Authorization of natural person for the possession of metal detectors*
The application of the natural person for obtaining the authorization for possessing metal detectors (Annex 1) is provided for in art. 2 letter a of the M.A.I. Order 251/31.05.2004 for the approval of the Technical Norms regarding the possession and commercialization of metal detectors. The application is resolved by the police unit in the area where the applicant resides, within 10 days from the submission of the complete documentation, namely: a. standard application form, completed according to the model provided above; b. identity card; c. the document proving that the applicant is the owner of the metal detector; d. receipt issued by C.E.C. units, showing that the amount of 10 lei representing the authorization fee has been paid;

Granting approval for the inclusion in the scope of activity of commercial companies of operations with weapons, parts and essential components thereof, as well as ammunition*
Legal entities and authorized natural persons who wish to include in their object of activity any of the operations with weapons, parts and essential components thereof, as well as ammunition, provided in Article 105 of the Law, must request in advance, at the time of establishment or, as the case may be, modification or extension of the object of activity. To obtain the authorization, the applicant submits a request accompanied by the necessary documents to the General Directorate of Police of the Municipality of Bucharest or to the county police inspectorate in whose territorial area he has his headquarters or place of business. On the basis of the obtained approval, the legal entity or the authorized natural person establishes itself as an armorer by following the legal procedures regarding establishment or, as the case may be, those regarding extension or modification of the object of activity.*

Granting the right of long-term residence in Romania for citizens coming from third countries*
This procedure is addressed to foreigners who wish to obtain a long-term residence permit on the territory of Romania. In this regard, it is mandatory for applicants to have a residence permit, a document which certifies the right of residence in Romania for at least 5 years of legal and continuous stay. Applications can be submitted at the territorial formations of the General Inspectorate for Immigration in the county where they reside. Granting permanent residence for EU/EEA/Swiss Confederation citizens*
This procedure is addressed to EU/EEA and CH citizens, as well as their family members, who wish to obtain permanent residence on the territory of Romania. In this regard, it is mandatory for this category of persons to have a registration certificate or a temporary residence card that proves they have had legal and continuous residence in Romania for at least 5 years. Applications are submitted in person at the territorial units of the General Inspectorate for Immigration in the county where they reside. To obtain permanent residence, applicants must personally submit an application accompanied by a series of documents.

Anti-corruption information and training activities for M.A.I. personnel*
Anti-corruption information and training activities are carried out by specialized personnel from the General Anti-corruption Directorate. Anti-corruption information activities are carried out for the purpose of presenting the corruption risks specific to a field of activity, new information regarding the activity of preventing and combating corruption, legislation, studies, and research concerning this field. Anti-corruption information activities are carried out at the initiative of the G.A.D. or at the request of M.A.I. structures and take place for at least 30 minutes. Anti-corruption training activities are conducted to develop the capacity of M.A.I. personnel to use and combine theoretical knowledge, practical skills, and specific attitudes in the field of corruption prevention. These are carried out at the initiative of the G.A.D. or at the request of M.A.I. structures and are primarily aimed at newly employed personnel in the M.A.I., those working in areas particularly exposed to corruption risks, as well as personnel in managerial positions. Activities are carried out with a maximum number of 30 participants, for at least two hours. Note: Order of the Minister of Internal Affairs no. 62 of June 13, 2018 regarding the organization and conduct of activities for the prevention of corruption and education to promote integrity within the Ministry of Internal Affairs.*

Authorization of legal entity for the commercialization of metal detectors*
Request form for legal entity to obtain authorization for the commercialization of metal detectors (Annex 3) provided at art. 6 letter a of O.M.A.I. 251/31.05.2004 for the approval of Technical Rules regarding the possession and commercialization of metal detectors. The request is resolved by the police unit in the area where the legal entity applicant has its registered office, within 10 days from the submission of the complete documentation, respectively: a. standard request, completed according to Annex no. 3 to the Technical Rules regarding the possession and commercialization of metal detectors; b. the company's registration document, together with the statute, from which it results that its business activity is the commercialization of metal detectors; c. the identity document of the company's administrator, as well as those of all persons employed as sellers of metal detectors; d. receipt showing that the amount of 30 lei representing the authorization fee was paid at C.E.C.; We mention that the requesting commercial agent must also meet the conditions provided at art. 5 and art. 7 of O.M.A.I. 251/31.05.2004 for the approval of Technical Rules regarding the possession and commercialization of metal detectors, respectively: to have commercialization of metal detectors provided in the company's business activity and the space intended for commercializing metal detectors must have a street display with the name of the economic agent and the business activity, and at the same time, must be equipped with an alarm system or enter into a service contract with a security and guard company or have permanent own guard.

