The application of the natural person for obtaining the authorization for possessing metal detectors (Annex 1) is provided for in art. 2 letter a of the M.A.I. Order 251/31.05.2004 for the approval of the Technical Norms regarding the possession and commercialization of metal detectors. The application is resolved by the police unit in the area where the applicant resides, within 10 days from the submission of the complete documentation, namely: a. standard application form, completed according to the model provided above; b. identity card; c. the document proving that the applicant is the owner of the metal detector; d. receipt issued by C.E.C. units, showing that the amount of 10 lei representing the authorization fee has been paid;

Legal entities and authorized natural persons who wish to include in their object of activity any of the operations with weapons, parts and essential components thereof, as well as ammunition, provided in Article 105 of the Law, must request in advance, at the time of establishment or, as the case may be, modification or extension of the object of activity. To obtain the authorization, the applicant submits a request accompanied by the necessary documents to the General Directorate of Police of the Municipality of Bucharest or to the county police inspectorate in whose territorial area he has his headquarters or place of business. On the basis of the obtained approval, the legal entity or the authorized natural person establishes itself as an armorer by following the legal procedures regarding establishment or, as the case may be, those regarding extension or modification of the object of activity.*

This procedure is addressed to foreigners who wish to obtain a long-term residence permit on the territory of Romania. In this regard, it is mandatory for applicants to have a residence permit, a document which certifies the right of residence in Romania for at least 5 years of legal and continuous stay. Applications can be submitted at the territorial formations of the General Inspectorate for Immigration in the county where they reside. To obtain the right of long-term residence, applicants will personally submit an application accompanied by a series of documents.*

The updating of the security plan is done only in the case of changes to the surface area, topography of the objective, the security arrangement, access rules, or when changing the provider, through additional documents, which are submitted to the competent territorial unit.*

The update of the transport security plan is carried out only in situations where the security layout or the rules for implementing the security are modified, as well as in the case of changing the service provider or the vehicles listed in the security plan, through additional documents, which are submitted to the competent territorial unit.*

Making available to interested persons, holders of a permit for the study room, the documents held by the National Archives, for the purpose of scientific research of archival information. The request for access to documents through the study room and for digital copying of these documents can also be sent by e-mail or through the external portal.

This procedure is addressed to EU/EEA and CH citizens, as well as their family members, who wish to obtain permanent residence on the territory of Romania. In this regard, it is mandatory for this category of persons to have a registration certificate or a temporary residence card that proves they have had legal and continuous residence in Romania for at least 5 years. Applications are submitted in person at the territorial units of the General Inspectorate for Immigration in the county where they reside. To obtain permanent residence, applicants must personally submit an application accompanied by a series of documents.

Anti-corruption information and training activities are carried out by specialized personnel from the General Anti-corruption Directorate. Anti-corruption information activities are carried out for the purpose of presenting the corruption risks specific to a field of activity, new information regarding the activity of preventing and combating corruption, legislation, studies, and research concerning this field. Anti-corruption information activities are carried out at the initiative of the G.A.D. or at the request of M.A.I. structures and take place for at least 30 minutes. Anti-corruption training activities are conducted to develop the capacity of M.A.I. personnel to use and combine theoretical knowledge, practical skills, and specific attitudes in the field of corruption prevention. These are carried out at the initiative of the G.A.D. or at the request of M.A.I. structures and are primarily aimed at newly employed personnel in the M.A.I., those working in areas particularly exposed to corruption risks, as well as personnel in managerial positions. Activities are carried out with a maximum number of 30 participants, for at least two hours. Note: Order of the Minister of Internal Affairs no. 62 of June 13, 2018 regarding the organization and conduct of activities for the prevention of corruption and education to promote integrity within the Ministry of Internal Affairs.*

Request form for legal entity to obtain authorization for the commercialization of metal detectors (Annex 3) provided at art. 6 letter a of O.M.A.I. 251/31.05.2004 for the approval of Technical Rules regarding the possession and commercialization of metal detectors. The request is resolved by the police unit in the area where the legal entity applicant has its registered office, within 10 days from the submission of the complete documentation, respectively: a. standard request, completed according to Annex no. 3 to the Technical Rules regarding the possession and commercialization of metal detectors; b. the company's registration document, together with the statute, from which it results that its business activity is the commercialization of metal detectors; c. the identity document of the company's administrator, as well as those of all persons employed as sellers of metal detectors; d. receipt showing that the amount of 30 lei representing the authorization fee was paid at C.E.C.; We mention that the requesting commercial agent must also meet the conditions provided at art. 5 and art. 7 of O.M.A.I. 251/31.05.2004 for the approval of Technical Rules regarding the possession and commercialization of metal detectors, respectively: to have commercialization of metal detectors provided in the company's business activity and the space intended for commercializing metal detectors must have a street display with the name of the economic agent and the business activity, and at the same time, must be equipped with an alarm system or enter into a service contract with a security and guard company or have permanent own guard.

The activities of education for promoting integrity at the level of M.A.I. are carried out through: o the introduction into the curriculum of the initial training institutions and training centers subordinate to the M.A.I. of topics/subjects regarding ethics and integrity; D.G.A. personnel may participate in supporting the topics or in the training activities within subjects regarding ethics and integrity; o the presentation by D.G.A. representatives of topics regarding ethics and integrity within educational institutions that train personnel for the needs of the M.A.I., at the request of the institutions or upon the initiative of the D.G.A., with their consent; o the provision by D.G.A. of specialized support for the training of teaching staff in the field of corruption prevention, at the request of initial training institutions and training centers subordinate to the M.A.I.; o scientific communication sessions on topics related to the anticorruption field; o courses, seminars, and workshops on anticorruption topics. Educational activities for promoting integrity addressed to citizens are: o activities organized and carried out within entities outside the M.A.I. or in partnership/collaboration with them, at the initiative of D.G.A. or at their request; o educational-preventive activities carried out in partnership/collaboration with civil society/non-governmental organizations/associations/foundations/the business environment, in order to involve civil society and the business environment in concrete activities for implementing corruption prevention measures; o activities to promote civic attitude and to inform regarding notions related to the anticorruption field; o participation in events organized by M.A.I. with an informative-preventive, educational, and representational character; o activities organized within educational programs carried out at national level or within partnerships with school inspectorates, non-governmental organizations, associations, foundations, etc.; o participation in workshops, information sessions, thematic contests, camps organized on various anticorruption topics for the presentation, awareness, and debate on themes regarding the consequences and causes of corruption, as well as the methods and means of preventing it; o scientific communication sessions, courses, seminars, and workshops on anticorruption topics intended for citizens; o other activities organized for or together with citizens for the purpose of preventing acts of corruption. The public service for issuing apostilles for official administrative documents is provided by the prefect’s institutions, in accordance with the provisions of Government Ordinance no. 66 of August 24, 1999, for Romania’s accession to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, adopted at The Hague on October 5, 1961, with subsequent amendments and completions, ratified by Law no. 52 of April 19, 2000. The Prefect’s Institutions apostille the official administrative documents presented in their original form, in the format in which they were issued (the apostille is issued in paper format for documents issued on paper and signed by hand, or in digital format for documents issued electronically and digitally signed). Apostilling of documents is carried out at the headquarters of the competent prefect’s institution—according to the criteria displayed at the headquarters of the prefect’s institutions, as well as on their websites. Documents issued in electronic format and digitally signed can also be apostilled online, via the MAI services HUB, available at: https://hub.mai.gov.ro/ (public service managed by the Ministry of Internal Affairs). The coordination of the apostille issuance activity is conducted at the level of the Ministry of Internal Affairs, by the General Directorate for Relations with the Prefect’s Institutions. About the Apostille The apostille is a document issued for an official act—or a stamp applied on the official act, for the purpose of its recognition in states that are parties to the “Apostille Convention” (the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, adopted at The Hague on October 5, 1961); the updated list of signatory states can be found at the following link: https://www.hcch.net/en/instruments/conventions/status-table/?cid=41. Also, if the official document is to be presented in a state that has not joined the Apostille Convention and there is no convention, treaty, or agreement between Romania and the respective state for the recognition of that type of document, it is necessary to complete the legalisation formalities for the document, this procedure being carried out through the Ministry of Foreign Affairs (additional information can be found at the following link on the MAE website: https://www.mae.ro/node/6869). In Romania, three authorities issue apostilles, according to their respective domains of competence, namely: the Courts, Chambers of Notaries Public, and the Prefect’s Institutions. For information on apostilling documents at the Courts or Chambers of Notaries Public, please contact these authorities.*

