Issuance of the membership certificate of the College of Dentists of Romania*
Fees and dues:
Issuance of certificate for the exercise of dental medicine activity with a temporary/occasional character on the territory of Romania by dental doctors who are citizens of another Member State of the European Union, or of a Member State of the European Economic Area*
1. Sufficient proof of linguistic knowledge for the issuance of approval for practicing dental activities with a temporary/occasional character on the territory of Romania can be: the title obtained in Romanian, certified for conformity with the original by the applicant; the title certifying knowledge of the Romanian language, i.e., certificate or attestation issued by organizations recognized by the Ministry of Education and Research, at least at level B1 (according to the Common European Framework of Reference for Languages); proof of previous professional experience in Romania.
2. In case sufficient evidence of possessing professional linguistic skills is not provided, the requesting dentist shall undergo an oral and a written test for examining linguistic knowledge.
3. In the assessment of linguistic knowledge, the duration of the activity to be carried out will be taken into account.
4. Documents drafted in a foreign language must be submitted accompanied by a legalized translation, apostilled or superlegalized in accordance with the law, if applicable.
5. The deadline for resolution may be extended if the supporting documents of the professional training of the requesting dentist do not meet the criteria for automatic recognition established by the Rules regarding the recognition of diplomas, certificates and titles of doctor, dentist, pharmacist, general nurse and midwife, issued by an EU member state, an EEA member state or the Swiss Confederation, approved by HG no. 1.282/2007, with subsequent modifications and completions, in which case CMSR may conduct a verification of the professional qualifications of the dentist.
6. In case of a significant difference between the professional qualifications of the dentist and the training required in Romania for performing dental activities for which approval is requested, and these cannot be compensated by the requesting dentist’s professional experience or by the knowledge, skills, and competences acquired through lifelong learning, formally validated for this purpose by a relevant body, the applicant is informed that they have the possibility to demonstrate, by an aptitude test, that they have acquired the missing knowledge, skills, and competences. The aptitude test consists of a one-hour test that refers exclusively to the applicant’s professional knowledge, in order to assess their ability to practice as a dentist in Romania, taking into account the fact that the applicant is a qualified professional in the member state of origin or provenance.
