Procedure regarding the automatic recognition by the "Carol I" National Defence University of the status of PhD supervisor/habilitation in the fields of "Military Sciences" or "Information and National Security", obtained in educational institutions*
1. This procedure regulates the recognition by IOSUD - "Carol I" National Defence University of the status of doctoral supervisor/ habilitation to supervise doctorates in the fields of "Military Sciences" or "Intelligence and National Security", obtained abroad.
2. The provisions of this procedure apply to all Romanian citizens, citizens from European Union states, the European Economic Area, the Swiss Confederation, and citizens from third countries who opt for the recognition of the status of doctoral supervisor/ habilitation in "Military Sciences" or "Intelligence and National Security", obtained abroad, by IOSUD – National Defence University "Carol I".
3. IOSUD – National Defence University "Carol I" automatically recognizes the status of doctoral supervisor or habilitation in the fields of "Military Sciences" or "Intelligence and National Security", obtained in: a) accredited higher education institutions from member states of the European Union, the European Economic Area, and the Swiss Confederation; b) prestigious universities from other countries specified in the List of prestigious universities from other countries, approved by order of the Minister of National Education and periodically updated.
The exercise of the rights conferred by the status of doctoral supervisor and holding a teaching position in the Romanian higher education system is carried out according to the legal regulations in force.
*Procedure for requesting public interest information L.544/2001*
This procedure regulates the method of online submission of administrative complaints as a result of receiving a negative response to a request for access to public interest information addressed to the National University of Defence "Carol I", according to the provisions of Law 544/2001 regarding free access to public interest information.
Clarifications (Law 544/2001):
Art. 32 - If a person considers that the right of access to public interest information has been violated, he or she may file an administrative complaint with the head of the authority or public institution to which the information was requested.
Art. 33 – The person who considers himself or herself injured in his or her rights may submit the administrative complaint provided for in Art. 32 within 30 days from the date of becoming aware of the explicit or tacit refusal of the employees of the authority or public institution to apply the provisions of the law and these regulations.
*Issuance of a diploma from the university archive*
1. This procedure regulates the way in which uncollected diplomas are released from the university archive to their holders.
2. The provisions of the procedure apply to all graduates of study programs offered by the "Carol I" National Defence University whose diplomas are in the university archive.
3. The amount of the fee for releasing a diploma from the archive can be found by accessing the link:

The schedule for releasing uncollected diplomas to graduates of the "Carol I" National Defence University is as follows:
For diplomas that have not yet reached the archiving deadline and are at the Educational Planning and Records Office:
- Tuesday and Thursday between 08.00 - 15.00
NOTE:
For the release of non-archived diplomas, it is not necessary to draw up the report
For diplomas in the archive of the "Carol I" National Defence University:
- Wednesday between 13.00 - 15.00
NOTE:
The release of diplomas from the university archive is conditional on prior approval by the university management of the report drawn up by the applicant.
The procedure for releasing archived diplomas is as follows:
- The applicant completes the release report, according to the template, and sends it to the email address public@unap.ro or uploads it (scanned) on the PCUe platform along with a copy of the identity card and, if applicable, the payment receipt for the archiving fee.
- After the report is approved, the applicant will be called by Educational Planning and Records Office staff and informed about the approval and, if necessary, about other required documents (e.g., if the applicant has not provided photos for the diploma)
- The applicant or the applicant’s legal representative (who must present the original notarial power of attorney) can come to collect the diploma, on the Wednesday following the notification, at the university headquarters, during the mentioned hours, with their identity card.
Procedure regarding the automatic recognition of teaching positions in higher education obtained in accredited higher education institutions abroad*
The procedure applies to Romanian citizens, citizens of member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens from third countries.
Teaching positions obtained in accredited university institutions from member states of the European Union, the European Economic Area, the Swiss Confederation, and from prestigious universities in other countries included in the List of Prestigious Universities from Other Countries, approved by order of the Minister of National Education and periodically updated, are automatically recognized by UNAp, according to this operational procedure.
Teaching positions obtained at other accredited university institutions than those mentioned in the previous paragraph are recognized only based on an international agreement of mutual recognition, concluded at intergovernmental or inter-university level.
Procedure regarding the recognition of the doctoral diploma and the title of doctor in the fields of "Military Sciences" or "Information and National Security", obtained abroad, by the "Carol I" National Defence University*
1. This procedure regulates the recognition of the doctorate diploma and the title of doctor in "Military Sciences" or "Information and National Security", obtained abroad, by I.O.S.U.D. - National University of Defense "Carol I", for the purpose of enrolling in postgraduate programs, obtaining habilitation, occupying a teaching or research position within the institution.