The holder of the right to possess firearms may be authorized, upon request, to use the owned firearms in an authorized shooting range, if they have undergone technical inspection in the last 5 years. The application must include: - identification data of the applicant; - the shooting range where the firearm or, as the case may be, the firearms are to be used; - the travel route; - if applicable, the means of transport used. Weapon collectors may be authorized, upon request, to transport and use the firearms held in their collection for participation in cultural, artistic, or historical events organized by institutions or organizations with relevant responsibilities in the field. In order to obtain the authorization, the applicant shall submit a request stating: - the identification data of the applicant; - the location of the event; - the firearms held; - the travel route; - if applicable, the means of transport used; - the place of storage of the firearms; - a nominal invitation from the organizer.*

The National Archives authorizes economic operators for the provision of archival services for the storage, conservation, restoration, bookbinding, archival processing, and use of documents they hold, in accordance with the provisions of the National Archives Law no. 16/1996, republished. I. Information stage The standard application and the documents required for authorization are published on the website of the National Archives. An agreement regarding the processing of personal data is added. II. Evaluation stage Operators will submit the file to the county branch of the National Archives where they have their registered office.

Individuals who wish to own collector's weapons may request the issuance of a collector's certification from the competent police authorities, if they meet the following conditions: - have reached the age of 18; - have not been convicted, by a final court decision, to life imprisonment or imprisonment for more than one year, with execution, for offenses committed with intent; - are not indicted in criminal cases for acts committed with intent; - are psychologically and medically fit to possess and use weapons, essential components, and ammunition; - do not pose a danger to public order, national security, life, and physical integrity of individuals; - have completed a theoretical and practical training course, organized by a legal entity authorized for this activity, in accordance with the regulations for the application of this law; - their right to procure, possess or, as the case may be, carry and use lethal weapons or non-lethal weapons subject to authorization, has not been canceled in the last 2 years, except in cases where the cancellation measure was ordered due to the loss of the quality provided in Art. 13 para. (2) - (5); - have not lost or had weapons—lethal or non-lethal—subject to authorization, obtained under the conditions of this law, stolen from them in the last 5 years due to their own fault; as well as one of the following conditions: a) they hold the right to possess or to carry and use at least 5 lethal or non-lethal weapons subject to authorization; b) they are members of a legally established collectors' association in Romania and have had membership in this association for at least 6 months; c) they are heirs or recipients by donation of a lethal or non-lethal weapon subject to authorization or notification.

The purpose of the procedure: obtaining the MAI approval necessary for preparing the documentation for the approval of general urban plans and territorial planning plans. The applicant for the approval is the natural or legal person interested in obtaining the approval of the Ministry of Internal Affairs for the preparation of the documentation required for the approval of general urban plans or territorial planning plans. (L 350/2001).*

Sheltering represents a specific measure for the protection of the population, material goods, cultural and heritage values during military hostilities and emergency situations, against their effects. Civil protection shelters are specially arranged spaces for protection in specific situations, designed, built, equipped, fitted, and authorized according to the norms and technical instructions developed by the General Inspectorate for Emergency Situations and approved by the Minister of Internal Affairs. According to the provisions of art. 30 of Law no. 481 of 2004 regarding civil protection, republished, designers, builders, and investment beneficiaries have the obligation to obtain all approvals, authorizations, and agreements regarding civil protection, according to the law, and to monitor the implementation of the measures established therein. The obligation to obtain civil protection approvals and authorizations, under the provisions of the Law on civil protection, is stipulated for the constructions established by the provisions of the Government Decision of Romania no. 862/2016. The process of obtaining civil protection approvals/authorizations is regulated by the Methodological Norms regarding fire safety and civil protection approval and authorization, approved by O.M.A.I. no. 180/2022. The civil protection approval/authorization can be requested at the headquarters of the County Inspectorates for Emergency Situations and Bucharest-Ilfov.*

All activities that are to take place at border crossing points, other than border control, are subject to approval, which by their nature do not affect the conduct of specific control activities, public order, the environment, and traffic safety at state border crossing points. Approvals are granted upon request by interested individuals or legal entities. The request is submitted at the IGPF headquarters or at the headquarters of the airport border crossing points (airport).*

The administrator of the commercial company, the chairman of the board of directors or the general or executive director with duties in the operational coordination of staff must obtain the approval of the police*

Commercial companies can request authorization for vehicle and trailer testing from the SPRPCÎV in the county where they are headquartered, in order to test them on public roads. The contact details of SPRPCÎV can be found on the homepage of the DGPCÎ website - https://dgpci.mai.gov.ro.

Model request legal entity obtaining authorization for possession of metal detectors (Annex 2) provided in art. 3 lit. a of O.M.A.I. 251/31.05.2004 for the approval of Technical Norms regarding the possession and commercialization of metal detectors. The request is resolved by the police unit in the area where the legal entity applicant has its registered office, within 10 days from the submission of the complete documentation, namely: a. standard application form, filled out according to the model provided above; b. the ID card of the legal representative of the institution, as well as of the employees who will use the metal detector for fulfilling work duties; c. the company’s statute; d. the document proving that the applicant is the owner of the metal detector; e. the receipt issued by the C.E.C. units, showing that the amount of 20 lei representing the authorization fee has been paid;

All activities to be carried out at border crossing points, other than border control, which by their nature do not affect the conduct of specific control activities, public order, the environment, and traffic safety at state border crossing points, are subject to approval. Approvals are granted at the request of interested natural or legal persons. The request shall be addressed to the Territorial Services of the Border Police or the Coast Guard. The request can be submitted by mail, courier, fax, or e-mail.*

The approval for carrying out recreational and sport fishing activities is granted at the level of the Territorial Services of the Border Police / in accordance with the provisions of art. 40 of Government Emergency Ordinance no. 105/2001 regarding the state border of Romania. Natural or legal persons may request the approval by accessing the forms on the IGPF website, in the USEFUL section -> Forms.*

Legal entities, authorized individuals, individual enterprises, and family enterprises can request authorization from CNSIPC to carry out works in the field of fire protection. Requests can be submitted in physical format (by mail/courier, submitted at the unit's headquarters). The following works are subject to authorization: a) design of fire signaling, alarming, and alerting systems and installations; b) installation and maintenance of fire signaling, alarming, and alerting systems and installations; c) design of fire limiting and extinguishing systems and installations; d) installation and maintenance of fire limiting and extinguishing systems and installations, except those containing certain fluorinated greenhouse gases; e) thermal protection with thermos-expanding paints; f) thermal protection with shotcreting products; g) fireproofing of combustible materials; h) maintenance of special installations from the composition of fire protection vehicles; i) inspection, refilling, and repair of fire extinguishers, except those containing certain fluorinated greenhouse gases. j) design of ventilation systems and installations for smoke and hot gas evacuation, except for those of the natural-organized type; k) installation and maintenance of ventilation systems and installations for smoke and hot gas evacuation.

