorship;
-the death certificate of one of the parents;
-other documents, at the request of DAS;
-account statement (if applicable).

In the case of a single person who has children in care and has not reached the age of 18, the legal representative is the minor's parent, if he/she has full legal capacity. If the minor parent does not have full legal capacity, when applying for the state allowance, he/she will be accompanied by one of the parents.

2. For children born in European Union states, the procedure is similar to that for those born in Romania, with the mention that the standard application used is Annex 2 – template form by law and the following documents should also be added:

  • copies of residence documents (including insurance number) for those residing abroad (regardless if working there or not);
  • as applicable, the document issued by foreign authorities indicating whether (and for what period) or not benefits were received as a state allowance for the child in question.

Minimum inclusion income*

It consists of:

a) inclusion aid;

b) aid for families with children.

Depending on the needs of the family/single person, the minimum inclusion income is accompanied by other complementary social assistance measures, granted in money and/or in kind, as follows:

c) incentives;

d) contributory facilities;

e) other complementary rights

The minimum inclusion income is comprised of the total amounts representing inclusion aid and aid for families with children, which are determined based on the adjusted net monthly incomes of the family within the following limits:

a) for inclusion aid, up to an adjusted net monthly income of 275 lei inclusive, which is taken into account when determining the family's cumulative income;

b) for inclusion aid, up to an adjusted net monthly income of 400 lei inclusive, which is taken into account when determining the income of a single person aged at least 65 years;

c) for aid for families with children, up to an adjusted net monthly income of 700 lei inclusive.

The right is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, incomes earned in the month prior to submitting the application by its members, and the assets owned, including in other administrative-territorial units.

File contents:

- standard application;

- copies of identity documents of all family members: husband/wife, children, partner;

- copy of the marriage certificate (if applicable);

- copy of the divorce decree (if applicable);

- copies of documents proving the status of guardian/curator, etc. (if applicable);

- copies of the family placement decision/or adoption approval (if applicable);

- copy of the property/rent contract for the residence;

- supporting documents regarding the incomes earned;

- income certificate issued by ANAF;

- certificate of fiscal attestation regarding owned assets;

- copies of documents proving inclusion in the category of persons with disabilities (if applicable);

- other medical documents proving incapacity for work;

- evidence of school attendance by children under care.

Granting companion allowance*

To the attention of applicants for the attendant allowance :

ü eligible for this benefit is the person (child, adult) who has obtained a certificate of classification as severe disability with personal assistant, according to Law no.448/2006, and who expresses in writing, at DGASPC Vâlcea, their option regarding the granting of the attendant allowance;

Documents required to be submitted to the Social Assistance Directorate Rm. Vâlcea:

ü the person with disability is the beneficiary of the allowance

§ certificate of classification as severe disability with personal assistant (including annexes)

§ civil status documents of the person with disability (birth certificate, identity card, marriage certificate/divorce ruling – as appropriate, spouse’s death certificate – as appropriate)

§ documents regarding the income of the person with disability (pension coupon/unemployment slip/employment certificate – as appropriate, tax certificate for persons without income)

§ contract for provision of care services for the person living in a private residential center

§ application from the holder for the granting of the allowance

ü the legal representative (parent, curator/guardian – as appropriate) is the beneficiary of the allowance

§ application from the legal representative for the granting of the allowance

Particularities

ü in the situation of reassessment of the degree of disability, the beneficiary of the monthly allowance/legal representative/caregiver is obliged to present to the Human Resources and Payroll Department within DAS Rm. Vâlcea, as soon as possible after receipt, the new certificate of classification as a person with disability, together with the Individual Program for Rehabilitation and Social Integration of Adults with Disabilities/Enabling-Rehabilitation Plan for the Child with Disabilities, regardless of the new degree of disability obtained;

ü in the case where a parent benefits from the provisions of GEO no.111/2010 regarding leave and monthly allowance for child raising, the other parent can benefit from the attendant allowance for the same child (or employment as a personal assistant), provided that the minor is classified as having a severe disability with a personal assistant.For the single parent in a similar situation, and who has in care a child with severe disability with personal assistant, upon request, they will be granted the attendant allowance;

ü in the case where the person with severe disability benefits from the attendant allowance granted under Law 448/2006, and subsequently registers for first degree invalidity pension (a situation in which they are entitled to the attendant allowance provided by Law 263/2010, as subsequently amended), the option for one of these rights shall be expressed, according to the law, by application to the County Pension Office Vâlcea (CJP).

In the case of maintaining the right to the monthly attendant allowance granted under Law 448/2006, DGASPC Vâlcea will send to DAS Rm. Vâlcea a copy of the respective application, and the beneficiary of the allowance/legal representative shall present the medical retirement decision. Any later change of this option (granting the attendant allowance under Law 448/2006 or under Law 263/2010) will be possible only after submission of a written request to one of the two responsible institutions – DGASPC Vâlcea or CJP Vâlcea, which will comply with the provisions of Ord.2272/2013;

The attendant allowance is not granted if :

üthe validity of the certificate for severe disability with personal assistant expires;

üthe degree of disability changes at periodic reassessment;

üthe residence/home of the person with disabilities changes to another locality;

üthe adult with severe disability is institutionalized in public residential centers (except respite centers), other types of public institutions of social or medico-social character, where full care is provided by public authorities for more than a month;

üthe death of the person with severe disability with personal assistant, who expressed the option for the monthly allowance, has occurred;

üa special protection measure has been established, with a professional maternal assistant/residential service, for the child classified as severe disability with personal assistant;

üthe person with disabilities is detained/arrested/definitively sentenced to a custodial sentence (during detention, arrest, imprisonment period);

ütransition is requested to the category of personal assistant beneficiary;

üthe person with severe disability has opted for the attendant allowance granted by the Pension House;

üboth allowances have been received cumulatively (as provided by art.77 of Law 263/2010, and art.43 of Law 448/2006), in which case the payment of the rights provided by Law 448/2006 is suspended until the person with severe disability makes a choice. The establishment and recovery of the debt, within the limitation period, is incumbent on the institution that granted the right for which the person has not opted.

