The issuance of certificates of fiscal attestation regarding taxes, local taxes and other revenues owed to the local budget, in the case of individuals*
This procedure regulates the issuance of tax attestation certificates regarding local taxes, local fees, and other revenues owed to the local budget, in the case of individuals. The tax attestation certificate – represents a fiscal administrative act for information which is issued based on the data contained in the records of fiscal claims of the local tax authority and includes the outstanding fiscal obligations and, as the case may be, fiscal obligations due up to the first day of the month following the submission of the application, as well as other budgetary claims individualized in enforcement orders issued according to the law and existing in the records of the local tax authority for recovery purposes.
*Granting the allowance/incentive for child raising*
Persons who meet the conditions of the internship, according to the law (have completed 12 months in the last 24 months prior to the birth of the child, taxable income, or have been in assimilated internship periods, can optionally benefit from the following rights:
Leave for raising a child up to 2 years old, or up to 3 years old in case of a child with disabilities, as well as a monthly allowance.
Persons who, during the period in which they are entitled to benefit from child-raising leave, obtain taxable income have the right to an insertion incentive.
*Extension of urbanism certificate*
For the extension of the validity of the urbanism certificate, a standard request (according to Form - model F.7 - REQUEST for the extension of the validity of the urbanism certificate) is filled in and submitted to the issuer, accompanied by the originally issued urbanism certificate.
Registration/validation of subscriptions and tickets for performances*
Taxpayers who organize shows within the territorial area of competence of the local public administration authority have the obligation to register the subscriptions and entrance tickets with the specialized departments of the institution
*Cancellation, modification, rectification, or completion of civil status documents and mentions*
This procedure regulates the method of cancellation, modification, rectification, or completion of civil status documents and mentions within the Bârlad City Hall.
The data is collected for the purpose of updating the National Register of Persons’ Records.

*Issuance of lost civil status certificates - City Hall of Bârlad Municipality*
This procedure regulates the way lost civil status certificates are issued within the City Hall of Bârlad Municipality.
The data is collected for the purpose of updating the National Register of Population Records
Civil status certificates are issued upon request to the entitled person, based on the registrations and mentions recorded in the civil status registers.
Civil status certificates are issued only to citizens who possess an identity document. Romanian citizens residing abroad and foreign citizens whose civil status documents are registered in the country will be issued certificates based on their passport.
Persons who have residence in other localities than those where the civil status registers are kept and cannot travel personally to obtain civil status certificates shall address the city hall in whose jurisdiction they have their domicile or residence, indicating the locality where the document is held and the civil status data for the identification of the document.
The civil status officer who receives this request shall, within 3 days, ask the city hall holding the civil status register to send the civil status certificate. The civil status officer who receives the completed civil status certificate shall invite the petitioner within 48 hours to collect it, under signature. The application for the issuance of a new certificate must detail the circumstances in which it was lost, stolen, or destroyed.
For minor children who do not have identity documents, as well as for those placed under interdiction, the birth certificate is issued to the parent or legal representative. For minor children over 14 years who have identity documents, the birth certificate is issued personally.
The marriage certificate can be issued to one of the spouses or, upon request, to both spouses. For the surviving spouse or in case of divorce, for well-founded reasons, marriage certificates with the corresponding mentions can be issued.
The death certificate is issued to family members or other entitled persons.
The fee of 12 lei (normal procedure)/50 lei (urgent procedure) - is paid at the cashier's office of the City Hall of Bârlad Municipality or online at ghiseul.ro.

*Taxi dispatch authorization*
Authorization for the transport of persons/goods by taxi - City Hall of Barlad Municipality*

