For the application of the provisions of this procedure, the town halls have the following attributions (according to Order No. 719/740/M.57/2333 of May 12, 2014 regarding the approval of methodological norms for the application of Title I of Law no. 17/2014 regarding certain regulatory measures of the sale-purchase of agricultural lands located outside the built-up area and for the amendment of Law no. 268/2001 regarding the privatization of commercial companies administering public and private state-owned land with agricultural destination and the establishment of the Agency of State Domains):
a) register the seller's request, accompanied by the offer to sell the agricultural land and the supporting documents provided for in art. 5 para. (1);
b) display the offer for sale at the town hall headquarters and on its website, as the case may be, in compliance with art. 6 para. (2) of the law and with the legal provisions on personal data protection;
c) notify the pre-emptors, within the term provided by art. 6 para. (6) of the law, by sending the notification regarding the registration of the offer for sale to their domicile, residence, or headquarters, as the case may be; the notification is sent by post and/or by electronic mail, with receipt confirmation;
d) display the notification of the pre-emptors at the town hall headquarters or on the town hall's website, in compliance with the legal provisions regarding the protection of personal data, if the holders of the pre-emptive right from the list of pre-emptors cannot be contacted;
e) notify the local public authority neighboring the land area that is the subject of the intention to sell, if this area is at the boundary of two administrative territories, for the purpose of notifying the holders of the pre-emptive right, under the conditions provided in points c) and d);
f) send to the central structure for land areas over 30 ha, or to the territorial structures for land areas up to and including 30 ha, as well as to the S.D.A., within the term provided by art. 6 para. (5) of the law, the file regarding the request and offer for the sale of the agricultural land, together with the supporting documents, as the case may be, accompanied by the list of pre-emptors, the documents issued in the exercise of the attributions provided in points c)-e), as well as the minutes of displaying the offer, having the model provided in annex no. 1I;

Within 45 working days from the posting of the sale offer at the municipality, under penalty of expiration, any of the holders of the pre-emption right who wish to exercise this right shall register with the municipality the communication of acceptance of the sale offer, in accordance with the model provided in Annex no. 1E.
(2) For exercising the pre-emption right for purchasing agricultural land located outside built-up areas, first-rank preemptors - co-owners, spouses, relatives up to the third degree and in-laws up to the third degree shall submit the acceptance communication of the sale offer.

Unpaid work and community service work - Oltenita Municipality City Hall*
"Execution of unpaid work for the benefit of the community: (Criminal Ordinance—issued by the Prosecutor's Office or the Decision regarding the execution of the obligation to perform unpaid work for the benefit of the community—issued by the Probation Directorate)
(1) Unpaid work for the benefit of the community shall be carried out within a maximum period of 6 months from the date the work begins, except in situations where the person is no longer able to perform one or some of the activities established by the probation counselor or the state of temporary incapacity for work has ceased, in which cases unpaid work for the benefit of the community may be performed until the expiration of the supervision period.
(2) Two hours of actual activity performed is equivalent to one day of work.
(3) In the case of supervised persons who carry out remunerated activity or are attending school or professional qualification courses, the duration of work performed on the same calendar day may not exceed two hours. At the request of the supervised person, the probation counselor may extend the duration of work performed by up to two more hours.
(4) On non-working days or in the case of persons who do not carry out remunerated activity or do not attend school or professional qualification courses, the duration of work performed in a calendar day may not exceed eight hours.
(5) Unpaid work for the benefit of the community is not performed at night or on Sundays and on days declared, by law, as legal holidays, except at the person's request and to the extent that this is possible.
(6) The provisions of para. (5) apply accordingly to persons who, because of the legal religious denominations to which they belong, have another day of rest than Sunday.
(7) Unpaid work for the benefit of the community is carried out in compliance with legal provisions regarding minimum health and safety requirements at the workplace. Unpaid work for the benefit of the community may not be performed in harmful, dangerous places or in places that present a risk to the health or integrity of persons.
(8) After the execution of the obligation to perform unpaid work for the benefit of the community, the community institution where the supervised person performed the unpaid work for the benefit of the community is required to issue and communicate to the probation service and the supervised person a document attesting that the unpaid work for the benefit of the community has been carried out.
Execution of work for the benefit of the community: (Civil Judgment issued by the Courts)
(1) Work for the benefit of the community is performed in the field of public services, for the maintenance of recreational places, parks, and roads, keeping localities clean and sanitized, carrying out activities for the benefit of children's and elderly homes, orphanages, nurseries, kindergartens, schools, hospitals, and other social-cultural establishments.
(2) The sanction of an activity for the benefit of the community is executed after the work schedule, or as the case may be, the school schedule of the offender, for a period between 50 hours and 300 hours, with a maximum of 3 hours per day, and on non-working days 6-8 hours per day.
(3) The sanction of performing an activity for the benefit of the community is carried out with respect for occupational safety regulations.
(4) Supervision of the execution of the sanction of performing an activity for the benefit of the community is ensured by the local mayor, through persons empowered for this purpose, with the support of the police unit in whose territorial jurisdiction the sanction is being carried out.
Regardless of where the judgment is issued, the offender must present themselves, with their original identity card, within a maximum of 3 days from receiving the execution mandate, at the City Hall where they have their domicile or residence, for registration and execution of the sanction."

If no preemptor expresses their intention to buy, the town hall posts the official record confirming the completion of the procedural stage regarding the exercise of the preemption right, with the mention that applications can be submitted by potential buyers in compliance with the provisions stipulated in art. 4^1 of the law.
(2) Potential buyers can submit to the town hall a file containing supporting documents proving the fulfillment of the conditions stipulated in art. 4^1 para. (1) and (2) of the law, within the term stipulated in art. 4^1 para. (3) of the law, in compliance with cumulative conditions.