Education activities for promoting integrity*
The activities of education for promoting integrity at the level of M.A.I. are carried out through: o the introduction into the curriculum of the initial training institutions and training centers subordinate to the M.A.I. of topics/subjects regarding ethics and integrity; D.G.A. personnel may participate in supporting the topics or in the training activities within subjects regarding ethics and integrity; o the presentation by D.G.A. representatives of topics regarding ethics and integrity within educational institutions that train personnel for the needs of the M.A.I., at the request of the institutions or upon the initiative of the D.G.A., with their consent; o the provision by D.G.A. of specialized support for the training of teaching staff in the field of corruption prevention, at the request of initial training institutions and training centers subordinate to the M.A.I.; o scientific communication sessions on topics related to the anticorruption field; o courses, seminars, and workshops on anticorruption topics.
Educational activities for promoting integrity addressed to citizens are: o activities organized and carried out within entities outside the M.A.I. or in partnership/collaboration with them, at the initiative of D.G.A. or at their request; o educational-preventive activities carried out in partnership/collaboration with civil society/non-governmental organizations/associations/foundations/the business environment, in order to involve civil society and the business environment in concrete activities for implementing corruption prevention measures; o activities to promote civic attitude and to inform regarding notions related to the anticorruption field; o participation in events organized by M.A.I. with an informative-preventive, educational, and representational character; o activities organized within educational programs carried out at national level or within partnerships with school inspectorates, non-governmental organizations, associations, foundations, etc.; o participation in workshops, information sessions, thematic contests, camps organized on various anticorruption topics for the presentation, awareness, and debate on themes regarding the consequences and causes of corruption, as well as the methods and means of preventing it; o scientific communication sessions, courses, seminars, and workshops on anticorruption topics intended for citizens; o other activities organized for or together with citizens for the purpose of preventing acts of corruption.

APOSTILLE - Issuing of the apostille for official administrative documents (service provided by the Prefectural Institutions)*
The public service for issuing apostilles for official administrative documents is provided by the prefect’s institutions, in accordance with the provisions of Government Ordinance no. 66 of August 24, 1999, for Romania’s accession to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, adopted at The Hague on October 5, 1961, with subsequent amendments and completions, ratified by Law no. 52 of April 19, 2000. The Prefect’s Institutions apostille the official administrative documents presented in their original form, in the format in which they were issued (the apostille is issued in paper format for documents issued on paper and signed by hand, or in digital format for documents issued electronically and digitally signed). Apostilling of documents is carried out at the headquarters of the competent prefect’s institution—according to the criteria displayed at the headquarters of the prefect’s institutions, as well as on their websites. Documents issued in electronic format and digitally signed can also be apostilled online, via the MAI services HUB, available at: https://hub.mai.gov.ro/ (public service managed by the Ministry of Internal Affairs). The coordination of the apostille issuance activity is conducted at the level of the Ministry of Internal Affairs, by the General Directorate for Relations with the Prefect’s Institutions.
About the Apostille
The apostille is a document issued for an official act—or a stamp applied on the official act, for the purpose of its recognition in states that are parties to the “Apostille Convention” (the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, adopted at The Hague on October 5, 1961); the updated list of signatory states can be found at the following link: https://www.hcch.net/en/instruments/conventions/status-table/?cid=41.
Also, if the official document is to be presented in a state that has not joined the Apostille Convention and there is no convention, treaty, or agreement between Romania and the respective state for the recognition of that type of document, it is necessary to complete the legalisation formalities for the document, this procedure being carried out through the Ministry of Foreign Affairs (additional information can be found at the following link on the MAE website: https://www.mae.ro/node/6869).
In Romania, three authorities issue apostilles, according to their respective domains of competence, namely: the Courts, Chambers of Notaries Public, and the Prefect’s Institutions. Temporary authorization for transport and use of weapon (Individuals)*
The holder of the right to possess firearms may be authorized, upon request, to use the owned firearms in an authorized shooting range, if they have undergone technical inspection in the last 5 years. The application must include:
- identification data of the applicant;
- the shooting range where the firearm or, as the case may be, the firearms are to be used;
- the travel route;
- if applicable, the means of transport used.
Weapon collectors may be authorized, upon request, to transport and use the firearms held in their collection for participation in cultural, artistic, or historical events organized by institutions or organizations with relevant responsibilities in the field. In order to obtain the authorization, the applicant shall submit a request stating:
- the identification data of the applicant;
- the location of the event;
- the firearms held;
- the travel route;
- if applicable, the means of transport used;
- the place of storage of the firearms;
- a nominal invitation from the organizer.*