*State allowance for children according to Law 61/1993 regarding the state allowance*
The state allowance for children is granted to all children up to the age of 18, Romanian citizens, without discrimination, as well as to young people who have reached the age of 18, who are attending high school or vocational education courses organized according to the law, until their completion.
Citizens of Romania, foreign citizens, as well as stateless persons residing in Romania, under the conditions of the law, who live together with their parents, are also entitled to the state allowance for children.
*Registration in the fiscal records of means of transportation owned by individuals/legal entities*
This procedure regulates the method of registration in the fiscal records of means of transport, for individuals and legal entities. Any individual or legal entity that has its fiscal domicile in the Municipality of Bârlad and has acquired/alienated the ownership right over a means of transport is obliged to submit the fiscal declaration to the Taxes and Duties Service within the City Hall of the Municipality of Bârlad, regardless of the duration of ownership of the respective means of transport, even in the case where, on the same day, immediately after acquisition, the alienation of this taxable item takes place.
The tax on means of transport is owed for the entire fiscal year by the person who holds the ownership right over a means of transport registered or recorded in Romania on December 31st of the previous fiscal year and ceases to be owed starting from January 1st of the following fiscal year in the following situations:
− alienation of the means of transport;
− removal of the means of transport from circulation;
− deletion of legal entity taxpayers from tax records, as a result of the pronouncement of a decision to close bankruptcy proceedings;
− change of the taxpayer's fiscal domicile to another administrative-territorial unit.
The tax on means of transport becomes revenue to the local budget of the Municipality of Bârlad, where the taxpayer has his domicile, headquarters/work point.
*Issuance of building/demolition permits*
The construction/demolition permit constitutes the final act of authority of the local public administration based on which the execution of construction works is permitted, in accordance with the measures provided by law regarding the location, design, implementation, operation, and post-use of constructions.The construction/demolition permit is issued based on the documentation for authorizing the execution of construction works, prepared under the conditions of Law 50/1991, with subsequent amendments and additions, pursuant to and in compliance with the provisions of urban planning documentation, endorsed and approved according to the law.The execution of construction works is permitted only on the basis of a construction or demolition permit, issued under the conditions of Law 50/1991, with subsequent amendments and additions, at the request of the holder of a real right over a property - land and/or constructions - identified by cadastral number, unless the law provides otherwise.The procedure specifies the documents required for the construction/demolition permit.
The acceptance of construction works*
Reception constitutes a component of the quality system in construction and is the act by which the investor declares that he accepts, takes over the work with or without reservations, and that it can be put into use. Through the act of reception, it is certified that the contractor has fulfilled his obligations in accordance with the contract provisions and the execution documentation.
The reception of construction works of any category and their related installations is carried out both for new works and for interventions over time on existing constructions (major repairs, strengthening, modifications, modernization, extensions, etc.) and is performed in two stages:
- reception upon completion of the works;
- final reception upon expiration of the warranty period.
The removal from the fiscal records of vehicles owned by natural/legal persons*
This procedure regulates the manner of deregistration from the fiscal records of means of transport, for natural persons and legal entities. Any natural person or legal entity that has its fiscal domicile in the Municipality of Bârlad and has transferred ownership of a means of transport is obliged to submit the fiscal declaration to the Taxes and Duties Service within the Bârlad City Hall.
The tax on means of transport is owed for the entire fiscal year by the person who holds ownership of a means of transport registered or enrolled in Romania on December 31 of the previous fiscal year and ceases to be owed starting from January 1 of the following fiscal year in the following situations:
− alienation of the means of transport;
− deregistration of the means of transport from circulation;
− deregistration of legal entity taxpayers from fiscal records, as a result of the issuance of a court decision to close the bankruptcy proceedings;
− change of the taxpayer's fiscal domicile to another administrative-territorial unit.
*Registration of buildings in the fiscal records, for the purpose of establishing building tax for individuals and legal entities*
This procedure aims at registering buildings in the tax records for individuals and legal entities. Any individual or legal entity with fiscal domicile in the Municipality of Bârlad who has acquired/aliented ownership of a building is obliged to submit the tax declaration to the Tax and Duties Service, regardless of the duration of the respective building, even if, on the same day, immediately after acquisition, the transfer of this taxable object takes place.
The building tax is owed for the entire fiscal year by the person who holds the ownership right over a building on December 31 of the previous fiscal year.
*Registration of land in fiscal records, for the purpose of establishing land tax, for natural/legal persons*
Any natural person or legal entity that has a fiscal domicile in the Municipality of Bârlad and has acquired/transferred the right of ownership over a piece of land is obliged to submit the fiscal declaration to the Taxes and Fees Service, regardless of the duration of ownership of the respective building, even if, on the same day, immediately after acquisition, the transfer of this taxable object takes place.
In the case of acquiring land during the year, the owner is obliged to submit a new tax declaration to the local fiscal authority in whose territorial jurisdiction the land is located, within 30 days from the date of acquisition, and owes land tax starting from January 1st of the following year.
*Registration of documents concluded abroad - transcription of certificates / civil status excerpts*
This procedure regulates the method by which the registration of documents concluded abroad is carried out - the transcription of civil status certificates/extracts

Transcription requests are submitted personally, by the holders or their legal representatives, at the Civil Status Department officeă, located in Bârlad municipality, Bd. Epureanu no. 24-26, Vaslui county. Working hours: MONDAY-FRIDAY between 08:30-12:00.
Married persons submit the application for the transcription of the marriage certificate/extract simultaneously with the application for the transcription of the birth certificate/extract, including the birth certificate regarding the minor child.
The deadline for resolving applications for the transcription of civil status certificates/extracts is 30 days from the date of registration of the application, according to art. 41 para. (5^1) of Law 119/1996 regarding civil status documents.
Fees: transcription file processing: 18 lei - to be paid at the cashier of the Bârlad Municipality City Hall.

