Issuance of construction/demolition permit*

The procedure refers to the activity of issuing building/demolition permits, namely for: receiving and registering applications for the issuance of building/demolition permits and the necessary documents for this purpose; verifying the submitted documentation; preparing building/demolition authorizations; registering them in the Evidence Register; sending the issued authorizations to applicants.
The execution of construction works is allowed only on the basis of a building or demolition permit, issued at the request of the holder of a real right over a property – land and/or buildings – identified by cadastral number, unless the law provides otherwise.
For the execution of construction works and/or deviations exclusively regarding the connection/branching to existing technical-utility networks in the area, the agreement/authorization of the road administrator is issued by the competent authorities on behalf of the technical-utility network operators, based on the application submitted by the beneficiary of the objective and in consideration of the legal rights enjoyed by the network operator. Building permits for the property and the agreement/authorization of the road administrator for utility connection installations are issued simultaneously. The impossibility of issuing an agreement/authorization of the road administrator for the installation of a connection to one of the utilities will not block the process of issuing the other building permits for the property and other utilities.
Civil, industrial constructions, including those for supporting installations and technological equipment, agricultural or of any other nature may only be carried out in accordance with the building permit.
As an exception, the execution of special construction works, which are carried out on the basis of treaties/agreements in force to which Romania is a party, is regulated by the implementing arrangements/technical agreements/understandings/implementation memoranda of those treaties, adopted according to the legislation in force, provided that the technical documentation is endorsed according to the legislation in force.
The building permit constitutes the final act of authority of the local public administration based on which the execution of construction works is allowed in accordance with the measures regarding the location, design, implementation, operation and post-use of the constructions.
The building permit is issued on the basis of the documentation for authorizing the execution of construction works, based on and in compliance with the provisions of the urban planning documentation.
The procedure for authorizing the execution of construction works begins with the submission of the application for the issuance of the urban planning certificate with the purpose of ultimately obtaining the building permit and includes the following stages:
a) issuance of the urban planning certificate;
b) issuance of the opinion of the competent environmental protection authority for investments not subject to environmental impact assessment procedures;
c) notification by the applicant to the competent public administration authority regarding the maintenance of the request for obtaining, as the final act, the building permit, for investments for which the competent environmental protection authority has established the necessity of impact assessment and has issued the guidance according to the legislation on the assessment of the impact of certain public and private projects on the environment;
d) issuance of approvals and agreements, as well as the administrative act of the competent environmental protection authority regarding investments assessed from the perspective of their environmental impact;
e) preparation of the technical documentation necessary for authorizing the execution of construction works, hereinafter referred to as technical documentation – T.D.;
f) submission of documentation for authorizing the execution of construction works to the competent public administration authority;
g) issuance of the building permit.

The procedure refers to the activity of issuing urban planning certificates, namely: the receipt and registration of applications for the issuance of urban planning certificates and the necessary documents for this purpose; verification of the submitted documentation; drafting of urban planning certificates; registration of these in the Register of Urban Planning Certificates; transmission of the issued certificates to the applicants.
The urban planning certificate is a mandatory informational document through which the county or local public administration authority communicates the legal, economic, and technical status of properties and the necessary conditions for carrying out investments, real estate transactions, or other real estate operations.

Release of lost civil status certificates*

This procedure regulates the way of issuing lost civil status certificates within the Săbăoani Commune City Hall.

  • Civil status certificates are issued upon request to the entitled person, based on the records and mentions entered in the civil status registers.
  • Civil status certificates are issued only to citizens who possess an identity card (ID card, valid temporary identity certificate). Romanian citizens residing abroad and foreign citizens whose civil status documents are registered in the country will be issued certificates based on their passport.
  • Persons who are domiciled in other localities than those where the civil status registers are kept and cannot travel personally to obtain civil status certificates shall address the city hall where they have their domicile or residence, indicating the locality where the respective document is found and the civil status data, for the identification of the document.
  • The civil status officer who receives this request shall, within 3 days, ask the city hall holding the civil status register to send the civil status certificate. The civil status officer who receives the completed civil status document invites the petitioner within 48 hours to pick it up, under signature. The request for issuing the new certificate must include in detail the circumstances under which it was lost, stolen or destroyed.
  • For minor children who do not have identity documents, as well as for those under interdiction, the birth certificate is issued to the parent or legal representative. For minor children over 14 years old who have identity documents, the birth certificate is issued personally. The presence of the parent/legal representative is required.
  • The marriage certificate can be issued to one of the spouses or, upon request, to both spouses. For the surviving spouse or in case of divorce, for justified reasons, marriage certificates with the corresponding mentions can be issued.
  • The death certificate is issued to family members or other entitled persons.
  • Requests for obtaining civil status certificates from abroad are solved by the Ministry of Foreign Affairs – Consular Relations Directorate.