Authorization of economic operators providing archival services*
The National Archives authorizes economic operators for the provision of archival services for the storage, conservation, restoration, bookbinding, archival processing, and use of documents they hold, in accordance with the provisions of the National Archives Law no. 16/1996, republished. I. Information stage The standard application and the documents required for authorization are published on the website of the National Archives. An agreement regarding the processing of personal data is added. II. Evaluation stage Operators will submit the file to the county branch of the National Archives where they have their registered office.

Collector's certificate (natural persons)*
Individuals who wish to own collector's weapons may request the issuance of a collector's certification from the competent police authorities, if they meet the following conditions: - have reached the age of 18; - have not been convicted, by a final court decision, to life imprisonment or imprisonment for more than one year, with execution, for offenses committed with intent; - are not indicted in criminal cases for acts committed with intent; - are psychologically and medically fit to possess and use weapons, essential components, and ammunition; - do not pose a danger to public order, national security, life, and physical integrity of individuals; - have completed a theoretical and practical training course, organized by a legal entity authorized for this activity, in accordance with the regulations for the application of this law; - their right to procure, possess or, as the case may be, carry and use lethal weapons or non-lethal weapons subject to authorization, has not been canceled in the last 2 years, except in cases where the cancellation measure was ordered due to the loss of the quality provided in Art. 13 para. (2) - (5); - have not lost or had weapons—lethal or non-lethal—subject to authorization, obtained under the conditions of this law, stolen from them in the last 5 years due to their own fault; as well as one of the following conditions: a) they hold the right to possess or to carry and use at least 5 lethal or non-lethal weapons subject to authorization; b) they are members of a legally established collectors' association in Romania and have had membership in this association for at least 6 months; c) they are heirs or recipients by donation of a lethal or non-lethal weapon subject to authorization or notification.

The purpose of the procedure: obtaining the MAI approval necessary for preparing the documentation for the approval of general urban plans and territorial planning plans. The applicant for the approval is the natural or legal person interested in obtaining the approval of the Ministry of Internal Affairs for the preparation of the documentation required for the approval of general urban plans or territorial planning plans. Civil protection notice/authorization*
Sheltering represents a specific measure for the protection of the population, material goods, cultural and heritage values during military hostilities and emergency situations, against their effects. Civil protection shelters are specially arranged spaces for protection in specific situations, designed, built, equipped, fitted, and authorized according to the norms and technical instructions developed by the General Inspectorate for Emergency Situations and approved by the Minister of Internal Affairs. According to the provisions of art. 30 of Law no. 481 of 2004 regarding civil protection, republished, designers, builders, and investment beneficiaries have the obligation to obtain all approvals, authorizations, and agreements regarding civil protection, according to the law, and to monitor the implementation of the measures established therein. The obligation to obtain civil protection approvals and authorizations, under the provisions of the Law on civil protection, is stipulated for the constructions established by the provisions of the Government Decision of Romania no. 862/2016. The process of obtaining civil protection approvals/authorizations is regulated by the Methodological Norms regarding fire safety and civil protection approval and authorization, approved by O.M.A.I. no. 180/2022. The civil protection approval/authorization can be requested at the headquarters of the County Inspectorates for Emergency Situations and Bucharest-Ilfov.*

