Issuance of the certificate of conformity of university studies with the provisions of Directive 2005/36/EC for citizens who have studied in Romania, for the purpose of carrying out teaching activities at the higher education level abroad*
It applies to Romanian citizens and citizens of the member states of the European Union, citizens of the states signatory to the agreement concerning the European Economic Area, and from the Swiss Confederation, who have studied in Romania and who request, for the purpose of carrying out teaching activities at the higher education level in one of the member states of the European Union, the European Economic Area, or the Swiss Confederation, independently or as an employee, the issuance of the certificate of conformity of university studies with the provisions of Directive 2005/36/EC concerning the recognition of professional qualifications, as subsequently amended.
The file for the issuance of the certificate of conformity of university studies includes the following documents:
a) standard application form requesting the issuance of the certificate of conformity of university studies, addressed to the Ministry of Education, according to the model;
b) doctoral diploma, in copy;
c) certificate of authenticity of the doctoral diploma, issued by the accredited higher education institution, in original;
d) personal identification documents, as well as proof of name change, if the name written on the diploma/education document no longer matches that on the identity document, in copy;
Files for teaching staff from university education who request the issuance of the certificate of conformity with Directive 2005/36/EC are processed by the General Directorate of Higher Education within the Ministry of Education – the competent authority designated for the profession of higher education teacher: university professor, university associate professor, university lecturer/senior researcher, university assistant.
The General Directorate of Higher Education verifies the existence of the documents in the file and issues the certificate or notifies the applicant if it finds that the file is incomplete.
The certificate is issued to the holder by collection at the headquarters of the Ministry of Education, personally or through a legally authorized representative, or, upon written request of the applicant, is sent by postal mandate to the indicated address, with payment of postal expenses at the destination.
The resolution deadline is 10 working days from the date of file registration. The resolution deadline may be extended in justified cases.