Legal entities may be authorized by the specialized structure within the county police inspectorates or the General Directorate of the Bucharest Municipality Police in whose territorial jurisdiction they are headquartered to organize the theoretical and practical training course in the field of weapons and ammunition for the knowledge of the legislation and the manner of use of the weapons and ammunition provided by law, according to a methodology developed by the General Inspectorate of the Romanian Police.

The anti-corruption prevention campaign represents a set of large-scale actions carried out at the national, regional, or local level, involving the use of several preventive materials to raise awareness among M.A.I. personnel and citizens about the causes and consequences of involvement in acts of corruption. The anti-corruption prevention action is an activity carried out at the national, regional, or local level, involving the use of a smaller number of preventive materials to raise awareness among M.A.I. personnel and citizens about the causes and consequences of involvement in acts of corruption. Anti-corruption prevention campaigns and actions can be organized and implemented with the support of M.A.I. structures to which the target audience belongs or with which the target audience interacts, as well as with the support of other entities outside the M.A.I. Note: The Order of the Minister of Internal Affairs no. 62 of June 13, 2018 regarding the organization and conduct of anti-corruption prevention activities and education for promoting integrity within the Ministry of Internal Affairs.*

Foreigners traveling to Romania to participate in official shooting competitions or to practice hunting, under the conditions of the law, based on a short-stay visa or who benefit from exemption from the obligation to have this visa, according to the law, may, based on the approval for the introduction of weapons into the country, possess and, as the case may be, carry and use the hunting or shooting weapons they own, if the weapons, essential components, and ammunition are registered in the border crossing documents. The approval for the introduction of weapons into the country may be granted to foreigners by the General Inspectorate of the Border Police, with a validity of 30 days, under the following conditions: a) they prove legal possession of the weapons in the state of origin; b) in the case of hunting weapons, they present a nominal invitation from a legally established game fund manager in Romania, operating according to the provisions of Law no. 407/2006, with subsequent amendments and completions, in compliance with the legal provisions in force; c) in the case of shooting weapons, they prove that they are to participate in a shooting competition organized by an association or a sports shooting club affiliated with the national sports federations of the specialty; d) in the case of collection weapons, they prove that they are to participate in a cultural, artistic, or historical event and present the invitation of a legally established collectors' association or of a museum institution in Romania.*

Persons who wish to carry out fishing activities for scientific purposes in border waters, inland maritime waters, and in the territorial sea must request approval for this purpose from the Territorial Service of the Border Police (the territorial structure organized at the level of each county) in the area of competence where the activity is intended to be carried out. This approval is obtained based on a request addressed to the Territorial Service of the Border Police, depending on the targeted area.*

The citizen may request the issuance of a certificate indicating the period during which they had residence abroad, for the purpose of exemption from customs duties. The application for the issuance of the certificate for customs duty exemption can be sent by email/mail or can be submitted either personally or through an authorized representative/conventional representative, at the Public Relations Desk within the General Directorate of Passports or at the offices of the community public passport services.*

The fire safety permit is the document issued by the county inspectorate for emergency situations or the Bucharest municipality, after verifying compliance with the provisions of the technical regulations in force regarding the fire protection measures adopted in the technical design documentation, for fulfilling the essential requirement - fire safety - of buildings, installations, and other facilities. The fire safety authorization is the administrative act issued by the county inspectorate for emergency situations or the Bucharest municipality, which certifies, following field inspections and documents regarding the implementation of fire protection measures, the fulfillment of the fundamental requirement - fire safety - for buildings, technological installations, and other facilities; the fire safety authorization grants physical or legal persons, holders of buildings, installations, and other facilities, the right to put them into operation and to exploit them from the perspective of meeting the fundamental fire safety requirement. According to the provisions of Article 30^1 paragraph (1) of Law no. 307/2006 regarding fire protection, republished, with subsequent amendments and completions, the commissioning of new buildings and facilities and those existing in which modification and/or change of use works have been carried out is allowed only after obtaining the fire safety authorization. The requirement to obtain fire safety permits and authorizations, under the provisions of the Law on fire protection, is stipulated for buildings and facilities established by the provisions of the Government Decision of Romania no. 571/2016, depending on the constructed/developed area and the function of the space, respectively the building in which it is located. The process of obtaining these administrative documents is regulated by the Methodological Norms regarding fire safety and civil protection permitting and authorization, approved by O.M.A.I. no. 180/2022.*

The purpose of the procedure: obtaining the approval of the Ministry of Internal Affairs for the preparation of the documentation required for the approval of zoning urban plans or detailed urban plans. The applicant for the approval is the natural or legal person interested in obtaining the Ministry of Internal Affairs approval (requested through the urban certificate by the local public authority) for the preparation of the documentation necessary for the approval of PUZ or PUD. (L 350/2001).*

Through the security plan, the following are mainly established: the goods and values to be transported, the environmental conditions appropriate to the nature of the goods and values being transported, the operational situation, the duration of the transport, the means of transport used, the transport options, the security device, the general and specific instructions for the personnel involved, the equipment with technical means and self-defense tools, the way of action in different situations, according to the legal regulations in force, and it is submitted to the police for approval.*

The mode of action of the personnel performing bodyguard service is established by the protection plan drawn up by the specialized security company, endorsed by the territorially competent police unit.*

The structures for investigating economic crime within the Romanian Police issue approvals to legal representatives, as well as to the associates/shareholders of the legal entity requesting to obtain the gambling organization license from the Supervisory Committee of O.N.J.N..*

In order to change the domicile or residence mentioned in the weapon permit, the holder of the right of possession or, as the case may be, of carrying and using lethal or non-lethal weapons subject to authorization must submit to the competent police authority in whose territorial jurisdiction the new address is located, an application accompanied by the following documents: a) the applicant’s identity document, in original and copy, showing the new domicile or residence; b) the weapon permit, in original and copy; c) as the case may be, proof of the legal possession of the space where the weapons will be kept, according to the provisions of these methodological norms.*

Purpose of the procedure: obtaining the approval of the Ministry of Internal Affairs for the preparation of the documentation required to obtain the building/demolition permit. The applicant for the approval is the individual or legal entity interested in obtaining the approval of the Ministry of Internal Affairs (requested through the urban planning certificate by the local public authority) for the submission of the documentation necessary to obtain the building permit.*

The gunsmiths and intermediaries who wish to trade firearms, parts, essential components thereof, as well as ammunition on the territory of Romania from third states, must request in advance the issuance of an import authorization from the General Inspectorate of the Romanian Police - Weapons, Explosives and Dangerous Substances Directorate. Natural/legal persons, holders of the right to possess or, as the case may be, to carry and use lethal or non-lethal weapons subject to authorization, who wish to acquire weapons from a third state, must request the issuance of the import authorization from the General Directorate of Police of the Municipality of Bucharest or from the county police inspectorate in whose territorial area their domicile or residence is located. The import permit is granted individually, for each transport and only for the type, brand and quantities of weapons, essential components and ammunition that are the subject of each operation. The validity period of the import authorization for firearms, parts and essential components, as well as the corresponding ammunition intended for civilian use, is 6 months, but cannot exceed the validity period of the procurement authorization, in the case of natural persons. Failure to carry out the operation for which the permit was granted within the term, regardless of the reason, leads to its cancellation. Based on the import authorization, the holder (natural person) can procure from a third state, by their own means, a maximum of 2 weapons at the same time; the transport of a greater number of weapons is allowed only through a gunsmith.*

The present public service ensures the certification of conformity for the purpose of placing on the market in Romania technical means for fire protection, in areas not covered by the European Union harmonization legislation. Placement on the market is carried out based on a certificate for market introduction, issued in accordance with the provisions of the current normative acts. Evaluation for the issuance of the certificate for market introduction is performed by the General Inspectorate for Emergency Situations, through the National Center for Fire Safety and Civil Protection.

