Establishes the principles, methods, criteria, and stages based on which the automatic recognition by A.S.E. of teaching positions in university education obtained in accredited higher education institutions abroad will be carried out.

Implements OMENCȘ 5922/2016 of December 6, 2016 for the approval of the Methodology regarding the automatic recognition, by higher education institutions, of teaching positions in university education obtained in accredited higher education institutions abroad.

Categories of persons addressed:

Persons who hold a teaching position in university education obtained in accredited higher education institutions from the member states of the European Union, the European Economic Area, from the Swiss Confederation or from third countries and who wish to have their teaching position recognized at A.S.E.

Describe the organization and conduct of the process for the recognition of the doctoral diploma and the title of doctor obtained abroad, so that the candidate and the participants in this process better understand the steps to be taken and their order.

Implement OME no. 7234/2024 of October 10, 2024 for the approval of the Methodology regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad.

Categories of persons to whom it is addressed:

Eligible to submit applications for the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, are applicants who have obtained the title of doctor at:

a. accredited higher education institutions from a member state of the European Union, the European Economic Area and from the Swiss Confederation;

b. accredited higher education institutions from outside the countries provided in letter a), being among the most prestigious higher education institutions in the world, according to the provisions of the Order of the Minister of Education approving the list of prestigious universities from other states;

c. accredited higher education institutions subject to an international mutual recognition agreement concluded at intergovernmental level;

d. accredited higher education institutions from other states than those provided in letters a)-b)-c).

Describe the organization and conduct of the process of recognition of the quality of doctoral supervisor obtained abroad so that the candidate and participants in this process can better understand the stages to be followed and their order. namental or inter-university.
Implement OME 5.956/2024 of August 13, 2024 for the approval of the Methodology regarding the automatic recognition of the quality of doctoral supervisor obtained in higher education or research and development institutions from abroad.

The categories of persons addressed:
Eligible to submit applications for the recognition of the quality of doctoral supervisor in sciences or in a professional field are applicants who have obtained the quality of doctoral supervisor at:
a) specialists who have the quality of doctoral supervisor in one of the Member States of the European Union or the European Economic Area or in the Swiss Confederation automatically acquire the quality of doctoral supervisor in Romania by recognizing and issuing the certificate of recognition of habilitation by IOSUD-ASE;
b) specialists who have the quality of doctoral supervisor in one of the higher education institutions outside the countries provided in letter a), which are among the most prestigious higher education institutions in the world, according to the provisions of the Minister of Education's order regarding the approval of the list of prestigious universities from other states, automatically acquire the quality of doctoral supervisor in Romania by recognizing and issuing the certificate of recognition of habilitation by IOSUD-ASE;
c) specialists who are doctoral supervisors within institutions abroad, other than those referred to in letter a) or b), acquire the quality of doctoral supervisor in Romania by recognizing and issuing the certificate of recognition of habilitation by IOSUD-ASE on the basis of an international convention on mutual recognition.
