Reimbursement of the personal contribution related to medicines and medical services/investigations according to Order M110/2009*

In accordance with the provisions of the Order of the Minister of National Defense no. M 110/2009 – Instructions regarding medical and pharmaceutical assistance in the Ministry of National Defense during peacetime, with subsequent amendments and completions, the following categories of persons benefit from medical assistance and medicines within S.C.M.U. Timișoara:
a) active military personnel;
b) volunteer soldiers and ranks, including during the training period;
c) pupils and students of military educational institutions;
d) reserve military personnel called to duty, regardless of rank, only during the period of call-up;
e) family members of active military personnel*);
f) reserve and retired military personnel, military pensioners;
g) family members of reserve and retired military personnel;
h) military pensioners on grounds of disability as a result of accidents at work or illnesses contracted during and due to fulfilling military obligations, who later opted for a pension from the state social insurance system;
i) public officials and contractual civilian personnel from the Ministry of National Defense (civilian personnel);
j) veterans, widows and disabled persons of war, as well as other categories of persons provided for in special laws;
k) other categories of persons, in accordance with the law.
*) By family members of active military personnel is meant spouse, children and parents who are legally dependent on them (art. 112 of Law no. 80/1995 regarding the status of military personnel, with subsequent amendments and completions).
From the budget of the Ministry of National Defense, the cost of the personal contribution for subsidized medicines and the cost of medicines not included in the lists of subsidized medicines is covered for the categories of persons provided for in art. 4 letters a) - f), h) and j).
The reimbursement of medicines prescribed on simple prescriptions is made with the cumulative fulfillment of the following conditions:
a) the prescribed medicines are not provided free of charge through national health programs;
b) the prescribed medicines are not included in the lists of subsidized or free medicines.
Depending on the medical services available within S.C.M.U. Timișoara, according to the normative acts in force, the following are ensured:
1) primary health care and health promotion services, early detection of diseases;
2) specialized outpatient and inpatient medical services;
3) dental medicine services;
4) emergency medical services;
5) medical services for health recovery-rehabilitation (physiotherapy);
6) medico-military expertise.
The categories of persons provided for in letters a) - g) benefit from the reimbursement of the personal contribution for medical services established by the normative acts in force, from the budgetary funds of the Ministry of National Defense.
The categories of persons provided for in letters e) - h) and j) benefit free of charge from the medical services mentioned at points 1) - 5) above, under the conditions provided by law.
Persons provided for in letter i) benefit from the reimbursement of medical services provided from the Ministry of National Defense budget only if the condition occurred due to a work accident or an occupational disease.
Persons provided for in letter k) benefit from medical assistance within S.C.M.U. Timișoara, pursuant to applicable legal provisions.
Reimbursement of the personal contribution related to medicines.
- persons who are unable to obtain medicines from the pharmacy of the S.C.M.U. Timișoara outpatient clinic or from pharmacies contracted with S.C.M.U. Timișoara or do not find all prescribed medicines in these pharmacies, may collect prescriptions from any community pharmacy contracted with the health insurance house, at their own expense, requesting the following documents:
- tax invoice (in original);
- receipt (in original);
- simple prescription/CNAS type prescription (electronic) – "prescription" component and "dispensing" component (in original).
- to recover the personal contribution paid for medicines prescribed on CNAS type (electronic) or simple prescriptions, the categories of persons mentioned in art. 5.1. of this procedure must prepare a report to the commander of S.C.M.U. Timișoara (according to the attached model – Annex no.1), accompanied by the following documents:
- tax invoice issued by the pharmacy that dispensed the medicines (in original);
- receipt corresponding to the tax invoice (in original);
- simple prescription (in original);
- medical recommendation (copy of CNAS type prescription);
- the pharmacy-dispensed medicines form (copy);
- copy of identity document;
- copy of documents proving the status as reserve/retired military personnel/military pensioner (pension coupons, military pensioner ID/veteran ID, etc.);
- the report and supporting documents shall be submitted to the S.C.M.U. Timișoara registry (C.D.C.) by mail or in person and registered at the outpatient pharmacy of S.C.M.U. Timișoara;
- the designated commission analyzes the request and checks the supporting documents; the deadline for resolving the request regarding the reimbursement of the personal contribution related to the cost of medicines is 30 days from the registration of the request;
- after analyzing the request, the commission prepares a minutes, approved by the commander, and forwards it to the financial-accounting structure;
- if the documents are not complete/correct, they will be returned to the applicant with the necessary recommendations;
- payment will be made by the financial-accounting structure of the hospital, according to the allocated budget, without exceeding the legal deadline;
- any grievances/complaints regarding the manner of resolving the requests shall be submitted at the S.C.M.U. Timișoara headquarters.
Reimbursement of the personal contribution related to medical services/investigations.
- to recover the personal contribution paid for medical services/investigations, the categories of persons mentioned in art. 5.1. of this procedure must prepare a report to the commander of S.C.M.U. Timișoara (according to the attached model – Annex no.2), accompanied by the following documents:
- recommendation or approval of the specialist doctor from the Clinical Military Emergency Hospital "Dr. Victor Popescu" Timișoara;
- copy of the identity card/document;
- receipt/tax invoice/receipt (in original) showing the value of the medical expenses incurred;
- pension coupon copy (as applicable);
- copies of documents proving that family members of military personnel are legally dependent on them (as applicable);
- other documents deemed necessary, depending on the situation;
- the report and supporting documents shall be submitted to the S.C.M.U. Timișoara registry (C.D.C.) by mail or in person;
- the designated commission analyzes the request and checks the supporting documents; the deadline for resolving the request regarding the reimbursement of the personal contribution related to the cost of medical services/investigations is 30 days from the registration of the request;
- after analyzing the request, the commission prepares a minutes, approved by the commander, and forwards it to the financial-accounting structure;
- if the documents are not complete/correct, they will be returned to the applicant with the necessary recommendations;