Natural persons who may benefit from lethal weapons are provided for in art. 13 of Law no. 295/2004 regarding the regime of weapons and ammunition. The service is addressed to natural or legal persons who are already authorized to possess or use firearms. Private law legal entities, which are not subordinated to or coordinated by public institutions, may be authorized under the conditions of this law, depending on their field of activity, to acquire, possess, and use lethal weapons. To obtain the authorization, the applicant submits a request accompanied by the necessary documents to the General Directorate of Police of the Municipality of Bucharest or to the county police inspectorate in whose territorial area they have their domicile or residence. The acquisition authorization for weapons is issued with a validity of 90 days, which can be extended by the issuing authority, for valid reasons, for a new period of up to 90 days.

The request can be sent by mail, courier, fax, or e-mail. The request will be submitted to the STPF/ Coast Guard or SPF, depending on the specific activity. I. The Territorial Services of the Border Police/ Coast Guard approve the following activities carried out in the border area, within 500 meters from the border line towards the interior: - mining; - oil, gas, mineral water, thermal water exploitation; - forestry, gravel pits, quarries; - land improvements and irrigation works, embankments; - works or constructions on watercourses; - works to ensure navigation conditions; - tourist constructions and amenities, recreational or of another nature; - geological research or prospecting. II. The Border Police Sectors / Ship Groups approve: - access of persons to the state border protection strip up to the border corridor or the water shore, as the case may be, with the approval of the local public administration; - access of persons, only through the places and under the conditions set by the local public administration, to carry out activities beyond the state border protection strip, in the situation where it extends further inward, as well as on islands and islets belonging to the Romanian state, located in the border waters; - keeping in the places established by the port captaincies or, as the case may be, by the local public administration authorities, of boats and vessels registered according to the law, located on border and inland maritime waters; - carrying out recreational and sports activities in the border waters; - grazing animals, during the day up to the state border protection strip, at the external border, or up to the border corridor, at the internal border, and at night, up to 500 meters from these, towards the interior, in places established by the local public administration authorities; - organized hunting of predatory animals, within 500 meters from the state border protection strip, at the external border, or from the border corridor, at the internal border, towards the interior, based on decisions of the local councils.*

Specialized security and protection companies, as well as those in the field of alarm systems against burglary, can establish area dispatch centers for providing monitoring and intervention services, whose regulations are submitted to the police for approval*

People who wish to carry out industrial fishing activities in border waters, inland maritime waters, and the territorial sea must request an approval for this purpose from the Territorial Service of the Border Police (the territorial structure organized at the level of each county), in the area of competence where the activity is intended to be carried out. This approval is obtained based on a request addressed to the Territorial Service of the Border Police, depending on the targeted area.*

The public service provided involves receiving and resolving requests regarding the history of passports held by a person up to the present, as well as issuing certificates required for presentation to other public institutions, embassies, or commercial companies.*

Issuing study documents for persons who have graduated from study programs organized within the "Alexandru Ioan Cuza" Police Academy.

Gunsmiths as well as legal entities authorized to possess or use lethal or non-lethal weapons are required to request the firearms and ammunition manager's approval from the territorial structures for weapons, explosives, and dangerous substances for employees engaged in operations with weapons, essential components, and ammunition, and respectively for those with responsibilities for managing, administering, and maintaining weapons, prior to their access to weapons, essential components, and ammunition. In order to obtain the firearms and ammunition manager's approval, the applicant shall submit a request accompanied by the necessary documents to the General Directorate of Police of the Municipality of Bucharest or to the county police inspectorate within whose territorial jurisdiction the applicant’s headquarters or workplace is located. The firearms and ammunition manager's approval loses its validity if the approved person changes their workplace, in which case the approval procedure must be resumed.*

The carrying out of operations for the transport of weapons, parts, essential components, and ammunition within the country and, as applicable, outside the territory of Romania, by the gunsmith authorized for this purpose, may be performed only with means of transport approved by the competent police authority and is conditioned upon the prior issuance of the permit for the transport of weapons and ammunition, which can be obtained following a request addressed to the General Directorate of Police of the Municipality of Bucharest or the county police inspectorate within whose territorial area the domicile or residence is located. The validity period of the permit for the transport of weapons and ammunition is equal to the validity of the service contract for providing goods with special characteristics concluded with the gendarme unit or authorized gunsmiths (exclusively for a maximum of 25 weapons or 30,000 cartridges).*

Necessary conditions for registration for the private detective certification exam: 1. Romanian citizenship or citizenship of one of the member states of the European Union or the European Economic Area; 2. fulfills one of the following educational criteria: → has at least secondary education and is a graduate of a post-secondary detective school; → has held the position of police officer or employee within public institutions with responsibilities in defense, public order or national security; → is a graduate of a higher education institution and has completed a course specializing in private detective; 3. is medically fit; 4. has not been convicted for intentional offenses; 5. does not engage in an activity involving the exercise of public authority; 6. has obtained the approval of the county police inspectorate or, as the case may be, the General Directorate of the Bucharest Municipality Police; To take the exam for certification as a private detective, interested persons must submit the following documents to the county police inspectorates or, as the case may be, to the General Directorate of the Bucharest Municipality Police: 1. application; 2. curriculum vitae; 3. diploma; 3. certificate of completion of a specialized course; 4. medical and psychological test certificates, issued by a specialized health unit, respectively by an authorized laboratory; 5. declaration stating that he/she does not engage in an activity involving the exercise of public authority; 6. proof of payment of the fee for taking the certification exam.

The private detective may exercise their profession, as the case may be, within specialized companies or individual detective offices, which operate based on a license issued by the Criminal Investigations Directorate within the General Inspectorate of the Romanian Police. The activity object of the specialized companies and individual detective offices is unique (single object of activity – investigation activities – CAEN code 8001 for companies). The executive managers of specialized private detective companies must meet at least one of the following education requirements: → be graduates of the Faculty of Law; → be graduates of a faculty with a specialization other than law and a graduate of a specialization course for private detectives; → be graduates of a post-secondary school for detectives for those who do not have higher education; → have held the position of police officer or employee in a public institution with responsibilities in public order or national security with the rank of officer. The executive managers of specialized private detective companies must also meet the following specific conditions: → be medically fit; → not have been convicted for offenses committed with intent; → not carry out an activity involving the exercise of public authority; → have obtained the approval of the county police inspectorate or, as the case may be, of the General Police Directorate of the Municipality of Bucharest; The natural person associates or shareholders of specialized private detective companies must cumulatively meet the following conditions: → not have been convicted for offenses committed with intent; → not carry out an activity involving the exercise of public authority; Citizens from EU member states and the European Economic Area acquire the status of private detective in Romania by recognition by the General Inspectorate of the Romanian Police of the qualification certificate for this profession, or a similar certificate issued in one of the EU member states or the European Economic Area, or by passing the attestation exam for the status of private detective according to art. 7 of Law 329/2003. To obtain the operating license, the managers of specialized companies or individual private detective offices must submit to the General Police Directorate of the Municipality of Bucharest (G.P.D.M.B.) or, as the case may be, to the county police inspectorates (C.P.I.) where they are established, the following documents: 1. application addressed to the Criminal Investigations Directorate within G.I.P.R., requesting the issuance of the operating license (standard form); 2. property or use document for the social/administrative headquarters and for the work points, in original; 3. for executive managers of the company – the original diploma of studies for graduates of a higher education institution and the certificate of completion of the specialization course for private detectives or the original diploma for graduates of law faculties or of a post-secondary school for private detectives, as applicable; 4. affidavit stating that no activity involving the exercise of public authority is carried out by the executive managers (standard form); 5. the original statute of the individual private detective office; 6. original medical certificates for the executive managers; 7. the list of material-technical means, transportation, communications, audio-video equipment, identification equipment, surveillance centers, and IT equipment to be used; 8. the rules of organization and operation;*