The approval of activities to be carried out at border crossing points (road, port, rail), other than the conduct of border control*
All activities to be carried out at border crossing points, other than border control, which by their nature do not affect the conduct of specific control activities, public order, the environment, and traffic safety at state border crossing points, are subject to approval. Legal entities, authorized individuals, individual enterprises, and family enterprises can request authorization from CNSIPC to carry out works in the field of fire protection. Requests can be submitted in physical format (by mail/courier, submitted at the unit's headquarters). Authorization for organizing and conducting theoretical and practical training courses in the field of weapons and ammunition*
Legal entities may be authorized by the specialized structure within the county police inspectorates or the General Directorate of the Bucharest Municipality Police in whose territorial jurisdiction they are headquartered to organize the theoretical and practical training course in the field of weapons and ammunition for the knowledge of the legislation and the manner of use of the weapons and ammunition provided by law, according to a methodology developed by the General Inspectorate of the Romanian Police.

Campaigns/actions for preventing corruption to raise awareness of the causes and consequences of involvement in acts of corruption, addressed to M.A.I. personnel and citizens*
The anti-corruption prevention campaign represents a set of large-scale actions carried out at the national, regional, or local level, involving the use of several preventive materials to raise awareness among M.A.I. personnel and citizens about the causes and consequences of involvement in acts of corruption. The anti-corruption prevention action is an activity carried out at the national, regional, or local level, involving the use of a smaller number of preventive materials to raise awareness among M.A.I. personnel and citizens about the causes and consequences of involvement in acts of corruption. Anti-corruption prevention campaigns and actions can be organized and implemented with the support of M.A.I. structures to which the target audience belongs or with which the target audience interacts, as well as with the support of other entities outside the M.A.I. Approval of the introduction into the country of firearms (hunting, shooting, and collection) and the related ammunition by nationals of third countries who travel to Romania to participate in official shooting competitions, to practice hunting, or to participate in a cultural, artistic, or historical event.*
Foreigners traveling to Romania to participate in official shooting competitions or to practice hunting, under the conditions of the law, based on a short-stay visa or who benefit from exemption from the obligation to have this visa, according to the law, may, based on the approval for the introduction of weapons into the country, possess and, as the case may be, carry and use the hunting or shooting weapons they own, if the weapons, essential components, and ammunition are registered in the border crossing documents. The approval for the introduction of weapons into the country may be granted to foreigners by the General Inspectorate of the Border Police, with a validity of 30 days, under the following conditions: a) they prove legal possession of the weapons in the state of origin; b) in the case of hunting weapons, they present a nominal invitation from a legally established game fund manager in Romania, operating according to the provisions of Law no. 407/2006, with subsequent amendments and completions, in compliance with the legal provisions in force; c) in the case of shooting weapons, they prove that they are to participate in a shooting competition organized by an association or a sports shooting club affiliated with the national sports federations of the specialty; d) in the case of collection weapons, they prove that they are to participate in a cultural, artistic, or historical event and present the invitation of a legally established collectors' association or of a museum institution in Romania.*

Approval of fishing for scientific purposes in border waters, inland maritime waters, and the territorial sea*
Persons who wish to carry out fishing activities for scientific purposes in border waters, inland maritime waters, and in the territorial sea must request approval for this purpose from the Territorial Service of the Border Police (the territorial structure organized at the level of each county) in the area of competence where the activity is intended to be carried out. This approval is obtained based on a request addressed to the Territorial Service of the Border Police, depending on the targeted area.*

Issuance of certificate for customs tax exemption*
The citizen may request the issuance of a certificate indicating the period during which they had residence abroad, for the purpose of exemption from customs duties. The application for the issuance of the certificate for customs duty exemption can be sent by email/mail or can be submitted either personally or through an authorized representative/conventional representative, at the Public Relations Desk within the General Directorate of Passports or at the offices of the community public passport services.*

