*Provision of cross-border services, of an occasional/temporary nature by economic operators, foreign legal entities, registered in an EU/EEA/Switzerland member country*
Provision of cross-border services, of an occasional/temporary nature, for carrying out works on electrical installations within the SEN or those isolated by economic operators, foreign legal entities, registered in an EU/EEA/Switzerland member country, if they hold an equivalent document (corresponding to the types of certificates mentioned in the Regulation) issued by a similar body in the country of origin.

*Authorization for IVA degree without exam*
Authorization for grade IVA, without examination, of chief design engineers from energy sector design institutes who hold or have held grade I or equivalent, according to the COR Nomenclature, university professors/associate professors from faculties in the energy field, as well as researchers from institutes/research centers in the energy sector.

Authorization certificate endorsement for licensed electrician in the field of electrical installations*
Endorsing the authorized electrician certificate for the purpose of carrying out design and execution activities of electrical installations on the territory of Romania, in compliance with the applicable laws and regulations in the field of electrical energy.

Authorization of legal entities that install and/or operate cost allocation systems for heating in condominium-type buildings*
The procedure refers to the authorization of legal entities that install and/or operate cost allocation systems for heating in condominium-type buildings. Applicants must submit the documentation prepared in accordance with the provisions of Articles 7-9 of ANRE Order no. 53/2017. The documentation submitted by applicants is reviewed by the Authorization Commission for legal entities carrying out activities of installing and operating cost allocation systems for heating and domestic hot water in condominium-type buildings.
Authorisation of legal entities carrying out installation and/or operation activities of cost allocation systems for domestic hot water in condominium-type buildings*
The procedure refers to the authorization of legal entities that install and/or operate cost allocation systems for heating in condominium-type buildings: Applicants must submit documentation prepared in accordance with the provisions of art.7, art.8, and art.10 of ANRE Order no.53/2017. The documentation submitted by applicants is analyzed by the Authorization Committee for legal entities conducting installation and operation activities for cost allocation systems for heating and domestic hot water in condominium-type buildings. Within 30 days from the date of submitting the complete documentation, ANRE decides on the granting/denial of the requested authorization/authorizations.
*Authorization without examination of natural persons carrying out activities in the natural gas sector*
The conditions, deadlines and procedures for granting the status of authorized installer in the field of natural gas, without an exam, to specialized teaching staff from petroleum-gas, installations, civil and industrial construction or polytechnic faculties, if they have a minimum professional experience of 10 years in a discipline related to natural gas or a related field.

The cumulative study and practice conditions in the natural gas sector required to participate in the certification exam as a project verifier are:
a) graduation from an accredited higher education institution in the following profiles/specializations from the field of engineering sciences: oil and gas, installations for constructions, other profiles/specializations related to technical activities in the natural gas sector;
b) seniority as an authorized ANRE installer, authorization type PGT or PGD, depending on the type of certification requested, of at least 6 years;
c) seniority in work, in the natural gas sector, in design activity, depending on the type of certification requested, of at least 8 years.
*Issuing duplicates for authorizations/extension decisions of authorizations granted to legal entities carrying out activities of installation and/or operation of cost allocation systems for heating and domestic hot water*
The procedure refers to the process related to issuing a duplicate of the authorizations granted to legal entities that carry out activities of installation and/or operation of systems for distributing heating and domestic hot water costs in condominium-type buildings.
*Certification after removal from the records of economic operators who design, execute, and inspect electrical installations.*
Certification within 30 days after the removal from the register of economic operators who design, execute, and verify electrical installations connected
to the National Power System or belonging to Isolated Power Systems.

*Authorization for cross-border service provision with a temporary/occasional nature.*
The authorization of natural persons established in EU/EEA/Switzerland member states for carrying out design/execution works of electrical installations, based on the authorization granted in the member state of origin, only for the provision of cross-border services of a temporary/occasional nature, with the indication of the service contract.

Authorization of project verification specialists in the field of electrical installations.*
Authorizing individuals to carry out, on the territory of Romania, in compliance with the normative acts and regulations in force applicable in the field of electric energy, activities of verification of electric installation projects or electric parts within complex projects, both those connected to/ belonging to the NES, as well as those connected to/ belonging to isolated power systems.

The cumulative conditions of education and practice in the natural gas sector required to participate in the certification exam as a technical expert are
- graduation from an accredited higher education institution, in the following profiles/specializations in engineering sciences: oil and gas, building installations, other profiles/specializations related to technical activities in the natural gas sector
- seniority as an ANRE authorized installer, authorization type PGD and EGD or PGT and EGT, depending on the type of certificate requested, of at least 9 years;
- work experience in the natural gas sector, in design and execution/operation activities, depending on the type of certificate requested, of at least 11 years

Suspension/withdrawal of the authorized installer status*
The finding of contraventions and the application of sanctions are carried out by designated agents authorized for this purpose by the president of ANRE, according to the provisions of Law no. 123/2012, with subsequent amendments and completions.
ANRE's designated agents, depending on the severity of the identified act, may propose the following complementary sanctions: a) suspension of the status of authorized installer for a maximum period of 6 months; b) withdrawal of the status of authorized installer, with the right to attend a new examination after a period of 3 years; c) withdrawal of the status of authorized installer, without the right to attend a new examination.
*Authorization after the classification of the documentation and removal from ANRE records of the application regarding the obtaining of authorizations for the activities of design, execution, and operation of objectives/systems/installations in the field of natural gas*

Modification of authorizations granted to legal entities carrying out installation and/or operation activities of cost allocation systems for heating and domestic hot water in condominium-type buildings*
The procedure refers to the items related to the process regarding the modification of authorizations granted to legal entities that carry out activities of installing and/or operating cost allocation systems for heating and domestic hot water in condominium-type buildings.
Applicable situations:
a) change of the legal entity's name;
b) modification of the legal entity's status;
c) change of the legal entity's registered office address;
d) changes regarding technical capacity or expansion of the field of activity;
e) legislative changes or changes in circumstances since the issuance of authorizations or events that substantially affect or lead to the impossibility of carrying out the authorized activities.
Provision of cross-border services by economic operators, foreign legal entities, registered in an EU/EEA/Switzerland member country*
Providing cross-border services for the design, execution or operation of objectives/systems/installations in the field of natural gas in Romania, if they hold an equivalent document (corresponding to the types of authorizations mentioned in the Regulation) issued by a similar body from the country of origin.
*Extension of the right to practice, for the purpose of continuing activity as a project verifier or technical expert*
The conditions, deadlines and procedures for extending the right to practice, for the purpose of continuing the activity as a project verifier or technical expert—an archived file containing the documents stipulated in the Regulation, at least 30 days before the expiration date of the ID’s validity.