The transit of weapons, parts, and ammunition through Romanian territory is carried out on the basis of a transit permit issued by the head/legal substitute of the head of the Border Crossing Point (P.T.F.), a document which allows the transit of these items through Romanian territory. To obtain the transit permit, authorized natural or legal persons must present documents proving that access to the territory of the destination state is permitted and must provide proof of ensuring the security of the transport on Romanian territory.*

The security plan is the document based on which the security is organized and is submitted to the police for approval.*

The public service provided involves receiving and resolving requests regarding the issuance of certificates related to the exercise of the right to free movement abroad, specifically the issuance of certificates stating whether the person is or is not subject to restrictions regarding the exercise of the right to free movement abroad, these certificates being necessary to complete the file for obtaining a job abroad.*

The confirmation of archival nomenclatures and the approval of selection works submitted by legal entities, creators, and holders of documents, in relation to the retention periods of documents, are carried out in accordance with the provisions of art. 4, 8, as well as art. 5 letter d) of Law no. 16/1996, republished. The public service addresses creators and holders of documents (public institutions and economic operators).*

The electronic identity card (CEI) and the simple identity card (CIS) prove identity, citizenship, and address of residence. The electronic identity card (CEI) is issued at any community public service for personal record (SPCEP). The simple identity card (CIS) is issued at the SPCEP from the person's place of residence or domicile. The identity card is mandatory after the age of 14. Optionally, the electronic identity card can be issued to a minor between 0-14 years at the request of both parents, the legal representative, the surviving parent, the parent to whom the child was entrusted by a final court decision, the parent who exercises sole parental authority under a final court decision or, as applicable, under a presidential ordinance issued in accordance with Law no. 134/2010 regarding the Civil Procedure Code, republished, with subsequent amendments and additions, or the person designated within the public social service or an accredited private provider, intended for the special protection of the child, temporarily or permanently separated from the parents, where the minor is, or the person to whom the child has been placed in care. In situations where the minor is accompanied only by one of the parents, the statement of the other parent confirming their agreement for the issuance of the identity document must also be presented, authenticated at Romania's diplomatic mission in the country in which they reside, at a public notary in Romania, or at the competent foreign authorities. In this last case, the statement must be presented translated and legalized according to the legal norms in force. The identity card is issued in the following cases: a) upon expiration of the validity period of the identity document to be replaced; b) if the holder's name or surname or birth date has been changed; c) in case of change of domicile; d) if the RN.E.P. mentions “validity of domicile ended”; e) if a new C.N.P. is assigned; f) in case of deterioration of the identity document; g) in case of loss, theft, or destruction of the identity document; h) when the facial image in the identity card no longer matches the holder's appearance; i) in case of sex change; j) in case of cancellation; k) upon obtaining Romanian citizenship; l) establishing domicile abroad; m) in case of changing the name or rank of localities and streets, renumbering buildings or reassigning them, establishing localities or streets; n) upon request.

Legal entities referred to in art. 67 para. (3) and (4) of the Law, who wish to possess and, as the case may be, use lethal weapons and non-lethal weapons subject to authorization, as well as the corresponding ammunition, if this is justified in relation to their object of activity, must request authorization for possession or, as the case may be, for use of lethal weapons, non-lethal weapons subject to authorization, and the corresponding ammunition from the competent police authorities. To obtain the authorization, the applicant submits a request accompanied by the necessary documents to the General Police Directorate of the Municipality of Bucharest or to the county police inspectorate in whose territorial area they have their headquarters or place of business. Authorizations for possession or use of lethal weapons or non-lethal weapons subject to authorization, and the corresponding ammunition, have an initial validity of 2 years and are endorsed every 2 years.*

In order to carry out the import of explosives from third countries into Romania, the recipient located on the territory of Romania must obtain an import authorization from the General Directorate of Police of the Municipality of Bucharest or from the county police inspectorate at the destination, as the case may be. In order to carry out the export of explosives from Romania to third countries, the economic operator responsible for export must obtain an export authorization from the General Directorate of Police of the Municipality of Bucharest or from the county police inspectorate at the place of dispatch, as the case may be. The authorization for the import/export of explosives for civilian use is issued only to persons authorized to carry out operations with explosive materials. This authorization is issued for a determined period and may be suspended or withdrawn at any time based on a motivated decision.*

Alarm system projects are developed by the technical staff of companies specialized in alarm systems against burglary, with specific professional competences, in compliance with the requirements of these methodological norms and specific technical standards, and are submitted to the police for approval.*

The export operations of firearms, essential parts and components, as well as corresponding ammunition by individuals, gunsmiths, and intermediaries are carried out in accordance with the provisions of Regulation (EU) No. 258/2012 of the European Parliament and the Council of 14 March 2012 on the implementation of Article 10 of the United Nations Protocol against the Illicit Manufacturing and Trafficking of Firearms, Their Parts and Components, and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime (UN Firearms Protocol), and establishing measures regarding export authorizations, import, and transit for firearms, their essential parts and components, as well as ammunition, hereinafter referred to as Regulation (EU) No. 258/2012. Authorized gunsmiths/intermediaries carrying out operations with weapons and legal/physical persons, holders of the right to possess or, as appropriate, carry and use lethal or non-lethal weapons subject to authorization, who intend to transfer the weapons they possess to a third country, must request the issuance of the authorization from the Romanian General Inspectorate of Police - Directorate for Weapons, Explosives, and Dangerous Substances. After the delivery of the firearms, their essential parts and components, or ammunition has occurred, within 4 months from this moment, the exporter must obtain from the external partner the delivery control certificate or other equivalent document, issued or certified by the competent authority from the importing country, attesting that the goods have reached their destination, which must be submitted to the Romanian General Inspectorate of Police - Directorate for Weapons, Explosives, and Dangerous Substances. The validity period of the export authorization for firearms, essential parts and components, as well as the corresponding ammunition intended for civilian use, is equal to the validity of the import authorization issued by the competent authorities of the destination country, but no less than 9 months.*

Persons who wish to build or arrange shooting ranges may request in advance the approval of the specialized structure within the General Inspectorate of the Romanian Police. In order to obtain the approval, interested persons must submit to the competent police authority an application accompanied by the following documents: a) the sketch of the building or space where the shooting range is to be built or arranged; b) a technical memorandum in which the arrangements will be detailed according to the technical safety standards established by order of the Minister of Internal Affairs according to art. 86 paragraph (5) of the Law, as well as the technical characteristics of the construction materials to be used.*

Candidates declared medically unfit have the possibility to contest the result of the medical examination, requesting a new reevaluation.*

It provides services to Romanian citizens for issuing the Certificate regarding domicile/residence registered in the National Register of Persons' Records, a document that certifies their domicile and/or residence in Romania or, as the case may be, abroad, for the purpose of obtaining certain rights or defending their interests. The standard multilingual form is issued for the certificate used by the Romanian citizen abroad. Starting from 16.02.2019, the provisions of Regulation (EU) 2016/1191 of the European Parliament and of the Council of 6 July 2016 on promoting the free movement of citizens by simplifying the requirements for presenting certain official documents in the European Union and amending Regulation (EU) no. 1024/2012 apply at the level of the member states of the European Union, establishing for certain official documents covered by the Regulation, which are issued by the authorities of a member state of the EU and may be presented to the authorities of another member state, a system of exemption from the legalization/apostille obligation, for their formal recognition in the other member states as well as to facilitate their legal circulation. The procedure described in the Regulation applies to the issuance of standard multilingual forms, which are issued to be used by entitled persons in the territory of another member state of the European Union, regardless of whether it is or is not a signatory of the Hague Convention of October 5, 1961, are attached to official documents (birth, marriage, death, domicile and/or residence) and are used as an assistance tool, their sole purpose being to facilitate the translation of the official documents to which they are attached, and they do not have autonomous legal value.*

Individuals may request proof regarding civil status, evidence which includes, as appropriate, statements referring to the notes existing on the margin of the birth certificate. The documents are issued, upon request, to the holders, legal representatives, or persons empowered with a special power of attorney or lawyer's authorization, according to the model provided in Annex no. 18; the certificate is issued in physical or electronic format, signed by the issuer, stamped with the S.I.I.E.A.S.C. seal, and a verification code is generated to confirm its authenticity. The fees charged for this public service are established by a local council decision.