The fire safety permit is the document issued by the county inspectorate for emergency situations or the Bucharest municipality, after verifying compliance with the provisions of the technical regulations in force regarding the fire protection measures adopted in the technical design documentation, for fulfilling the essential requirement - fire safety - of buildings, installations, and other facilities. The fire safety authorization is the administrative act issued by the county inspectorate for emergency situations or the Bucharest municipality, which certifies, following field inspections and documents regarding the implementation of fire protection measures, the fulfillment of the fundamental requirement - fire safety - for buildings, technological installations, and other facilities; the fire safety authorization grants physical or legal persons, holders of buildings, installations, and other facilities, the right to put them into operation and to exploit them from the perspective of meeting the fundamental fire safety requirement.
According to the provisions of Article 30^1 paragraph (1) of Law no. 307/2006 regarding fire protection, republished, with subsequent amendments and completions, the commissioning of new buildings and facilities and those existing in which modification and/or change of use works have been carried out is allowed only after obtaining the fire safety authorization. The requirement to obtain fire safety permits and authorizations, under the provisions of the Law on fire protection, is stipulated for buildings and facilities established by the provisions of the Government Decision of Romania no. 571/2016, depending on the constructed/developed area and the function of the space, respectively the building in which it is located. The process of obtaining these administrative documents is regulated by the Methodological Norms regarding fire safety and civil protection permitting and authorization, approved by O.M.A.I. no. 180/2022.*

Release of authorization for the import of weapons and ammunition*
The gunsmiths and intermediaries who wish to trade firearms, parts, essential components thereof, as well as ammunition on the territory of Romania from third states, must request in advance the issuance of an import authorization from the General Inspectorate of the Romanian Police - Weapons, Explosives and Dangerous Substances Directorate. Natural/legal persons, holders of the right to possess or, as the case may be, to carry and use lethal or non-lethal weapons subject to authorization, who wish to acquire weapons from a third state, must request the issuance of the import authorization from the General Directorate of Police of the Municipality of Bucharest or from the county police inspectorate in whose territorial area their domicile or residence is located. The import permit is granted individually, for each transport and only for the type, brand and quantities of weapons, essential components and ammunition that are the subject of each operation. The validity period of the import authorization for firearms, parts and essential components, as well as the corresponding ammunition intended for civilian use, is 6 months, but cannot exceed the validity period of the procurement authorization, in the case of natural persons. Failure to carry out the operation for which the permit was granted within the term, regardless of the reason, leads to its cancellation. Based on the import authorization, the holder (natural person) can procure from a third state, by their own means, a maximum of 2 weapons at the same time; the transport of a greater number of weapons is allowed only through a gunsmith.*