Purchase of a concessioned land*
The purchase with the right of preemption is made only at the request of the holder of the concession contract, provided they are a good-faith builder and have paid the royalty up to date, where applicable.
The deadline for resolving the request depends on the adoption in the local council meeting of the Evaluation Report drawn up by an expert.
*Imposition, tracking, and collection of the special sanitation fee*
Family support allowance*
The family support allowance is granted according to the provisions of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions, and the Methodological Norms for the application of the provisions of Law no. 277/2010 regarding the family support allowance, approved by Government Decision 38/2011 with subsequent amendments and completions, Order no. 1474/2011 (Instructions for the application of certain provisions from the Methodological Norms for the application of the provisions of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions).
Beneficiaries:
Families or single persons who are raising children up to 18 years old, live together with them, and have a monthly net income per family member of up to 634 lei;
Families or single persons who do not have Romanian citizenship, if they are in one of the following situations:
They are citizens of a member state of the European Union, the European Economic Area, the Swiss Confederation, or other states, for the period during which they have domicile or, as the case may be, residence in Romania, under the law;
They are foreign citizens or stateless persons who have been granted, under the law, a form of protection;
They are stateless persons who have domicile or, as the case may be, residence in Romania, under the law.
*Issuance of urbanism certificate*
The urbanism certificate is the public act of information issued by the local public authorities, through which the applicant, a natural or legal person, is informed about the elements characterizing the legal, economic, and technical status of a property, established by the existing records and urbanism and spatial planning documentations.
The procedure specifies the documents required for the issuance of the urbanism certificate:
1. According to the provisions of art. 6 paragraphs 1 and 4 of Law 50/1991, with subsequent amendments and completions, the urbanism certificate is an information act regarding the legal, economic, and technical regime of the property, as well as the specific urban planning requirements of the location, determined in accordance with the provisions of approved and authorized urbanism documentations, a document issued upon request to any applicant - natural or legal person.
2. According to the Law, the urbanism certificate does not substitute a building/demolition permit and does not confer the right to carry out construction works.
The certificate is issued based on the application filed by the applicant according to the standardized form F.1, in which the purpose, and the elements for identifying the property (address, land register number, cadastral number) are specified.
Extension of building/demolition permit*
This procedure regulates the way of extending the building/demolition permit within the City Hall of Barlad Municipality.
The application for extending the validity of the building/demolition permit is submitted 45 working days before the expiration date of its validity.
The extension of the validity period of the building/demolition permit is noted on the original copy.
Personal assistant for the person with disabilities*
According to the provisions of art. 42, para. (4) of Law no. 448/2006 republished, with subsequent amendments and additions, "the parents or, as the case may be, the legal representatives of the child with severe disability, the person or family who has received a child with severe disability in placement, adults with severe disability or their legal representatives, except those with severe visual disability, may choose between a personal assistant and receiving a monthly allowance."
According to art. 36, para. (1), of Law no. 448/2006 republished, with subsequent amendments and additions, the conditions that a person must meet in order to be employed with an individual employment contract in the position of personal assistant are as follows:
-is at least 18 years of age;
-has not been convicted for committing an offense that would make them incompatible with exercising the occupation of personal assistant;
-has full exercise capacity;
-has an appropriate state of health, certified by the family doctor or based on a specialist medical examination;
-has graduated at least the courses of compulsory general education, except for relatives and in-laws up to and including the fourth degree of the person with severe disability, as well as except for the spouse, as the case may be; in exceptional situations, at the proposal of the social worker within the local council's own apparatus in whose territorial area the person who is to fulfill the function of personal assistant has their domicile or residence, the National Authority for Persons with Disabilities may approve derogation from fulfilling the educational requirements also in the case of other persons.
*Minimum guaranteed income according to Law 416/2001*
According to Law no. 416/2001, families and single persons, Romanian citizens, are entitled to a minimum guaranteed income as a form of social assistance
Monthly allowances for people with disabilities*
According to the provisions of art. 42, para. (4) of Law no. 448/2006 republished, with subsequent amendments and additions, "the parents or, as the case may be, the legal representatives of the child with severe disability, the person or family who has received a child with severe disability in foster care, adults with severe disability or their legal representatives, except for those with severe visual impairment, may choose between a personal assistant and receiving a monthly allowance."
The allowance is paid during the validity period of the certificate of classification in the severe disability degree, issued by the child protection commissions or by the evaluation commissions for adults with disabilities, as the case may be, and is ensured by the city halls in whose territorial area the person with disability has their domicile or residence.
The allowance is granted starting from the month following the submission of the application and ceases in the month following the one in which the person with disability no longer meets the conditions that led to the granting of the right, according to the legal provisions in force.
In order to obtain the right to the monthly allowance, the entitled persons shall submit the following documents:
Settlement of the tax on shows in the case of artistic events, sports competitions, or other recreational activities*

The data is collected for the purpose of updating the National Register of Persons Record
At the request of individuals, certificates regarding the registration of a civil status document are issued; the certificates include, as the case may be, details regarding the mentions existing on the margin of the civil status document.
The request can be made personally by either of the former spouses or by an authorized representative with a special power of attorney.