Extension of construction/demolition permit*

The extension of the validity of the construction/demolition permit must be requested at least 15 days before the expiration date and may be granted, according to the Law, only once for a maximum of 12 months. The extension of the validity of the construction/demolition permit is recorded in the original of the initially issued permit, without the need to submit other documentation. The extension of the permit is issued based on the applicant's request according to the standardized form model.
The procedure refers to the activity of issuing construction/demolition permits, namely for: receiving and registering requests for issuing construction/demolition permits and the necessary documents; checking the submitted documentation; drawing up the construction/demolition approvals; recording them in the Register of Records; transmitting the issued approvals to the applicants.
The execution of construction works is permitted only on the basis of a construction or demolition permit, issued at the request of the holder of a real right over a property - land and/or buildings - identified by cadastral number, unless the law provides otherwise.
For the execution of construction and/or deviation works that concern exclusively the connection/branching to the existing technical and utility networks in the area, the agreement/permit of the road administrator is issued by the competent authorities on behalf of the technical-utility network operators, based on the request formulated by the beneficiary of the objective and taking into account the legal rights the network operator benefits from. The construction permits for the building and the agreement/permit of the road administrator for the connection installations to the utilities are issued simultaneously. The impossibility of issuing an agreement/permit of the road administrator for the implementation of the connection to one of the utilities will not block the process of issuing other construction permits for the building and other utilities.
Civil constructions, industrial constructions, including those for supporting technological installations and equipment, agricultural or of any other nature, can only be carried out in compliance with the construction permit.
As an exception, the execution of construction works of a special nature, carried out on the basis of treaties/agreements in force to which Romania is a party, shall be regulated by implementing arrangements/technical agreements/understandings/memoranda of implementation of those treaties, adopted according to the legislation in force, provided that the technical documentation is approved according to the legislation in force.
The construction permit constitutes the final act of authority of the local public administration based on which the execution of construction works is allowed, corresponding to the measures regarding the location, design, execution, operation, and post-use of constructions.
The construction permit is issued based on the documentation for authorizing the execution of construction works, in compliance with and pursuant to the provisions of urban planning documentation.

The procedure for authorizing the execution of construction works begins with the submission of the request for the issuance of the urban planning certificate for the purpose of obtaining, as the final act, the construction permit and includes the following steps:
a) issuance of the urban planning certificate;
b) issuance of the opinion of the competent authority for environmental protection for investments not subject to environmental impact assessment procedures;
c) notification by the applicant to the competent public administration authority regarding the maintenance of the request to obtain, as the final act, the construction permit, for investments for which the competent authority for environmental protection has determined the need for an environmental impact assessment and has issued guidance in accordance with the legislation on the evaluation of the impact of certain public and private projects on the environment;
d) issuance of approvals and agreements, as well as the administrative act of the competent environmental protection authority regarding investments evaluated in terms of environmental impact;
e) preparation of the technical documentation necessary for authorizing the execution of construction works, hereinafter referred to as technical documentation - D.T.;
f) submission of the documentation for authorizing the execution of construction works to the competent public administration authority;
g) issuance of the construction permit.

  • These are documents that have the same probative value as civil status certificates and are used by holders and entitled persons before foreign authorities of the states parties to Convention no.16 of the International Commission on Civil Status signed in Vienna on September 8, 1976, to which Romania acceded in 2012 (Law no. 65/2012).
  • Multilingual extracts of civil status documents issued under the conditions of Convention no.16 by the competent authorities of the states parties are recognized without translation, legalization, or other equivalent formalities and are used under the same conditions as civil status certificates within the territorial scope of the Convention.
  • The signatory states of Convention no.16 are the following: Republic of Austria, Kingdom of Belgium, Bosnia and Herzegovina, Republic of Croatia, Swiss Confederation, French Republic, Federal Republic of Germany, Hellenic Republic, Italian Republic, Grand Duchy of Luxembourg, Republic of Lithuania, Republic of Macedonia, Montenegro, Republic of Moldova, Kingdom of the Netherlands, Republic of Poland, Portuguese Republic, Kingdom of Spain, Republic of Slovenia, Republic of Serbia, Republic of Turkey.
  • Multilingual extracts of civil status documents regarding birth and/or marriage are issued to the holders or their legal representatives, and the multilingual extracts of civil status documents regarding death are issued to family members or other entitled persons.
  • Multilingual extracts may also be issued to other persons authorized by special power of attorney or legal representative. Upon request, applicants may receive several multilingual extracts completed based on the same civil status document.
