Granting social assistance*

Social assistance is granted monthly, to supplement the net income of the family or single person, to ensure the guaranteed minimum income. For the amounts granted as social assistance, one of the able-bodied adult persons in the family must perform monthly actions or works of local interest, for all family members, without exceeding the normal work regime; failure to fulfill this obligation leads to the suspension of social assistance, and if within 3 months from the suspension this obligation is not fulfilled, the payment of social assistance ceases.

Procedure for issuing a town planning certificate*

1. According to the provisions of Article 6 paragraphs (1) and (4) of the Law, the urban planning certificate is an information document regarding the legal, economic, and technical status of the property, as well as the specific urban requirements of the location, determined in accordance with the provisions of the approved and endorsed urban planning documents, a document which is issued, upon request, to any applicant - natural person or legal entity.

2. According to the Law, the urban planning certificate does not substitute the building/demolition permit and does not grant the right to carry out construction works.

Deregistering means of transport*

The tax on means of transport is due for the entire fiscal year by the person who holds the right of ownership over a means of transport registered in Romania as of December 31 of the previous fiscal year, and ceases to be owed starting January 1 of the following fiscal year in the following situations:
a) transfer of ownership of the means of transport;
b) deregistration of the means of transport from circulation; or
c) deregistration of legal entity taxpayers from tax records, including from the Register mentioned at point 101, as a result of a court ruling closing the bankruptcy proceedings;
d) change of the taxpayer’s fiscal domicile to another administrative-territorial unit, in which case they are required to file a tax declaration to this effect, both at the fiscal body where the fiscal domicile was previously established, and at the fiscal body where the new fiscal domicile is set, within 30 days from the occurrence of this situation.

Granting educational incentive in the form of social vouchers for kindergarten*

Social tickets for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool education units and who are at risk of both dropping out and not attending preschool classes, due to limited access to economic resources and education.
Children eligible for the incentive are those enrolled in a preschool education unit and who are in one of the following situations:
a) come from families that have established the right to the family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and additions, regardless of whether the family is receiving this right or it is suspended;
b) are under the care of the person who has been designated by the parent or guardian to care for the child during their absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and additions, hereinafter referred to as the designated person, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

Registration/modification of data in the agricultural register*

The deadlines by which individuals and legal entities are required to declare data for registration in the agricultural register are as follows:
a) between January 5 and the last working day of February, for the annual data regarding household members, land owned/used, buildings and means of transport with animal and mechanical traction, machines, equipment, and installations for agriculture and forestry, livestock existing in the household/legal entity at the beginning of each year, as well as changes occurring during the previous year in the livestock held, as a result of sales-purchases, offspring obtained, death or slaughtering of animals, or other entries-exits;
b) between May 1 and the last working day of May, for data regarding the category of land use, cultivated areas, number of trees in the respective agricultural year;
c) individuals and legal entities are required to declare data, to be entered in the agricultural register, also outside the deadlines provided in points a) and b), within 30 days from the occurrence of any changes.

Article 23(1) Only agricultural or forestry tractors, trailers intended to be towed by them, trolleybuses, mopeds, and light quadricycles, as provided in Regulation (EU) No. 168/201 of the European Parliament and of the Council of January 15, 2013 concerning the approval and market surveillance of two- or three-wheeled vehicles and quadricycles, approved according to the law, for which the Autonomous Administration "Romanian Auto Registry" has issued the vehicle identity card, self-propelled machines for which the Autonomous Administration "Romanian Auto Registry" has issued the technical certificate, as well as trams and animal-drawn vehicles are registered at the level of the mayors of communes, towns, cities, and the sectors of the municipality of Bucharest.

Request for Extension of Urbanism Certificate*

For the extension of the validity of the urban planning certificate, a standard application (according to Form - model F.7 -
APPLICATION for the extension of the validity of the urban planning certificate) shall be filled out and submitted to the issuing authority, accompanied by the originally issued urban planning certificate. The application for
the extension of the validity of the urban planning certificate must be submitted 15 days before the expiration date of its validity.

Upon submission of the application for the extension of the validity of the urban planning certificate, the applicant must provide proof of payment for the extension fee of
the certificate.

Declaration of acquisition of means of transport by natural person/legal entity*

In the case of acquiring a means of transport, the owner is obliged to submit a declaration to the local tax authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as applicable, within 30 days from the date of acquisition and owes tax on means of transport starting from January 1 of the year following the registration or recording of the means of transport.
In the case of acquiring a means of transport based on an invoice issued by an economic operator from Romania or another state, as well as in the case of acquiring a means of transport from a state other than Romania based on other documents issued by the state of origin, the acquiring owners declare the means of transport to the local tax authority of their domicile, attaching certified copies "True to the original" of the documents, as well as the mention "The attached documents are correct and complete, in accordance with reality", under the taxpayer's signature, and in the case of documents completed in a language other than Romanian, copies of the documents translated into Romanian by an authorized translator. The invoice is the document of alienation-acquisition.

Issuance of tax attestation certificate for legal entities regarding taxes, local taxes, and other revenues owed to the local budget*

The procedure is addressed to legal entities owning immovable and/or movable assets who have a qualified certificate with extended electronic signature and who request the issuance of the fiscal attestation certificate.

The fiscal attestation certificate is issued by the local tax authority at the request of the taxpayer/payer. The certificate is also issued at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of the public notary, based on the delegation given by the taxpayer.

Issuance of certificate of fiscal attestation for individuals regarding taxes, local taxes, and other revenues owed to the local budget*

The procedure is addressed to individuals who own real and/or movable property and have a qualified certificate with extended electronic signature and who request the issuance of the certificate of fiscal attestation.
The certificate of fiscal attestation is issued by the local tax authority at the request of the taxpayer/payer. The certificate is also issued at the request of public authorities in cases and under conditions provided by the legal regulations in force, as well as at the request of the public notary, according to the delegation given by the taxpayer.

Issuance of certificate regarding the data entered in the Agricultural Register*

The agricultural register constitutes the official document of unitary primary record-keeping, in which data are entered regarding households of the population and agricultural companies/associations, as well as any other natural and/or legal persons who own/use land and/or animals, namely:
a) the head of the household and its members, as the case may be; the legal representative of the agricultural company/association or of the legal person who owns/uses land;
b) the land they own or use, by use categories and land destination, intravilan/extravilan, areas cultivated with main crops and the number of trees, by species;
c) numbers of animals, by species and categories, existing at the beginning of each year; annual evolution of the numbers of cattle, pigs, sheep, goats, horses, donkeys, mules, domestic rabbits, fur-bearing animals, birds, bee families, as well as other domestic or wild animals raised in captivity, according to the law, that are to be entered in the agricultural register;
d) buildings existing at the beginning of the year within the locality;
e) means of transport with animal traction;
f) means of transport with mechanical traction, namely: tractors, vehicles for transporting goods, machines and equipment for agriculture and forestry;
g) any other equipment, machinery and installations/aggregates for agriculture and forestry.
