In accordance with Law 278/2015, the Order of Generalist Nurses, Midwives and Nurses of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of generalist nurse, midwife and nurse, in the other EU Member States.

The activities of certifying the Romanian qualification titles of generalist nurse, midwife, and nurse, in the other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of the other EU member states, the states belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles in accordance with the procedures provided by Directive 2005/36/EC of the European Parliament and of the Council of 7 September 2005 on the recognition of professional qualifications, as subsequently amended and supplemented.Where applicable, the certification documents are certificates or recommendations.

Online applications for the issuance of the documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, shall be sent via PCUe to the county/Bucharest Municipality branch of OAMGMAMR of which the applicant is a member. If the applicant has NOT obtained the status of a member of OAMGMAMR, the application shall be submitted online via PCUe to the OAMGMAMR branch in whose territorial area the applicant resides.

If the applicant does not attach all the required documents or if the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days of notification, the applicant is required to complete the file with all the requested documents. If the applicant does not meet the deadline for completion, at its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) shall be prepared at the level of the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, they will be sent online to the applicants via PCUe by the county branch of OAMGMAMR to which they submitted the electronic file.