Natural persons who may benefit from lethal weapons are provided for in art. 13 of Law no. 295/2004 regarding the regime of weapons and ammunition. The service is addressed to natural or legal persons who are already authorized to possess or use firearms. Private law legal entities, which are not subordinated to or coordinated by public institutions, may be authorized under the conditions of this law, depending on their field of activity, to acquire, possess, and use lethal weapons. Gunsmiths as well as legal entities authorized to possess or use lethal or non-lethal weapons are required to request the firearms and ammunition manager's approval from the territorial structures for weapons, explosives, and dangerous substances for employees engaged in operations with weapons, essential components, and ammunition, and respectively for those with responsibilities for managing, administering, and maintaining weapons, prior to their access to weapons, essential components, and ammunition. Release of operating license for specialized companies / individual private detective offices*
The private detective may exercise their profession, as the case may be, within specialized companies or individual detective offices, which operate based on a license issued by the Criminal Investigations Directorate within the General Inspectorate of the Romanian Police. The activity object of the specialized companies and individual detective offices is unique (single object of activity – investigation activities – CAEN code 8001 for companies). The executive managers of specialized private detective companies must meet at least one of the following education requirements: → be graduates of the Faculty of Law; → be graduates of a faculty with a specialization other than law and a graduate of a specialization course for private detectives; → be graduates of a post-secondary school for detectives for those who do not have higher education; → have held the position of police officer or employee in a public institution with responsibilities in public order or national security with the rank of officer. The executive managers of specialized private detective companies must also meet the following specific conditions: → be medically fit; → not have been convicted for offenses committed with intent; → not carry out an activity involving the exercise of public authority; → have obtained the approval of the county police inspectorate or, as the case may be, of the General Police Directorate of the Municipality of Bucharest; The natural person associates or shareholders of specialized private detective companies must cumulatively meet the following conditions: → not have been convicted for offenses committed with intent; → not carry out an activity involving the exercise of public authority; Citizens from EU member states and the European Economic Area acquire the status of private detective in Romania by recognition by the General Inspectorate of the Romanian Police of the qualification certificate for this profession, or a similar certificate issued in one of the EU member states or the European Economic Area, or by passing the attestation exam for the status of private detective according to art. 7 of Law 329/2003. The electronic identity card (CEI) and the simple identity card (CIS) prove identity, citizenship, and address of residence. The electronic identity card (CEI) is issued at any community public service for personal record (SPCEP). The simple identity card (CIS) is issued at the SPCEP from the person's place of residence or domicile. The identity card is mandatory after the age of 14. Optionally, the electronic identity card can be issued to a minor between 0-14 years at the request of both parents, the legal representative, the surviving parent, the parent to whom the child was entrusted by a final court decision, the parent who exercises sole parental authority under a final court decision or, as applicable, under a presidential ordinance issued in accordance with Law no. 134/2010 regarding the Civil Procedure Code, republished, with subsequent amendments and additions, or the person designated within the public social service or an accredited private provider, intended for the special protection of the child, temporarily or permanently separated from the parents, where the minor is, or the person to whom the child has been placed in care. In situations where the minor is accompanied only by one of the parents, the statement of the other parent confirming their agreement for the issuance of the identity document must also be presented, authenticated at Romania's diplomatic mission in the country in which they reside, at a public notary in Romania, or at the competent foreign authorities. In this last case, the statement must be presented translated and legalized according to the legal norms in force. The identity card is issued in the following cases: a) upon expiration of the validity period of the identity document to be replaced; b) if the holder's name or surname or birth date has been changed; c) in case of change of domicile; d) if the RN.E.P. mentions “validity of domicile ended”; e) if a new C.N.P. is assigned; f) in case of deterioration of the identity document; g) in case of loss, theft, or destruction of the identity document; h) when the facial image in the identity card no longer matches the holder's appearance; i) in case of sex change; j) in case of cancellation; k) upon obtaining Romanian citizenship; l) establishing domicile abroad; m) in case of changing the name or rank of localities and streets, renumbering buildings or reassigning them, establishing localities or streets; n) upon request.

Issuance of permits for the import/export of explosives for civil use into/from Romania*

Release of export authorization for weapons and ammunition*
The export operations of firearms, essential parts and components, as well as corresponding ammunition by individuals, gunsmiths, and intermediaries are carried out in accordance with the provisions of Regulation (EU) No. 258/2012 of the European Parliament and the Council of 14 March 2012 on the implementation of Article 10 of the United Nations Protocol against the Illicit Manufacturing and Trafficking of Firearms, Their Parts and Components, and Ammunition, supplementing the United Nations Convention against Transnational Organized Crime (UN Firearms Protocol), and establishing measures regarding export authorizations, import, and transit for firearms, their essential parts and components, as well as ammunition, hereinafter referred to as Regulation (EU) No. 258/2012. Authorized gunsmiths/intermediaries carrying out operations with weapons and legal/physical persons, holders of the right to possess or, as appropriate, carry and use lethal or non-lethal weapons subject to authorization, who intend to transfer the weapons they possess to a third country, must request the issuance of the authorization from the Romanian General Inspectorate of Police - Directorate for Weapons, Explosives, and Dangerous Substances. After the delivery of the firearms, their essential parts and components, or ammunition has occurred, within 4 months from this moment, the exporter must obtain from the external partner the delivery control certificate or other equivalent document, issued or certified by the competent authority from the importing country, attesting that the goods have reached their destination, which must be submitted to the Romanian General Inspectorate of Police - Directorate for Weapons, Explosives, and Dangerous Substances. The validity period of the export authorization for firearms, essential parts and components, as well as the corresponding ammunition intended for civilian use, is equal to the validity of the import authorization issued by the competent authorities of the destination country, but no less than 9 months.*