The provided public service entails receiving and resolving requests for the issuance of certificates necessary for the allocation of burial plots in the military cemeteries of the Bucharest garrison for the following categories of personnel of the Ministry of Internal Affairs: 1. military or special status personnel in active service/in reserve/retired; 2. contractual civilian staff and employed/retired civil servants; 3. war veterans, widows/widowers of war from the M.A.I. The certificate can be issued in advance or at the time of death and certifies that the entitled person for whom the issuance is requested has or had the status of M.A.I. personnel, subsequently to be attached to the file on the basis of which a burial plot will be allocated by the military cemetery administrator designated at the level of the Ministry of National Defence.*

According to Regulation (EU) 2016/1191 of the European Parliament and of the Council, certificates attesting the absence of a criminal record may be accompanied, at the request of the holder, by multilingual standard forms, which are translation aids in any of the official languages of the Member States of the European Union. The multilingual standard forms are attached only to the criminal record certificates issued to natural persons (Romanian citizens) who are not registered in the criminal record, are used as translation assistance tools, are exempt from fees, and do not have independent legal value. By way of exception, they may also be issued to citizens of another EU Member State, in the event that they wish to vote and/or stand as candidates in European Parliament elections or local elections in their Member State of residence, under the conditions provided in Directive 93/109/EC and, respectively, Directive 94/80/EC of the Council.*

Residents of member states or foreigners who do not have domicile, residence or, as the case may be, place of residence in Romania, may procure, during their travel in Romania, hunting, shooting, or collection weapons or ammunition. Based on the authorization, the gunsmith or intermediary transfers or, as the case may be, exports the weapons to the buyer’s domicile. The authorization to procure weapons and ammunition for individuals with domicile, residence or place of residence outside Romania is valid for 90 days.*

Individuals authorized to possess lethal weapons and ammunition, as well as legal entities authorized to possess or use lethal weapons or non-lethal weapons subject to authorization, may deposit for safekeeping, either temporarily or permanently, the weapons and ammunition they own with an authorized gunsmith or when changing the location where these are stored. To obtain authorization, the applicant submits a request accompanied by the necessary documents to the General Directorate of Police of the Municipality of Bucharest or to the county police inspectorate in whose territorial area they have their domicile or residence. The transport authorization is issued with a validity of 5 days, which can be extended by the issuing authority, only once for the same period, upon request, in justified cases.*

Gunsmiths or intermediaries who wish to transfer firearms held or purchased in Romania to the territory of a member state are required to request in advance the issuance of a transfer permit from the General Inspectorate of the Romanian Police - Directorate for Weapons, Explosives and Dangerous Substances. Individuals who wish to transfer firearms held or purchased in Romania to the territory of a member state are required to request in advance the issuance of a transfer permit from the General Directorate of Police of Bucharest Municipality or from the county police inspectorate in whose territorial jurisdiction they have their domicile or residence. The firearms transfer permit is valid only for the firearms and the period of time specified in it. The document must accompany the firearms throughout the transfer, up to the destination, and is subject to the control of the competent authorities of the member states transited. The validity period of the transfer permit for firearms and ammunition is 6 months.*

Romanian citizens and residents of member states with domicile, residence, or, as the case may be, place of residence in Romania, as well as foreigners with legal residence in Romania, who have reached the age of 18, may purchase non-lethal weapons subject to notification from any armorer and, as the case may be, intermediary who sells such weapons. Legal entities provided for in art. 67 para. (2) - (4) of the Law, may procure non-lethal weapons and ammunition subject to notification, if this results from their organizational and operational regulations or, as the case may be, is justified in relation to their object of activity. Non-lethal weapons subject to prior notification may be possessed, carried, and used only after they have been registered with the competent authorities. Persons who have purchased non-lethal weapons under the conditions of prior notification are required, within 5 days from the date of purchase, to present them to the competent authorities for the issuance of the holder's certificate. To obtain the proof, the applicant submits an application accompanied by the necessary documents to the General Police Directorate of the Municipality of Bucharest or to the county police inspectorate in whose territorial jurisdiction he/she has his/her domicile or residence / headquarters, or place of business. Proof of notification for the acquisition of the lethal weapon is issued with a validity of 30 days.*

In order to obtain authorization for transfer without prior approval of lethal or non-lethal weapons subject to authorization, as well as their essential parts and components, to an arms dealer or intermediary from a member state of the European Union where such transfers are not conditioned by the granting of prior authorization, arms dealers or intermediaries on the territory of Romania are required to request in advance the issuance of authorization from the General Inspectorate of the Romanian Police - Weapons, Explosives and Dangerous Substances Directorate, while individuals must address the General Directorate of Police of the Municipality of Bucharest or the county police inspectorate in whose territorial jurisdiction they have their domicile or residence. Authorizations for transfer without prior approval may be canceled or, as the case may be, suspended by the competent police authorities, by reasoned decision, whenever there is conclusive information that the transfer operations pose a danger to public order, national security, life, and bodily integrity of individuals. The validity period of the authorization for transfer without prior approval is 36 months.*

In order to carry out the transfer of explosives from a member state into Romania, the recipient located on the territory of Romania must obtain a transfer authorization from the General Directorate of Police of the Municipality of Bucharest or from the county police inspectorate at the destination, as applicable. The authorization for the transfer of civil-use explosives is issued only to persons authorized to carry out operations with explosive materials. This authorization is issued for a determined period and may be suspended or withdrawn at any time based on a justified decision.

The person authorized for the possession, respectively carrying and use of weapons, who has entered the territory of Romania based on a nominal invitation from a legally established hunting association in Romania, and who wishes, during their stay in the country, to transfer one of the weapons introduced, must first request the issuance of the transfer authorization. To obtain the authorization, the applicant submits a request accompanied by the necessary documents to the General Directorate of the Bucharest City Police or to the county police inspectorate in whose territorial jurisdiction the gunsmith through whom the operation will be performed is located. Based on the transfer authorization, the holder can transfer the weapon only after completing in advance the customs formalities provided by law. The person who has transferred the weapon on the territory of Romania presents, upon leaving the country, to the border police authority the original transfer authorization and the document certifying that the weapon was transferred in accordance with the law. The transfer authorization is issued with a validity period established according to the validity period of the entry visa or the right to reside in Romania, as well as, if applicable, to the information included in the nominal invitation issued by the hunting association in Romania.*

Individuals can request the issuance of the Certificate attesting to family composition, according to the model provided in Annex no. 19 of the Methodological Rules for the uniform application of civil status provisions, approved by Government Decision no. 255/2024, with subsequent amendments and additions, for the purpose of submitting documents for family reunification to the competent authorities abroad. The fees charged for this public service are established by decision of the Local Council.

In order to carry out the transit of explosives on the territory of Romania, the responsible economic operator, after obtaining the transfer authorization from the member state of destination or, as the case may be, the import authorization from the third country of destination, must also obtain a transit authorization from the General Inspectorate of the Romanian Police. The authorization for the transit of civil-use explosives is issued by the Weapons, Explosives and Dangerous Substances Directorate within the G.I.P.R., only to persons authorized to carry out operations with explosive materials. This authorization is issued for a determined period and may be suspended or withdrawn at any time based on a reasoned decision.