Release of forms Germany*

To the attention of persons wishing to perform seasonal activities in EU countries (Germany) or to benefit from certain deductions granted by the respective state

In order to facilitate the free movement and the right to work in the community area for the citizens of the municipality who are in a situation of socio-economic vulnerability, as well as to obtain tax facilities granted by other EU member states to Romanian citizens performing remunerated activities, and their families, the Department of Social Assistance Rm. Vâlcea, through the qualified division, ensures the completion of bilingual forms requested by the respective state.

Required documents:

  1. Identity documents (ID card, birth certificate) for all family members;
  2. Marriage certificate / Divorce decree / Death certificate (as applicable);
  3. Supporting documents regarding the income earned by family members (for proof of maintenance - incomes must correspond to the period subject to deduction);
  4. Medical documents for family members (as applicable);
  5. Property deed for the dwelling / other evidence regarding the legal status of the dwelling;
  6. Certificate issued by the Local Public Administration Service, Agricultural Register and Archive;
  7. Certificate issued by the County Administration of Public Finances Vâlcea (for persons who do not earn income / the registered period must correspond to the one for which facilities are requested);
  8. Certificate of fiscal attestation for individuals regarding local taxes and fees and other revenues owed to the budget (including the taxable value in the year/years for which the deduction is requested - for proof of maintenance);
  9. Declaration for maintenance of minors - form provided by the DAS inspector (as applicable) - in the case of issuing the standard “Request for completion of the work contract”;
  10. Form E101 issued by the County Pension House / Notarial declaration of not earning income (if applicable) in the case of issuing the standard “Request for completion of the work contract”;
  11. Supporting documents regarding the use of financial support provided by relatives in EU countries (Germany) - in the case of issuing the standard “Proof of maintenance”;
  12. Standard application provided by the care of the inspector managing the case (Request for completion of work contract / Request for completion of proof of maintenance - as applicable).

Issuance of social inquiry for attending recovery services for children with disabilities*

Attention to applicants for social investigations (children with disabilities, classified or not in a degree of disability)
ü In the case of persons from the municipality who wish to use the specialized services offered by the Day Care and Recovery Center for Children with Disabilities, belonging to DGASPC Vâlcea, the documentation required for the social investigation is as follows:

Issuance of social inquiry for School Orientation Certificate*

Attention for applicants of social surveys for children, students or young people with SEN (special educational needs)
In the case of individuals from the municipality who appear (initially/periodically, for re-evaluation) before the specialty committee within CJRAE Vâlcea, to obtain the certificate of school or professional orientation, the documentation required for preparing the social survey is as follows:
  • identity document (child, parents—including the original)
  • divorce decree / placement decision (family, foster care)
  • court decision for the establishment of guardianship/curatorship
  • certificate of disability classification (if applicable)
  • school and professional orientation certificate (if applicable)
  • kindergarten / school certificate (if applicable)

Granting emergency aid*

Granted to families or individuals who are in situations of need caused by natural disasters, fires, accidents, epidemics, epizootics, as well as for other special situations established by decision of the local council.
Granted within the limits of the amounts approved in the local budget and are mainly aimed at maintaining housing and ensuring living conditions, ensuring daily living needs, access to medical and/or health recovery services or work capacity recovery, combating causes that may lead to school dropout, as well as other causes that may lead to the risk of social exclusion.
Established taking into account the following criteria, as applicable:
a) the degree of destruction of the home and the goods owned by the family or the single person;
b) type of housing;
c) mandatory home insurance according to the provisions of Law no. 260/2008 regarding the mandatory insurance of homes against earthquakes, landslides, and floods, republished, and the amount of compensation;
d) the illnesses and medical conditions of the person or family member(s) who requested the emergency aid and their severity;
e) duration of medical treatment and medical recovery for the person or family member(s) who requested the emergency aid;
f) the level of reimbursement for medical services, medicines, orthoses, prostheses, medical devices by health insurance houses or by third parties for the person or family member(s) who requested the emergency aid;
g) insured status in the health social insurance system;
h) insured status in the public pension system and other social insurance rights;
i) type of family and the number of family members;
j) monthly net income per family member or single person;
k) debt level of the person or family that may result in risk situations of social exclusion;
l) possibility of support from own incomes, without affecting the minimal living needs as defined by the Social Assistance Law no. 292/2011, as amended and supplemented, for the additional expenses generated by the situation of need or special situation;
m) complementarity of forms of support from public or private sources.
Supporting documents:
- identity and civil status documents;
- documents issued by competent authorities for the finding of situations of need or special situations;
- insurance policy against natural disasters and/or the record of findings and assessment of damages, as well as the determination of the amount of compensation in case of occurrence of the insured risk, according to the provisions of Law no. 260/2008 regarding the mandatory insurance of homes against earthquakes, landslides, and floods, republished;
- certificate and/or medical letter issued by the family doctor or specialist doctor, as well as other relevant medical documents issued by the competent authorities in the field attesting the hardship situation invoked in the request;
- proof issued by the competent authorities regarding the total cost of equipment, medical devices, prostheses, orthoses or other sanitary materials;
- other documents at the request of the persons designated for handling the case.