Issuing a license for the transport of weapons and/or ammunition*

Issuance of the transfer permit for weapons and ammunition*
Gunsmiths or intermediaries who wish to transfer firearms held or purchased in Romania to the territory of a member state are required to request in advance the issuance of a transfer permit from the General Inspectorate of the Romanian Police - Directorate for Weapons, Explosives and Dangerous Substances. Issuance of proof of notification for acquiring the non-lethal weapon*
Romanian citizens and residents of member states with domicile, residence, or, as the case may be, place of residence in Romania, as well as foreigners with legal residence in Romania, who have reached the age of 18, may purchase non-lethal weapons subject to notification from any armorer and, as the case may be, intermediary who sells such weapons. Legal entities provided for in art. 67 para. Non-lethal weapons subject to prior notification may be possessed, carried, and used only after they have been registered with the competent authorities. Issuance of transfer authorization without prior consent*

Issuance of a weapon / ammunition alienation permit on the territory of Romania*
The person authorized for the possession, respectively carrying and use of weapons, who has entered the territory of Romania based on a nominal invitation from a legally established hunting association in Romania, and who wishes, during their stay in the country, to transfer one of the weapons introduced, must first request the issuance of the transfer authorization. To obtain the authorization, the applicant submits a request accompanied by the necessary documents to the General Directorate of the Bucharest City Police or to the county police inspectorate in whose territorial jurisdiction the gunsmith through whom the operation will be performed is located. Based on the transfer authorization, the holder can transfer the weapon only after completing in advance the customs formalities provided by law. The person who has transferred the weapon on the territory of Romania presents, upon leaving the country, to the border police authority the original transfer authorization and the document certifying that the weapon was transferred in accordance with the law. MINOR'S DOMICILE:

If neither parent is identified at the domicile address through the police units, the child is registered with the mother's domicile.
THE CHILD'S FAMILY NAME AND FIRST NAME
If the parents do not have a common family name or there is a discrepancy between the child’s first name written in the medical birth certificate and the declarant's verbal declaration, or if the first name consists of more than three words, the birth certificate will be drawn up based on a written and signed declaration by both parents, indicating the child's family name and first name;
In the absence of parental agreement regarding the child's family name, the guardianship court will decide the child's name and immediately communicate the final decision to the S.P.C.L.E.P./city hall that registered the birth certificate; the birth certificate will only be issued after the mention regarding the setting of the family name by the guardianship court has been recorded; the same applies when the civil status officer refuses to register the first name and the parents do not wish to choose another first name.
The first name declared at the time of birth registration may not consist of more than three words.
When the birth declaration is made by a foreign citizen, not fluent in Romanian, or by a person with hearing or deafblind disabilities, the documents required for registration of the act are requested through an authorized interpreter or, as the case may be, an authorized interpreter of sign language or the language specific to people with deafblindness; the civil status officer/personnel with civil status duties will draft a report.
If the parents' marriage was concluded abroad and has not been transcribed in the Romanian civil status registers, the civil status certificate issued by foreign authorities will be urgently transcribed in the Romanian civil status registers; the child's birth will be registered after the parents' marriage has been transcribed.
IF YOU HAVE DECLARED THE BIRTH AFTER THE LEGAL DEADLINES, NAMELY:

REGISTRATION OF BIRTH IF MORE THAN ONE YEAR HAS PASSED SINCE BIRTH
After one year from the date of birth, the birth certificate is drawn up:
• at the written request of the declarant;
• with the approval of the mayor of the administrative-territorial unit where the event occurred;
• with the mandatory approval of the county community public service for personal records or, as the case may be, of the General Directorate for Personal Records of the Municipality of Bucharest.
The request is submitted at the civil status structure within any S.P.C.L.E.P. or at any city hall of the administrative-territorial unit.
In all cases where a female person, over 14 years of age, requests the late registration of her birth, she will make a declaration before the civil status officer/personnel with civil status duties, indicating whether she has any child whose birth was registered before the registration of her own birth.
Upon the preparation of the birth certificate, the Romanian citizen child is assigned a personal numeric code, which is entered on the issued birth certificate.