Romanian citizens submit applications for registration in the civil status registers of changes that have occurred in the civil status of a person or regarding the name or as a result of rectification of civil status documents, occurred abroad, as well as regarding the matrimonial regime chosen before foreign authorities/institutions, in accordance with the provisions of art. 43 and art. 44 of Law no. 119/1996 on civil status documents, republished, with subsequent amendments and completions.*

Natural persons and legal persons provided for in art. 100 para. (2) of Law no. 295/2004 may be constituted as armorers, after including in their scope of activity operations with weapons, essential components, and ammunition. Armorers established under the conditions provided in art. 102 of Law no. 295/2004 may carry out operations with weapons, essential components, and ammunition, with the proper application of the legal provisions regarding the state monopoly regime, only after obtaining the authorization for operations with weapons, essential components, and ammunition, granted by the competent authorities for each category of operations among those provided in art. 104, para. (3) - (6) of Law no. 295/2004. To obtain the authorization, the applicant shall submit a request accompanied by the necessary documents to the General Directorate of Police of the Municipality of Bucharest or to the county police inspectorate in whose territorial jurisdiction the headquarters or the working point is located. If the legal entity has several working points, located in the territorial jurisdiction of several counties, where operations with weapons, parts, and their essential components, as well as ammunition, will be carried out, a separate authorization must be requested for each of these points, from the competent police authorities in whose jurisdiction they are located.

In accordance with the legal provisions, the Romanian Gendarmerie carries out missions to ensure public order during rallies, marches, demonstrations, processions, picketing actions, promotional or commercial events, cultural-artistic, sports, religious, commemorative manifestations, or other such activities that take place in public spaces and which involve large gatherings of people. At the same time, the freedom of citizens to express their political, social or other opinions, to organize rallies, demonstrations, manifestations, processions and any other meetings and to participate in them is guaranteed by law, activities that can take place only peacefully and without violating public order and safety. According to the legislation in force, public gatherings that take place in public spaces can only be organized after prior declaration at least 3 days before their date to the city hall of the administrative-territorial unit where they are to take place. Economic operators who sell plant protection products with acute toxicity from categories 1, 2, and 3, which contain the GHS06 pictogram, are required to obtain, in advance, the registration certificate/authorization from the Phytosanitary Unit in the area where they carry out their activity. Furthermore, the authorization/registration certificate issued by the phytosanitary unit according to O.U.G. no. 53/2025 must be approved by the territorial a.e.s.p. structures.*

Romanian citizens can request the issuance of multilingual standard forms, which must obligatorily accompany the original civil status certificates, in order to use them within the territory of a member state of the European Union.*

The rectification of civil status documents and their associated notes is carried out based on the order of the mayor of the administrative-territorial unit that holds the civil status document, ex officio or at the request of the interested person, with the approval of the County Office for Population Records/Local Office for Population Records of the sectors of Bucharest municipality; the request, accompanied by supporting documents, is submitted to any Local Office for Population Records or, as the case may be, to any town hall within the administrative-territorial unit and is resolved by the civil status officer within the Local Office for Population Records or, as appropriate, within the town hall of the administrative-territorial unit where the Local Office for Population Records does not operate, which holds the civil status document; Rectification involves correcting errors in the civil status document and is done by entering the content of the rectification in the notes section. HOW THE REQUEST IS RESOLVED  By issuing an order by the mayor of the administrative-territorial unit that holds the civil status document;  With the approval of the head of the County Community Public Service for Person Registration/the Community Public Service for Person Registration of the sector of Bucharest municipality. ISSUING THE ORDER  within 30 days from receiving the request;  it is communicated to the applicant, within 10 days from the date of issuance. The order approving the rectification request/denying the rectification may be challenged in the court in whose territorial jurisdiction the issuing authority is located, in accordance with the law.*

The holder of the type A weapon possession permit who wishes to carry and use the lethal weapon registered in the permit may request the competent police authority to issue a type B permit and to register the weapon and its corresponding ammunition in the respective document, with the obligation to present the document that attests the status that confers the right to carry and use the requested lethal weapon. The holder of the type B permit who wishes to possess the lethal weapon registered in the permit, waiving the right to carry and use it, must request the competent police authority to issue the type A weapon possession permit and to register the weapon in this document.

The approval for the establishment and dissolution of a volunteer service or private service, provided in art. 33 para. (5) of Law no. 307/2006 regarding fire protection, republished, with subsequent amendments and completions, is issued: a) by the county inspectorate for emergency situations or by the "Dealul Spirii" Bucharest-Ilfov Inspectorate for Emergency Situations, hereinafter referred to as the inspectorate, in whose area of competence the local public administration authority is headquartered, for the volunteer service; b) by the inspectorate in whose area of competence the institution is headquartered, or the registered office in the case of the economic operator, for the private service. (2) The competence sector approval, provided in art. 33 para. (1) of Law no. 307/2006, republished, with subsequent amendments and completions, is issued by the inspectorate in whose area of competence the volunteer/private service requests to carry out its activity. The approval of volunteer and private services for emergency situations is regulated by O.M.A.I. no. 51 of March 15, 2024 for the approval of the Performance Criteria regarding the establishment, staffing, and equipping of volunteer services and private services for emergency situations.*

Persons who legally possess lethal weapons under the Law and wish to travel with them to member states must first apply to the competent police authority that issued the firearm permit for the issuance of the European firearms passport and must submit for this purpose a file containing the following documents: - a standard application form, the model of which is provided in Annex No. 14; - two color photographs, size 4x5 cm; - the applicant's identity document, in original and copy; - the applicant's firearm permit, in original and copy. For the issuance of the European firearms passport, the club or sports association shall submit to the competent police authority an application accompanied by the following documents: - sports identity certificate, issued by the Ministry of Youth and Sports, as well as affiliation to one of the specialized national sports federations, in original and copy; - the authorization for possession and use of weapons, in original and copy; - for each athlete subject to the application, a file containing the following documents: - the documents provided in art. 52 par. (1) let. a)-c); - valid sports shooter's card for the current year, in original and copy; - a document showing that the shooting weapon to be registered in the European firearms passport is in the possession of the athlete, according to the Law, in original and copy. - power of attorney regarding the person submitting the documents. If the athletes are minors, their weapons are registered, upon request, in the European firearms passport belonging to the delegation leader. The European firearms passport gives the holder the right to travel within the territory of member states with the weapons and, as the case may be, the corresponding ammunition registered in this document, only to the extent that the possession of the weapons registered in this document is permitted in the state to which they intend to travel or, as the case may be, if authorized by the competent authorities of that state to introduce those weapons into its territory. The European firearms passport is granted for a validity of 5 years, a period that can be extended for another 5 years. The European firearms passport is withdrawn in case of cancellation or suspension of the right to possess, carry and use firearms. The theft of the European firearms passport must be reported within 48 hours from the moment it is discovered to the police authority in whose territorial jurisdiction it was found, whereas the loss, destruction or deterioration must be reported to the police authority that issued it.*

This procedure is addressed to foreigners who wish to obtain a temporary right of residence on the territory of Romania. In this sense, it is mandatory for foreign citizens to obtain a residence permit, a document which attests the right of residence in Romania. This service is intended for owners/users of motor vehicles that have been detected violating road traffic regulations on national territory. Currently, when a detection system of a public institution detects a motor vehicle exceeding the legal speed limit or when a participant’s video camera captures a vehicle whose driver has committed an offense that may constitute aggressive driving, the owner/user of the vehicle receives, via postal services, a request to provide the details of the person who was driving the vehicle at the time the infraction was committed. The owner/user of the vehicle is required to provide the requested information within the deadline, either via postal services or through the Ministry of Internal Affairs’ digital services platform Hub.*