Issuance of a duplicate of a study document*
1. This procedure regulates the manner in which a duplicate of a lost, damaged, destroyed, or laminated diploma is issued if the original of the respective document and/or other legal documents from which the holder's academic situation results are found in the university archive.
If the original of the respective document and/or other legal documents from which the holder's academic situation results are not found in the archive, or if the archive has been destroyed under force majeure conditions (natural disasters, fires, etc.), the duplicate shall be issued following the reconstruction of the academic situation by the university.
2. The provisions of this procedure apply to all graduates of study programs offered by the "Carol I" National Defence University whose diplomas are in the university archive.
For the issuance of a duplicate diploma, the holder addresses a request to the Rector of the university accompanied, as appropriate, by the following documents:
a) a written statement by the diploma holder, including all necessary identification details and the circumstances in which the document was lost, destroyed, or damaged;
b) a copy of the birth certificate certified as true to the original;
c) two recent photographs of the holder (in color, on photographic paper, format 3 x 4 cm), as appropriate;
d) proof of publication in the Official Gazette of Romania, Part III, in case of loss or destruction of the diploma;
e) proof of payment of the duplicate issuance fee;
f) the damaged or laminated document, in original;
g) notarized power of attorney/lawyer’s authorization in a copy certified to the original.
(2) The request may be made by the holder of the diploma in question or by their authorized representative.
(3) For the publication of the loss or destruction of the diploma, the holder or their representative shall contact the Autonomous Administration "Monitorul Oficial", and the notice must include the following details: the name of the original diploma; the surname, initial(s) of the father’s first name(s) (mother’s, if the father is unknown), the holder’s first name; the year of graduation; the series and number of the respective document, the number and date of registration in the unique register for the records and issuance of diplomas; the name of the issuing institution.

*Procedure for submitting an administrative complaint for lack of response within the legal deadline*
This procedure regulates the method of submitting the administrative complaint online as a result of not receiving a response within the legal timeframe to the request for obtaining public interest information addressed to the National Defence University "Carol I", according to the provisions of Law 544/2001 regarding free access to public interest information.
Specifications (L.544/2001):
Art. 32 - If a person considers that their right to access public interest information has been violated, they may submit an administrative complaint to the head of the authority or public institution to which the information was requested.
Art. 33 – The person who considers themselves wronged in their rights may submit the administrative complaint provided for in Art. 32 within 30 days from the moment they become aware of the explicit or tacit refusal of the employees of the authority or public institution to apply the provisions of the law and
of these rules.
Issuance of authenticity certificate and certification of study documents (diplomas, supplements, certificates, transcripts) or of a school situation*
The Certificate of Authenticity certifies the authenticity, validity, and correctness of the entries in the study document and university documents.
The certificate is issued at the request of the holder/authorized person and includes the following mandatory minimum elements: the holder’s surname and first name, as
mentioned in the academic register; the study period, number of credits, profile/field, study program/specialization, and form of education completed; the series, number, and date of the diploma’s issuance; the number and date of issuance of university documents provided in art. 3 letters a) and b); the number and date of the document based on which admission to studies was granted – minister’s order/letter of acceptance/approval of education/certificate/attestation (only for foreign citizens); the position, surname, first name, and signature of the institution’s staff, in office at the date of completion (rector, chief secretary of the university, dean, chief secretary of the faculty) and the institution’s seal.
The school situation is completed only at the request of the holder/authorized person, based on its approval by the university rector.
The school situation follows the structure of the supplement as a reference model and includes the following mandatory minimum elements: profile or field of studies,
specialization or study program, form of education, language of instruction, geographical location of implementation, mentions regarding education (interruptions of studies, extension of schooling, academic mobilities, the number of the document that allowed access to studies, for foreign citizens, etc.), the position, surname, first name, and signature of the university staff, in office at the date of completion – rector, chief secretary of the university, dean, chief secretary of the faculty, and the institution’s seal.
Administrative complaint submission procedure in case of negative response*
This procedure regulates the manner of online submission of administrative complaints as a result of receiving a negative response from the National University of Defence "Carol I" to requests for access to public interest information, according to the provisions of Law 544/2001 on free access to public interest information.
Clarifications (L.544/2001):
Art. 32 - If a person considers that their right of access to public interest information has been infringed, they may submit an administrative complaint to the head of the authority or public institution to which the information request was addressed.
Art. 33 – The person who considers themselves harmed in their rights may submit the administrative complaint provided for in Art. 32 within 30 days from the date they became aware of the explicit or tacit refusal of the employees of the authority or public institution to apply the provisions of the law and
these norms.