In accordance with the legal provisions, the Romanian Gendarmerie carries out missions to ensure public order during rallies, marches, demonstrations, processions, picketing actions, promotional or commercial events, cultural-artistic, sports, religious, commemorative manifestations, or other such activities that take place in public spaces and which involve large gatherings of people. The approval for the establishment and dissolution of a volunteer service or private service, provided in art. 33 para. Persons who legally possess lethal weapons under the Law and wish to travel with them to member states must first apply to the competent police authority that issued the firearm permit for the issuance of the European firearms passport and must submit for this purpose a file containing the following documents: - a standard application form, the model of which is provided in Annex No. 14; - two color photographs, size 4x5 cm; - the applicant's identity document, in original and copy; - the applicant's firearm permit, in original and copy. (1) let. a)-c); - valid sports shooter's card for the current year, in original and copy; - a document showing that the shooting weapon to be registered in the European firearms passport is in the possession of the athlete, according to the Law, in original and copy. - power of attorney regarding the person submitting the documents. Drawing up the marriage certificate*
The marriage declaration is made in person, by the future spouses, in writing, at the local community public service for persons registration (S.P.C.L.E.P.) or, as the case may be, at the town hall of the domicile or residence of one of them.
For valid reasons, if one of the future spouses is unable to travel to the S.P.C.L.E.P. headquarters or, as appropriate, the competent town hall, the marriage declaration may also be made outside its headquarters, in front of the civil status officer, with the mayor’s approval.
The marriage declaration can be made and the marriage can be concluded in another administrative-territorial unit than the one in whose territorial area the future spouses reside or have their residence, only with the approval of the mayor of the administrative-territorial unit where the marriage is concluded.
In the marriage declaration, the future spouses will state that there is no legal impediment to the marriage and will mention the family name they will use during the marriage, as well as the chosen matrimonial regime.
Along with the marriage declaration, they will present the evidence required by law for the conclusion of the marriage. The marriage can also be concluded outside the headquarters of S.P.C.L.E.P. or, as appropriate, the competent town hall, such as public gardens, parks, museums, and other outdoor places, at the request of the future spouses, with the mayor’s approval. The fees charged for this public service are established by resolution of the Local Council.

Obtaining the criminal record certificate for a natural person*
Criminal record certificates in electronic format are issued through the "hub.mai.gov.ro" platform. The issuance of the criminal record certificate in electronic form is a public, free service provided by the Romanian Police through the Criminal Record, Statistics and Operational Records Directorate, and is available only to beneficiaries registered on the "M.A.I. Services Hub" platform who have successfully completed the validation procedures. The registration mechanisms in the HUB are as follows: • directly on the "hub.mai.gov.ro" platform; • using a user account created in the "ghiseul.ro" platform; • depending on technical availability, using the electronic identity card (CEI); • through the ROeID application. Also, criminal record certificates can also be obtained in physical format, from any police subunit where there is a counter for issuing criminal record certificates. For Romanian citizens, the criminal record certificate in physical format is usually issued on the spot or within a maximum of 3 working days. For foreign citizens, the criminal record certificate in physical format is issued in about 30 days. To the criminal record certificate issued to persons who are citizens of a member state other than Romania, the extract from the criminal record of the member state of citizenship is also attached, and to the criminal record certificate issued to nationals of a third country, the extract from the criminal record of the member states holding information on their conviction on the territory of their state is also attached.*

The Ministry of Internal Affairs, through the National SIS Center, is responsible for the implementation, operation, maintenance, and security of the N.SIS, for ensuring the connection of the N.SIS to the central SIS, and for managing the national copy of the central SIS database, as well as for ensuring access of Romanian authorities to the N.SIS. The National Informatic Signaling System is the informatic system compatible with the second-generation Schengen Information System and ensures the management of national signals, of national interest and Schengen interest. This public service is addressed to applicants for funding (public and private institutions) from non-reimbursable European funds dedicated to the field of Internal Affairs, namely: the Asylum, Migration and Integration Fund (AMIF), the Internal Security Fund (ISF), and the Instrument for Border Management and Visa Policy (BMVI).