This procedure is addressed to foreign citizens from third countries, EU/EEA citizens, and Romanian citizens who wish to invite foreign citizens to Romania for the purpose of visit, tourism, or business. The invitation can be obtained from the territorial units of the General Inspectorate for Immigration in the county where they reside. To obtain the invitation, applicants must personally submit the forms accompanied by a series of documents at least 45 days before the date the foreign citizen wishes to come to Romania.  The marriage declaration is made in person, by the future spouses, in writing, at the local community public service for persons registration (S.P.C.L.E.P.) or, as the case may be, at the town hall of the domicile or residence of one of them.  For valid reasons, if one of the future spouses is unable to travel to the S.P.C.L.E.P. headquarters or, as appropriate, the competent town hall, the marriage declaration may also be made outside its headquarters, in front of the civil status officer, with the mayor’s approval.  The marriage declaration can be made and the marriage can be concluded in another administrative-territorial unit than the one in whose territorial area the future spouses reside or have their residence, only with the approval of the mayor of the administrative-territorial unit where the marriage is concluded.  In the marriage declaration, the future spouses will state that there is no legal impediment to the marriage and will mention the family name they will use during the marriage, as well as the chosen matrimonial regime.  Along with the marriage declaration, they will present the evidence required by law for the conclusion of the marriage. The marriage can also be concluded outside the headquarters of S.P.C.L.E.P. or, as appropriate, the competent town hall, such as public gardens, parks, museums, and other outdoor places, at the request of the future spouses, with the mayor’s approval. The fees charged for this public service are established by resolution of the Local Council.

Recruitment and selection of candidates for filling vacant executive and management positions, through internal or external recruitment, involves identifying individuals who have the education required by the job and who meet the legal conditions to participate in the organized competitions.*

This service is addressed to natural persons, Romanian citizens, who request the rectification, completion, or modification of personal data in the National Register of Persons’ Records. The entry, updating, operation, and use of data from the N.R.P.R. are carried out by the G.D.P.R. and the community public services for persons records.*

Criminal record certificates in electronic format are issued through the "hub.mai.gov.ro" platform. The issuance of the criminal record certificate in electronic form is a public, free service provided by the Romanian Police through the Criminal Record, Statistics and Operational Records Directorate, and is available only to beneficiaries registered on the "M.A.I. Services Hub" platform who have successfully completed the validation procedures. The registration mechanisms in the HUB are as follows: • directly on the "hub.mai.gov.ro" platform; • using a user account created in the "ghiseul.ro" platform; • depending on technical availability, using the electronic identity card (CEI); • through the ROeID application. Also, criminal record certificates can also be obtained in physical format, from any police subunit where there is a counter for issuing criminal record certificates. For Romanian citizens, the criminal record certificate in physical format is usually issued on the spot or within a maximum of 3 working days. For foreign citizens, the criminal record certificate in physical format is issued in about 30 days. To the criminal record certificate issued to persons who are citizens of a member state other than Romania, the extract from the criminal record of the member state of citizenship is also attached, and to the criminal record certificate issued to nationals of a third country, the extract from the criminal record of the member states holding information on their conviction on the territory of their state is also attached.*

Holders of type A and type B gun permits are required, before the expiration of the validity of these documents, to submit to the competent police authority within the county police inspectorates or the General Directorate of Police of the Municipality of Bucharest, in whose territorial jurisdiction they have their domicile, residence, or place of stay, a file which must include the following documents: a) standard application form; b) the applicant's identity document, in original and copy; c) gun permits, in original and copy, as well as to present the firearms listed in these permits; d) the medical certificate provided for in art. 5 para. (1) letter c), in original and copy; e) psychological assessment, in original and copy, showing that the applicant is fit to possess, carry and use lethal or non-lethal firearms and ammunition subject to authorization, issued no more than 6 months before submitting the application, by a psychologist authorized to carry out such tests, certified under the law; f) the documents provided for in art. 5 para. (1) letter f) of the Methodological Norms for the implementation of Law no. 295/2004, approved by Government Decision no. 11/2018, as appropriate, attesting the status that granted the right to possess, or, as applicable, to carry and use the respective weapon; g) proof of test firing, as appropriate; h) proof of annual shooting in the shooting range, as appropriate;*

The Ministry of Internal Affairs, through the National SIS Center, is responsible for the implementation, operation, maintenance, and security of the N.SIS, for ensuring the connection of the N.SIS to the central SIS, and for managing the national copy of the central SIS database, as well as for ensuring access of Romanian authorities to the N.SIS. The National Informatic Signaling System is the informatic system compatible with the second-generation Schengen Information System and ensures the management of national signals, of national interest and Schengen interest. SINS is intended to ensure the possibility for competent national authorities, through an automated procedure, to carry out transactions regarding the signals it contains, for the purpose of fulfilling legal duties. According to national legislation in the Schengen field, the authorities with responsibilities in SIS are: 1. Romanian Police; 2. Romanian Border Police; 3. Romanian Gendarmerie; 4. General Inspectorate for Immigration; 5. General Directorate for Internal Protection; 6. General Directorate for Population Records; 7. General Directorate for Passports; 8. General Directorate for Driving Licenses and Vehicle Registration and the public community services for driving license and vehicle registration regime; 9. Romanian Customs Authority; 10. Ministry of Foreign Affairs; 11. Ministry of Justice and the courts; 12. Public Ministry; 13. Ministry of Transport and Infrastructure, through the Romanian Naval Authority; 14. Ministry of Transport and Infrastructure, through the Romanian Civil Aeronautical Authority.*

The entitled person (his/her legal/testamentary heirs or the person empowered by him/her/them through a special notarized power of attorney) may request access to the documents created during the period 06.03.1945-22.12.1989 found in the passport file of the person concerned. The request for studying the passport file can be sent by electronic/mail or can be submitted in person, at the Public Relations Counter within the General Directorate of Passports.*

The application is submitted in person, through an authorized representative with a special power of attorney or attorney proxy to the local community public service for personal records or to the civil status officer within the city hall of the administrative-territorial unit competent to draw up the document according to the law and is accompanied by the supporting documents held by the interested person. The application is resolved within 30 days, with the approval of the county community public service for personal records, by order of the mayor of the administrative-territorial unit competent to draw up the document, which is communicated to the applicant within 10 days from issuance. The order may be challenged before the court in whose territorial jurisdiction the issuing authority is located.*

This public service is addressed to applicants for funding (public and private institutions) from non-reimbursable European funds dedicated to the field of Internal Affairs, namely: the Asylum, Migration and Integration Fund (AMIF), the Internal Security Fund (ISF), and the Instrument for Border Management and Visa Policy (BMVI). The process of evaluation, selection, and approval of funding for these projects is carried out according to their own procedures, developed in the application of the provisions of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 establishing common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund, and the European Maritime, Fisheries and Aquaculture Fund, and on financial rules applicable to those funds, as well as the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy, as well as the specific regulations of each managed fund. The IT system allows electronic communication and document exchange concerning the implementation in Romania of national programs related to the European Funds Dedicated to Internal Affairs, in accordance with the requirements of EU Regulation 1060/2021. The main functionalities of the application are as follows: - management of project calls by a Program Authority: the Directorate for Non-reimbursable External Funds within MAI – as Management Authority (MA), or by the General Inspectorate for Immigration - Intermediate Body for Asylum, Migration and Integration (IOAMIF); - submission of funding requests, their evaluation, and contracting of funds; - management of funding contracts for approved funding requests; - program management, activities management, verifications and workflows at the level of responsible authorities; - reporting to the European Commission.*

This public service is addressed to the personnel and retirees of M.A.I. The process of booking accommodation spaces for personal interest within the 5 centers/bases for training and recovery/restoring work capacity managed by the Integrated Logistics Assurance Directorate (D.A.L.I.) is carried out through the MAIBooking application (https://maibooking.mai.gov.ro). Beneficiaries are required to create a user account through which they will be authenticated in the system, then proceed to book the desired accommodation space, at least 30 days prior to the accommodation date.*