The report accompanied by documents shall be submitted at the hospital registry (C.D.C.), in person or by mail.

Media access within the Emergency Military Clinical Hospital "Dr. Victor Popescu" Timișoara*

Accrediting media representatives at the hospital level is based on the approval of the Commander of SCMU Timișoara, at the request of the press institution whose employee is the journalist.
In order to obtain accreditation, the press institution will present the following documents:
- Accreditation form (Annex)
- Personal file of the journalist/journalists proposed for accreditation;
- Copy of the journalist’s identity card;
- Self-declaration by the journalist;
- Copy of the press badge;
- Motivation for requesting access to the hospital; (if the reason for requesting access is to interview a patient, all necessary details must be provided for obtaining the patient’s written consent; the journalist will be informed of the patient’s acceptance/refusal).
Based on these documents, SCMU Timișoara will issue the accreditation within 2 working days.
Media representatives are required to present the following documents at the hospital access-control point:
- Identity card;
- Staff badge;
Access for media representatives to the hospital will be permitted after they assume, by signature, the rules regarding behavior during the visit.

Procedure regarding the medical examination for obtaining/extending the driver's license (category B) and the gun license*

For obtaining the medical sheet (for driving license applicants and for drivers requesting the renewal of the driving license) and the medical certificate (for attesting the state of health, for the procurement, possession, carrying, and use of lethal or non-lethal weapons and ammunition subject to authorization) applicants must present themselves at the Outpatient Department (at the FILE, following a prior appointment at the phone number 0770-320.609) with the following documents:
- Certificate from the family doctor stating the medical history;
- Medical sheet completed in 2 copies (for driving license applicants and for drivers requesting the renewal of the driving license) or, as the case may be, medical certificate completed in a single copy (for attesting the state of health, for the procurement, possession, carrying, and use of lethal or non-lethal weapons and ammunition subject to authorization); (Annexes)
- Proof of payment of the fee for obtaining the medical sheet/medical certificate, according to internal regulations; (Payment is made at the medical unit's cash desk.)
- Identity card.
